(KGTV) - NOAA's Climate Prediction Center released the updated outlook for winter 2020-2021 expectations, and the report shows the increased confidence for a moderate La Nina winter.National Weather Service Meteorologist Alex Tardy said La Nina winters mean cold water along the equator, which are already present in October. These cold waters can have a domino impact on the globe, including warmer waters in the Atlantic and ultimately a higher risk of hurricanes, and also a more northern jet stream over the west coast, keeping moisture isolated more north and leading to dry conditions in Southern California.This dry winter coupled with San Diego’s recent weather history could be a recipe for disaster. The last two winters have been wet in San Diego, with most areas in San Diego County getting 1.5 times their usual rainfall during the most recent winter. This increased moisture helped vegetation grow, then the summer of 2020 brought record-breaking heat, drying that vegetation out. That, coupled with a lack of monsoon moisture in 2020, means there is dry vegetation that could be fuel for fires.“Any type of fire is going to be a problem in Southern California because the conditions are so dry,” said Tardy.He added that a new water year just began Oct. 1, 2020, so while the last water year had impressive rain totals, a new year has started.“So regardless of what happened last winter, we kind of reset now. Now we’re in a whole new year and unfortunately, things are looking very stressed as far as fire conditions,” said Tardy.He said rain is not out of the question for a La Nina year, but it will be more variable. SAN DIEGO (KGTV)  - A Marine was found dead Monday afternoon at the armory of Marine Corps Air Station Miramar, according to military officials.The Marine had suffered a gunshot wound. No foul play is suspected, according to the U.S. Marine Corps.Military officials did not announce whether the incident was a suicide or accidental firing.The Marine’s identity has not been released. He or she was assigned to the 3rd Marine Aircraft Wing.The MCAS Miramar Provost Marshal Office and MCAS Miramar Fire Department responded to the scene and are investigating the death. 580

SAN DIEGO (KGTV)- COVID-19 is causing some changes for voters in San Diego county. Your usual polling location may not be active for the November elections.“Because of the pandemic, it has created a level of uncertainty in our universe,” says Registrar of Voter Michael Vu.Vu says to ensure physical distancing the county has consolidated the 1,600 small voting precincts into 235 super poll locations for voters to cast their ballots.“We just want to make sure everyone does it in a safe and healthy way.”Vu says they will be expanding the technology at each site with the ballot marking machines introduced during the primary elections back in March.“There will be, on average, 7 of those ballot marking devices per super polls location,” says Vu. “But we will also be having a number of voting booths because we will have pre-printed paper ballots for voters.”To help with social distancing and the influx of voters, there will be seven different check-in stations at each site to move people along.On Thursday, the Registrar of Voters office will be sending out sample ballots and voter information pamphlets. Those packets will contain each voter’s designated super poll location.The super poll locations will be open for voting starting October 31st.Michael Vu says the mail-in ballots will be sent out on October 5th. 1332
