HOUSTON, Texas — Houston's police chief says four police officers have been terminated after an internal investigation determined they did not use reasonable force when they fired their weapons 21 times at a man who had been experiencing a mental health crisis.The man, 27-year-old Nicolas Chavez, was already injured and on the ground when he was shot and killed by the officers on the night of April 21.During a news conference Thursday, video footage was presented from body cameras showing Chavez, who had already been shot and was bleeding, kneeling on the ground and grabbing a stun gun when the four officers shot him.WARNING: The video below contains graphic clips and may be difficult to watch."Let me be clear, it's objectively not reasonable to utilize deadly force when a man's already been shot multiple times, has been tased, has been on the ground, has shown that he really cannot get up," said Police Chief Art Acevedo on Thursday. "I cannot defend that."At the briefing, Mayor Sylvester Turner said the dismissal of the four officers isn’t an indictment of the police department and its nearly 5,300 others officers.“But when you are wrong, there are consequences,” he continued. “And for the good of every police officer who serves, for the good of everyone that followed the rules, that protect this city, it is important for us to call a ball a ball, and a strike, a strike."Turner acknowledged the effect Chavez’s death has had on the city and expressed sympathy for his family."What happened the night of April 12 has dramatically affected many people and this City,” said the mayor. “Nicolas Chavez’ life was taken, and his family must live with their personal loss and anguish for the rest of their lives."Leaders with the Houston Police Officers’ Union denounced the firings, saying the officers followed tried to de-escalate the situation but were forced to shoot Chavez.“This unjust and deplorable decision by Chief Acevedo has sent a shock wave through HPD, even if you deescalate, retreat, follow policy, training and the law...you will still lose your job as a Houston Police Officer,” tweeted Joe Gamaldi, the president of the Houston union.Harris County District Attorney Kim Ogg said in a statement Thursday that prosecutes will be conducting an independent review of all the evidence in Chavez’s death and once it’s complete, the findings will be presented to a grand jury. In a bizarre twist following the Parkland, Florida school shooting that killed 17 people, the confessed shooter Nikolas Cruz has been receiving "fan letters" from across the nation. The Sun Sentinel reported that Cruz not only has been receiving letters from admirers, he has also received money for his commissary account, which allows inmates to purchase snacks and accessories. So far, Cruz has been given 0. The letters, many of which are coming from teenage girls, are not being shown to Cruz as he is on suicide watch at the jail.Broward County Public Defender Howard Finkelstein told the Sun Sentinel the craze is "perverted." Some of the letters have included suggestive photos of young women. According to the Sun Sentinel, one woman from Chicago sent nine photos of herself that were sexually suggestive. "In my 40 years as public defender, I've never seen this many letters to a defendant," he said. “We read a few religious ones to him that extended wishes for his soul and to come to God,” Finkelstein added, “but we have not and will not read him the fan letters or share the photos of scantily-clad teenage girls.”The Sun Sentinel reported that one person from Texas sent a letter that included hand-drawn hearts and happy faces. "Your eyes are beautiful and the freckles on your face make you so handsome," the woman said in a letter to Cruz. “I’m really skinny and have 34C sized breasts.”A teenager wrote, “I’m 18-years-old. I’m a senior in high school. When I saw your picture on the television, something attracted me to you," the Sun Sentinel reported.Cruz, who admitted to killing 17 people last month at Stoneman Douglas High School in Parkland, awaits trial. House Speaker Paul Ryan called allegations leveled against Alabama Republican Senate candidate Roy Moore about pursuing relationships with teenage girls and committing sexual assault "credible" and that he should step aside."He should step aside," Ryan told CNN Tuesday morning. "Number one, these allegations are credible. Number two, if he cares about the values that he claims to care about, then he should step aside."Ryan becomes the latest high-profile Republican voice to call on Moore to step aside, following more than two dozen Republican senators, including some of whom have suggested voting to expel Moore from the Senate should he win the December 12 special election.The flood of condemnation and calls to step down replaced what had been days of heavily caveated statements defined by senators calling for Moore to step aside "if" the allegations "were true." Starting Monday with Ryan's counterpart, Senate Majority Leader Mitch McConnell, the tone from national Republicans shifted dramatically.An Alabama woman alleged Monday that Moore sexually assaulted her when she was a teenager. Moore called the accusation "absolutely false" in a statement in Gallant, Alabama, later Monday, denying that he knew the woman.The accusations came after The Washington Post published a report last week based on interviews with more than 30 people, saying Moore pursued relationships with teenagers while he was in his 30s. One woman said she was 14 years old when Moore initiated sexual contact with her. Moore also denied those allegations and has threatened to sue the Post.For now, GOP leaders are stuck in an increasingly difficult position. Moore has repeatedly said he has no intention of stepping down and views the stories themselves -- and the GOP senators that have condemned him in its wake -- are nothing but political attacks. Senate Republicans made clear they are weighing several options on how to go forward, ranging from pushing for a write-in campaign to trying to vote Moore out of the Senate should he win.One Republican senator, Jeff Flake, the Arizonan who announced last month he would retire at the end of his term, became the first to present another choice Monday night: support Moore's opponent."If the choice is between Roy Moore and a Democrat, a Democrat no doubt," Flake told reporters.  2338
