SAN DIEGO (KGTV)- There's a new requirement that large California counties have to meet before they can advance on the state's color-coded COVID-19 reopening system.State health officials say the "health equity metric" will help reduce infection rates among vulnerable populations.Sunday, San Diego County health officials opened another drive up testing site in Chula Vista. Local leaders say they've been targeting disadvantaged communities with education, outreach, and testing since the start of the pandemic."About 34% of our county population is Latino, but about 66% of the cases, we saw that early on, and that's why we took the action of developing the South Bay Saturation Strategy for testing. We have sites in every community in the South Bay," said Nick Macchione, director of the Health and Human Services Agency for San Diego County.Counties with more than 106,000 residents will be divided into quartiles based on income, education, and other factors gathered in census tracts.The goal is to bring the infection rates in the most disadvantaged neighborhoods in line with the county's overall rate."Now they need to make sure that not only does their test positivity for the whole county, their adjusted case rate, but also their test positivity in the lowest quartile in the Healthy Places Index for the county all need to meet the criteria for the least restrictive tier," said Dr. Mark Ghaly, California's health secretary.Ghaly said counties will need to show that they're directing money and resources to help the communities hardest hit."It's not just the test positivity, that's the piece that helps counties move forward or slows them down in moving through the tier system, but we are working with counties on a broader strategy to focus on equity," said Ghaly.Ghaly said failing to meet the metric cannot push a county back into a more restrictive tier, but can slow it down from moving ahead.Nancy Maldonado is the President and CEO of the Chicano Federation. She welcomes the additional metric."I do think it's a good thing because I think it places emphasis on the importance of taking care of our community and taking care of our essential workers who are disproportionately communities of color," said Maldonado.Some fear it's yet another hurdle to reopening.County Supervisor Jim Desmond took to Twitter, saying if the governor wants to help disadvantaged communities, he should let them get back to work."I think it's really ironic the governor keeps those businesses and lower income folks out of jobs, and now he wants a metric to make sure we're taking care of them," said Desmond.San Diego county remains in the red tier, which is one tier away from the most restrictive purple tier. 2727

San Diego (KGTV)- The San Diego Police Department will soon be adding 63 new officers on our streets. The department held the orientation for its 120th police academy this morning. This academy class is the largest class in over 25 years.“It’s very exciting,” says recruit Samantha Koegel. “I’m really excited to start this new journey of my life.”Koegel says her interest in the police force started began as a senior in high school after participating in a ride-along with an SDPD officer. Koegel graduated from Ramona High School. She received her degree from The University of Nevada- Reno, in Criminal Justice. All recruits went through an extensive screening process before being invited to the academy. “This is probably within 5 to 7 percent of all the applicants that we’ve gotten,” says Lt. Steve Waldheim. In the past, the San Diego Police Department has been understaffed. They currently have 1,800 officers but are budgeted for over 2,000. Lt. Waldheim says they the department needs more officers on the streets.“We need more officers in patrol so that they are out answering radio calls that can lower our response times.”The average salary for a San Diego Police recruit is ,000. After they become an officer, that number jumps to around ,000. “The salary now with SDPD, at the end of these pay raises that city council approved, we will be on par with the rest of the agencies around San Diego County,” says Lt. SAN DIEGO, Calif. (KGTV) - Professional lacrosse player Jules Heningburg joined the San Diego Seals and played with the team until the season was cut short due to coronavirus. The athlete said his aunt works for the CDC, so he’s taken the virus seriously since the beginning.“I was following the rules there, I was wearing a mask, socially distancing, washing my hands, I really didn’t see anyone other than my roommate,” said Heningburg.He said even when some businesses moved further into reopening in San Diego, he continued his carefulness.“I had to just make sure I was going to keep myself safe, so I continued to follow quarantine on my own protocol, not going out. I didn’t go to bars, I didn’t do anything like that, I didn’t go to any restaurants,” he said.Then, as rules continued to relax, he went to one single birthday party, then found out later that someone at the party had tested positive. A few days later and he knew something was wrong with him.“I was having a conversation and all of a sudden I got really tired, like mid talk at 6:30 at night,” he said.He tested positive and said at first his symptoms were not terrible. Once he was not contagious, he traveled to Utah to play in a lacrosse league, and since he had previously tested positive, he had to do extra doctors visits. That’s when he realized the impacts on his health were worse that he thought. His oxygen levels quickly fell during tests.“As a professional athlete and someone who is in really good shape, when you start moving around that level should not drop. When I started to walk around those levels started to drop,” he said.He said with levels dropping this rapidly, he had an increased risk of cardiac arrest. He then realized how close he came to losing his life, thankful he had done the extra tests that showed he had a problem.“I followed all the rules and I was still put in a situation and exposed to it and could have died,” he said.This meant exercising and playing were not an option, so ultimately Heningburg has to sit out from the Utah league. He came back to San Diego to rest and heal, then will figure out when it’s safe for him to play again.He said he wants to send a message to San Diego that the virus is dangerous and he, a young and athletic man who almost lost his life, is proof. 2306

SAN DIEGO (KGTV) - With home prices skyrocketing San Diegans are turning to remodeling.However, if the home has lead paint or asbestos, it can become a health hazard if not handled correctly. The Environmental Protection Agency is cracking down on companies breaking the rules.The agency has taken action against six companies in Arizona and California for allegedly violating regulations requiring them to protect the public from exposure to lead. The companies paid a combined 7,000 in penalties.According to the EPA, "an inspection found that, between 2014 and 2015, Renovation Realty performed renovation work at six homes in San Diego and Santee without being EPA-certified to perform work in pre-1978 housing where lead-based paint is assumed to be present." The agency says the company also failed to keep records indicating compliance with lead-safe work practices and did not ensure a certified renovator was involved as required."Looking back at it, it was a painful expensive experience to get fined by the EPA" said Keith Christian CEO of Renovation Realty.Christian said, at the time, they didn't understand the EPA's requirements of how much square footage you can disturb per room."We got fined, we paid the fine, we all went to a class we got certified as a company our supervisors got certified and it's been a great experience,” Christian said. “So now that we understand the process we incorporated that into our renovation.”Across the county from October 2016 through September 2017, the EPA finalized 121 civil settlements for alleged violations of at least one of the lead-based paint rules. The settlements they obtained in the cases soared past one million dollars. The EPA requires companies who perform abatement projects in pre-1978 homes to be certified and follow specific work practices.“For a homeowner, the biggest thing is their liability,” said Tim Tilley with Superior Abatement Services Inc. “If they hire a contractor who doesn’t follow the rules, the regulatory agencies will generally cite everyone in the food chain.”Tilley removes hazardous material like lead and asbestos for a living. His team is currently working on a San Diego home that tested negative for lead but positive for asbestos.Tilley tells 10News rules put in place at the federal level down to the local level are there to protect employees and consumers."For a homeowner, it's really important to ask the right questions,” said Gregg Cantor with Murray Lampert Design - Build – Remodel.Cantor says consumers should know if the contractor is licensed and certified and trained to perform hazardous materials work.Consumers also want to ask about types of safety methods they use, digging into specific safety precautions before, during and after the work is done. (KGTV) - A fraternity at San Diego State has been placed under interim suspension after a freshman membered was injured.The mother of the student told 10News he suffered a concussion, as well as a fractured wrist, sprained ankle, and bruises on his back.It’s unclear exactly when or how the injuries occurred, but the student’s mom said he had been at an event at the Kappa Alpha fraternity house on Wednesday, October 17. She claims he “blacked out” from drinking too much alcohol.He made it back to his dorm, not receiving any medical care until hours later when a nurse administering meningitis shots noticed his injuries.San Diego State issued a statement to 10News, writing: 710
