SAN DIEGO (KGTV) - It appears traffic along parts of Normal Street in Hillcrest will disappear for good, giving way to the Normal Street Promenade.City Councilmember Chris Ward says the city has signed on for the project as part of the Uptown Bikeways Project with SANDAG.The east side traffic lanes would stay but the lanes on the west side will be replaced by dedicated bike lanes and a pedestrian walkway along a two-block stretch from the Hillcrest Pride Flag to Lincoln Avenue."I'm excited.  Hillcrest is a close-knit community, and this will make it even more social," said Hillcrest resident Madison Layo."A great gathering space for everyone that people can rally around ... show a little pride," said Alex Craig, another Hillcrest resident.Ward says the public space can host events like the weekly farmer's market and Pride gatherings, along with events such as street fairs, movies and concerts.  The proposal also includes 70 extra parking spaces from Lincoln Avenue to Washington Street.  Supporters believe the project could also attract business activity to the area.The Uptown Community Parking District has allocated .8 million for the project.  Community outreach for the project will begin in early 2019 with construction expected to start in 2020. 1307

SAN DIEGO (KGTV) — Intense heat is sparking fires and sending San Diegans to the coast seeking relief."The temperatures today are pretty extreme," Cal Fire Captain Thomas Shoots said, adding the brush is dry from the heat and lack of rain making Wednesday's forecasted record heat very dangerous.A brush fire sparked in Ramona near Ramona St. and Boundary Ave around 11 a.m.The triple-digit heat causing concern for Fire Chief Jason Lambirth with the U.S. Forest Service, "we really take care of our own people, keep a close eye on them, make sure they're hydrated with water and Gatorade and go from there."Firefighters kept the blaze within a couple of acres, according to Shoots.A huge relief to neighbors, like Leanne Plunkett who has lived in Ramona for 44 years. "Oh I'm relaxed now, but it was pretty hectic for a while!" Plunkett said.She was stepping into the shower when law enforcement knocked on their door to issue evacuation orders. Plunkett said she jumped out, threw on clothes, and started packing jewelry and important documents.She said they had to evacuate twice in the past, including the Cedar Fire.The heat taking its toll on San Diegans across the county. Many, like Oscar Fuentes from El Cajon, headed to the beach."It was starting to get to 110 degrees out there so we decided to hit the beach... It's a lot more tolerable that's for sure it's really nice, I expect it's going to be a lot better when we get in that water."He's not alone according to Sgt. Lonnie Stephens with San Diego Fire Rescue's Lifeguard Division."We're still seeing elevated beach crowds on the weekends and during the weekdays." He said normally crowds dissipate after Labor Day but that hasn't happened yet."Throughout this heat, which has been ongoing for quite some time, yes we have had some citizens that have had some heat-related illness." He said it's important to wear loose-fitting clothing, drink plenty of water, wear sunscreen and stay in the shade when possible.An Excessive Heat Warning is in effect until Thursday night. 2045

SAN DIEGO (KGTV) -- Large churches throughout San Diego are scaling down services in an effort to control the spread of the novel coronavirus. Miles McPherson, Senior Pastor of The Rock Church, says they normally get 12 to 13 thousand people who attend services at their seven campuses. Now, attendees who show up for worship won’t be allowed inside. A message sent out to members let them know about the change. RELATED: What's the difference? However, we are still going to have church and it’s going to be awesome,” McPherson said. “Here’s what’s going to happen. On Sunday at our normal times – 8, 10, 12, and 6, we will be broadcasting all of our services online on all of our platforms,” he added. McPherson also said church staff are taking precautions for those inside by sanitizing surfaces and not shaking hands. The Rock Church isn’t the only religious organization making changes amid COVID-19. The San Diego Catholic Diocese says, beginning Monday, all daily Masses will be cancelled, but they will be streaming Sunday Mass in English, Spanish and Vietnamese. The Diocese adds that churches will remain open for parishioners who want to pray and seek spiritual assistance. It’s unclear how long Mass will be cancelled. SAN DIEGO (KGTV) - Imagine having the power to change your body’s temperature at any time, regardless of how hot or cold it actually is. UC San Diego engineers are on they’re way to doing just that, with a wearable patch.Like a thermostat, it can be changed to a specific temperature, warming or cooling the body, using far less energy than an air conditioning system. “Cooling is a really important issue faced by society today. If you look at news reports there are extreme weather conditions, for example in India, peak temperature could be over 50 degrees Celsius in July," said Renkun Chen, a Professor of Mechanical and Aerospace Engineering at UC San Diego.The patch is made up of thermoelectric alloys - materials that use electricity to create a temperature difference and vice versa - sandwiched between stretchy elastomer sheets. The device physically cools or heats the skin to a temperature that the wearer chooses. The patch is powered by a flexible battery pack. It is made of an array of coin cells all connected by spring-shaped copper wires and embedded in a stretchable material. The system also includes a stretchable circuit board.By regulating the temperature around an individual person, rather than a large room, the smart fabric could potentially cut the energy use of buildings and homes by at least 15 percent.The technology could also be used for people who work in extreme environments, like firefighters or miners. Eventually, Chen and his team want to integrate the technology into clothing. They hope to sell it commercially in the next few years, along with developing a mobile app to control the temperature.
