California Gov. Gavin Newsom signed a bill Saturday that allows transgender inmates to be housed in jails or prisons based on their gender identity.SB 132 says that during the initial intake process, the California Department of Corrections is required to note each incoming inmate's gender identity, whether they identify as "transgender, nonbinary, or intersex" and the inmate's gender pronouns. The inmate will then be sent to an appropriate facility based on their gender identity.The state cannot deny an inmate's request solely based on their anatomy or sexual orientation. However, ABC News reports that the state can deny requests if the inmate poses a "management or security concern." In that case, the state must provide the inmate with a written statement explaining their decision and give the inmate an opportunity to object.Previously, inmates were sent to facilities based on their birth gender. A 2009 study by the University of California, Irvine found that transgender inmates in the state were 13 times more likely to be sexually assaulted than an average inmate. A separate federal study done between 2011 and 2012 found that about 12% of non-heterosexual inmates reported being sexually victimized — a rate about 10 times higher than those of heterosexual inmates.According to ABC News, transgender women housed in facilities for men are among those most at risk of being assaulted."It's just a false narrative about transgender people and about transgender women in particular that they're somehow not really women and are just trying to scam their way into women's bathrooms or facilities in order to do bad things," State Sen. Scott Wiener, who authored the bill, told The Associated Press. CARLSBAD (KGTV) -  A new online tool is helping Carlsbad residents voice their opinions on issues and how they prefer their tax dollars spent.Voterfied allows voters to weigh in from their phone or computer. "Who can shout the loudest," was what Carlsbad?Mayor Matt Hall said happened at City Council meetings. "That's not what's best for government, you try to engage as many people as possible," saying the silent majority often went unheard."Their vote goes straight into the elected official's ear, and then the elected official is held accountable because they know how their constituents are voting," COO of Voterfied Lee Ann Allman said.The tool was created when Michael Allman ran for Congress. He wanted a way to easily plug in and crowd source, to discover the needs of the people.Voterfied reached out to Hall first and he held onto the experiment with both hands, "everybody has this equal opportunity, they can hear my voice and I can hear their voice." Lee Ann Allman said there is also an educational component to the tool, "there are links to articles so if a voter wants to find out more about something they can click on the link,"The tool is hack proof and compares information you input to the voter registry, focusing the questions they push out on specific residents.In the six or more months Hall's been testing Voterfied, Carlsbad is already seeing an impact. CALEXICO, Calif. (KGTV) - Twenty-nine migrants were processed at the Calexico Port of Entry after non-profits say they were separated from their children and deported.Sandra Cordero, Director at Families Belong Together, said 27 children ages 5 to 15 have been separated from their parents. Some for more than a year. Cordero said the parents came from Central America, including Guatemala, Honduras and El Salvador.Together Rising and Al Otro Lado raised money to fly the parents to Tijuana. Cordero said they stayed in Tijuana for two weeks preparing to go to the Calexico Port of Entry. Cordero said they presented themselves Saturday morning and U.S. Customs and Border Protection told them the detention center was at capacity.While waiting, Cordero shared some of the parents' stories, "he was trying to prepare his son because he knew they would be separated but he couldn't find the words or the feeling of how he was going to tell him that," Speaking about a man named Jose from Guatemala. He stood beside her while she spoke and wiped away tears. After 10 hours, the parents were brought in to process their asylum requests."We just found out that they're going to accept five families at a time and they're letting them all in, so thank you thank you thank you," Amanda Doyle, Vice President of Together Rising, said tearfully."I think it was really us, our presence here, and the presence of all of our supporters online, calling tweeting, pressuring, we're so lucky to have all these supporters that made today happen," Cordero said.Cordero said they would be back Sunday to ensure the parents were being processed quickly so they may be connected with their U.S. sponsors and ultimately reunited with their children. CAMPO, Calif. (KGTV) -- Crews were able to stop the forward rate of spread after a fast-moving brush fire sparked in Campo Sunday afternoon. According to the agency, the fire started around 1:30 p.m. in the area of I-8 and Old Highway 80. Cal Fire originally said the blaze had a rapid rate of spread with structures threatened. Crews later said the forward rate of spread had been stopped at 1.5 acres. CAMP PENDLETON, Calif. (KGTV) — A pair of brothers was arrested this week after police say they tried to carjack a man working on his vehicle on Interstate 5, assaulted him, and fled onto Camp Pendleton property.The brothers were traveling on southbound I-5 on Tuesday at about 10 a.m. when their Ford Mustang broke down just north of Las Pulgas Road. The pair walked to Vista Point and asked a truck driver for a ride to Long Beach, but the driver said no, California Highway Patrol said.The brothers then approached a 58-year-old man from San Diego who was working on his broken-down vehicle. The man was leaning over the engine of his vehicle with the hood up when one of the brothers placed the man in a headlock while the other brother assaulted the man in the face and body, CHP said.The truck driver who denied the brothers a lift saw the attack and came to the victim's aid. The brothers fled the area west, and climbed over a fence onto Camp Pendleton, said CHP.Camp Pendelton Police were nearby and quickly found and detained the two. CHP officers responded to the scene as well. The victim received moderate to major injuries during the assault and is expected to recover.Gonzalo Lopez, 24, and Eusebio Lopez, 19, both from Long Beach, were arrested and charged with assault and battery, and attempted carjacking. Gonzalo was also charged with driving under the influence while Eusebio was charged with being drunk in public. 1444
