NATIONAL CITY, Calif (KGTV) -- The National City Elementary Teachers Association reached a contract settlement with the National School District Tuesday.Under the settlement, teachers will receive a 2 percent on-schedule increase, retroactive to January 2018.The settlement also makes changes to health and welfare benefits. MONTPELIER, Vt. -- Near a community garden, Natasha Duarte is in her element: compost.“I see organics as a resource more than a waste. There's a lot of nutrients in it, there's a lot of value in it,” said Duarte, who is with the Composting Association of Vermont.Now, in Vermont, it’s now part of a universal recycling law, which passed in 2012 and has been brought online in phases. As a last step, it addresses what to do with food waste.“July 1, Vermont took the step of banning disposal of food scraps from the trash,” said Josh Kelly with the Vermont Department of Environmental Conservation.That means everyone in the state -- from businesses to residents – must now keep their food waste out of the garbage.Across the country, about 40% of all the food Americans buy ends up in the trash. That food waste costs the average family of four about ,500 a year. It also takes up valuable space in landfills. Vermont now becomes the first state in the country where a food waste law applies to everyone.“We have a lot of different options for residents and businesses to manage their food waste,” Kelly said. “We have composting facilities across the state. We have a growing number of food scrap haulers and we have drop off locations for folks around the state.”One of those drop-off locations is at Green Mountain Compost.“We've actually been composting food waste for almost three decades,” said Dan Goossen of Chittenden Solid Waste District.The large-scale facility accepts residents dropping off their food scraps, as well as food waste from larger venues, like university cafeterias or apartment complexes.All those food scraps come together with yard waste and produce a finished product for use in gardening.“With a little bit of biology and a little bit of time and oxygen, it turns into a really amazing black compost finished product,” Goossen said.Natasha Duarte said that completes what’s known as “The Food Circle” and also allows people to see how much food they waste.“Just seeing the volume of it separated out from the rest of their trash or recycling, raises that awareness,” she said.It is an awareness that what used to be trash can eventually yield a community garden of treasures. 2216

MILWAUKEE, Wisconsin — Trinity Evangelical Lutheran Church looks to move forward as the investigation continues into what caused the church to catch fire.On Sunday, their temporary place of worship was right across the street from the church right in the Milwaukee Area Technical College auditorium. This was their first church service since Tuesday afternoon's massive fire that destroyed their historic church."We're all reminding each other, the church is God's people. More than seven months after Hurricane Irma a Vero Beach, Florida woman is still feeling the effects of the damage.Her vehicle was totaled from flooding and sold. But that sale is still costing her because of one item she left behind on the car: her license plate.Now, her family wants to keep anyone else from making the same costly mistake.Jamie Portell’s mother lives at Indian River Estates assisted living in Vero Beach.Portell rode out the storm with her mother there.The next morning, they realized her mother’s car flooded.“The seats, the electric, she couldn’t adjust anything,” Portell explained. The carpet was soaked.They called the woman’s insurance company, State Farm, and said someone came out, looked at the car, totaled it and arranged for it to be towed away.About a week later, Portell said she took her mother to a local State Farm location to pick up a check.“We didn’t think anything more about the car, until about four months later she received, from the state of New Jersey, a bill with the picture of the back of her car,” Portell said.The letter was a toll road fine.“She was very upset not knowing what had happened to the car,” Portell said.  They called State Farm and asked the agency to take care of the mishap.“Another 3-4 weeks later, she gets another bill from the state of New Jersey with another picture of her car,” Portell said. It was another fine.“Called the insurance company again and said 'I thought this was taken care of, can you please look into it, ' ” Portell said.This month, they did not get a bill and hope this matter has been resolved.But, they learned a lesson.“Definitely remove your plates.
