ernando Herrera Jr. and his company Fersho's HVAC and Home Renovations. "He said it would take within a month to do everything,” Petrou said.Petrou said after he signed the contract the crew got down to business ripping out siding, windows and doors.About three weeks into the job, Petrou said he started to notice major flaws in the fixes. For example, Petrou claims Herrera purchased the wrong type of windows for the house and none were installed correctly."The height of the window sills are different,” he explained.Petrou said when he confronted Herrera his crew cleaned up some of the mess they’d made and took off. The job was nowhere close to being competed. That was after he says he paid Herrera more than ,000. Petrou sent Team 10 an email correspondence he had with Herrera where he demanded his money back. The email chain shows Herrera responded saying in part, “You know what, you can have the local news do your story, I won’t file any lawsuits. It won’t affect me at all. I have decided not to go back to San Diego and make a living with my family somewhere else. Life in the US, especially in California is too expensive nowadays that we decided to try our luck overseas. I tried many times to work things out. Your house would have been done by now. But you just wouldn’t want to work with me. So this John, this whole thing IS ON YOU!! [sic]”Team 10 investigator Adam Racusin called Herrera multiple times but hasn’t received any response. Team 10 did track down the address on Petrou’s work contract to Herrera’s uncle’s house in south San Diego. His uncle said there is no business operating out of that house and he did not give his nephew permission to use his address. He did provide a phone number for Herrera's dad. Team 10 called that number, but no one called us back. No License With the StateThere’s no Fernando Herrera Jr. in the San Diego area listed as a licensed contractor. Also, a quick search through state records shows there also is no Fersho's HVAC and Home Renovations listed as a licensed business. There's no license number on the contract and renovations was spelled incorrectly on the contract provided to Petrou."He told me he was licensed, his dad was licensed,” Petrou said.Petrou filed a small claims action against Herrera and his uncle.Court records show a trial in small claims court is set for October. The California Contractors State License Board (CSLB) confirmed to 10News it received a complaint and the investigation is ongoing.A spokesperson for the CSLB said there are ways consumers can be proactive to avoid problems with suspected unlicensed contractors.Petrou filed a small claims action against Herrera and his uncle.Court records show a trial in small claims court is set for October.Perform an “Instant License Check” on our website. http://www.cslb.ca.gov/OnlineServices/CheckLicenseII/CheckLicense.aspx [cslb.ca.gov] You can search by license number, business or personnel name, Home Improvement Salesperson number, or Home Improvement Salesperson name. SAN DIEGO (KGTV) — A Scripps Ranch woman did a double take when she found a mailbox post knocked down, the biggest shock came two days later.Last Thursday afternoon, Elizabeth Spelce came out of her along Cypress Valley Drive and saw it: A wooden post with her mailbox and three others was lying on its side, split apart just above the concrete."Disbelief. Stood there for a good minute and stared," said Spelce. At first she thought the culprit was the wet, windy weather. Two days later, she took a closer look and realized the wood was not rotted and wasn't so sure about her wind theory. She then assumed it might have been some bad driver or teen driver, so she decided to look at her Ring doorbell video."It was a little shocking," said Spelce. In the video, a mail truck is seen pulling alongside the curb, before running right into the post and toppling the mailboxes. The postal carrier backs up the truck, pulls forward, and soon after, reaches down and delivers the mail. The truck then drives off, apparently resuming its route."There was no note. No nothing. Just a big mystery," said Spelce.Spelce says the postal carrier added to the mystery when she talked to a neighbor. "She says, 'by the way, your mailboxes are knocked over ... Gosh, I can't imagine how it happened,'" said Spelce.Remember how she continued to deliver the mail after the mailboxes were knocked over? "She was pretending she delivered the mail and then it happened ... It's very disappointing," said Spelce. Her toppled post has since been replaced by her HOA. Spelce filed a complaint with the Postal Service. She's doesn't want the mail carrier to lose her job, but hopes she'll finally take responsibility. A Postal Service spokesperson issued the following statement: 1767

SAN DIEGO (KGTV) -- An SUV reported stolen crashed as it fled from San Diego police, killing three of the vehicle’s occupants. At around 11 p.m. Tuesday, police were near the intersection of 24th Street and Island Avenue in Sherman Heights when they spotted a silver 2003 Honda Pilot SUV traveling without its headlights on, before learning that it was reported stolen a day earlier by Chula Vista Police. The driver ran a red light while traveling east on Market Street, according to SDPD. When officers tried to pull the SUV over, the driver sped away towards Interstate 15.Officers lost sight of the vehicle. Moments later, with a police helicopter tracking the SUV, the vehicle lost control and crashed into a pole on Market Street, near Raven Street, in the Mount Hope area.According to police, two of the four people inside were ejected from the vehicle and two others were trapped in the wreckage. Emergency responders took one person to the hospital with injuries considered life-threatening, but they are expected to survive. The driver and two other passengers were declared dead at the scene, police said.No other injuries were reported, and no other vehicles were involved in the crash. The initial investigation revealed that none of the occupants of the vehicle were wearing seat belts as the vehicle was traveling more than 100 mph just before the crash, police said. 1387

SAN DIEGO (KGTV) — After getting approved by voters, San Diego State is moving forward with its SDSU Mission Valley Plan. As they are still working out the finishing touches, community members are offering their suggestions to organizers. SDSU Mission Valley still calls for a stadium, housing for students and the public, retail space, offices and a river park. Local land use and design professionals met in Balboa Park this morning to offer their ideas on how to enhance and improve the existing plans."They want to make sure that this very large development... isn't like an island in the middle of Mission Valley," says Cary Lowe, with C3 San Diego. Community members want to ensure the project "connects fluidly with the surrounding community."There are other concerns, as well. Once construction begins, crews may have to remediate a gas plume that once sat under the site."A number of people have raised the issue of the subsurface contamination of the site," says Lowe. This has "been a long time issue because of a leak from fuel tanks in Murphy Canyon."Lowe says there is an elaborate plan for the possible contamination removal. But as negotiations continue, it is unclear if the city or university will be paying for it. Land use and design professionals estimate the project to begin towards the beginning of next year. The suggestions made this morning will be compiled and presented to SDSU and the city in the coming weeks. 1449
