The Department of Education on Friday proposed new rules for dealing with sexual harassment and assault on college campuses that would bolster the rights of those accused of wrongdoing.The proposed rules, which now face a public comment period of 60 days before they are enshrined, seek to narrow the definition of sexual misconduct on campuses at a time of national reckoning about sexual abuse."Every survivor of sexual violence must be taken seriously, and every student accused of sexual misconduct must know that guilt is not predetermined," Education Secretary Betsy DeVos said in a statement. "We can, and must, condemn sexual violence and punish those who perpetrate it, while ensuring a fair grievance process. Those are not mutually exclusive ideas. They are the very essence of how Americans understand justice to function."The new rules would "adopt a clear definition of sexual harassment actionable under Title IX," which prohibits discrimination based on sex for schools and programs that receive federal funding, including protection from sexual harassment.One stipulation would narrow the definition of sexual harassment to mean "unwelcome conduct on the basis of sex that is so severe, pervasive and objectively offensive that it denies a person access to the school's education program or activity." The new policy would be a departure from the Obama administration's broader definition of sexual harassment as "unwelcome conduct of a sexual nature."The new rules also place an emphasis on "presumption of innocence" and would allow those accused the option of cross-examining their accusers.The department's announcement on Friday was certain to be met with outrage from victim advocacy groups. Sexual abuse has been the subject of tremendous attention in the #MeToo era, and allegations of abuse have led to high-profile resignations in entertainment, media and political circles, and were a central factor in last month's confirmation of Supreme Court Justice Brett Kavanaugh.Last year, DeVos announced the department was rescinding Obama-era guidance that pressed colleges to take accusations of sexual misconduct more seriously and provided guidelines for investigations and hearings. DeVos argued the older guidance denied proper due process to individuals who had been accused."The truth is that the system established by the prior administration has failed too many students. Survivors, victims of a lack of due process and campus administrators have all told me that the current approach does a disservice to everyone involved," DeVos said during a speech in September 2017, when she announced the department would be reviewing the policy.The-CNN-Wire 2687

They're also lobbying for Congress to pass the Restaurants Act, which would create a 0 billion grant program for independent restaurants.Boehm says there could be rolling closures through the winter.“By the time we get to next summer, we're going to be looking at a much smaller array of restaurants, a lot less choices, a lot more chains, and the independent restaurant is going to be an endangered species,” said Boehm.The National Restaurant Association says owners that are innovative are the ones that will make it through this crisis. 1849

The coronavirus pandemic is now starting to cause sporting events in 2021 to become canceled.On Thursday, the NHL announced that it has canceled the 2021 Winter Classic and NHL All-Star Game.The Winter Classic has become the NHL’s signature outdoor event for the last decade, generally played outdoors on New Year’s Day. The game was originally slated to be played between Minnesota and St. Louis in Target Field.The NHL All-Star Game, originally scheduled for Jan. 31, 2020, has been canceled. The NHL planned on playing the game in Sunrise, Florida, home of the Florida Panthers.The NHL said it intends on playing a Winter Classic in Minnesota and an NHL All-Star Game in Florida in the near future.“Fan participation, both in arenas and stadiums as well as in the ancillary venues and events that we stage around the Winter Classic and All-Star Weekend, is integral to the success of our signature events,” said NHL Senior Executive Vice President & Chief Content Officer Steve Mayer. “Because of the uncertainty as to when we will be able to welcome our fans back to our games, we felt that the prudent decision at this time was to postpone these celebrations until 2022 when our fans should be able to enjoy and celebrate these tentpole events in-person, as they were always intended. The Dan Ryan Expressway roars with cars that feature the power of hundreds of horses. But on Monday, a man and a lone horse disrupted traffic at rush hour.News helicopters followed a man going down the busy freeway late Monday afternoon riding the horse. Police followed the man off the freeway on the city’s south side.Footage then showed the man jumping off the horse and being detained. The Illinois State Police confirmed that Adam Hollingsworth was arrested on three criminal counts. The counts were for reckless conduct, disobeying a police officer and criminal trespass of state-supported property.He was accompanied by several others on motorcycles.Another man, Darron Luster, was arrested for obstruction and resisting arrest. Police accused Luster of trying to gain control of the horse, and disobeyed officers who asked him released the horse.The Illinois State Police confirmed the horse sustained several injuries, including bleeding from the left hoof, the right hoof was injured, and the right side of the horse’s body had sores from the saddle. The horse was taken to Animal Care and Control.The Illinois State Police said that it had met with Hollingsworth on Sept. 9 as he planned on staging a protest on the interstate. The police told Hollingsworth that “he would not be allowed on the Dan Ryan Expressway because it is dangerous and illegal for pedestrians to access the expressway in that manner.”According to CNN, Hollingsworth — also known as the "Dreadhead Cowboy" — was attempting to raise awareness for the U.S. Census so his community could receive more funding for children's services. 1622
