SAN DIEGO (KGTV) -- A brush fire burning near the border in Otay Mesa grew to 10 acres Monday afternoon, according to Cal Fire. Thick, white smoke could be seen billowing from miles away. Cal Fire originally reported the fire around 4 p.m. burning in Tin Can Canyon. The fire then grew to five acres before Cal Fire posted a third tweet, noting that the blaze had grown to 10. "Firefighters continue to make progress," the agency said Monday evening. Just before 6:30 p.m. Monday, the agency said crews were able to stop the forward rate of spread.#BorderFire [update] The IC reports that the forward rate of spread has been stopped. SAN DIEGO (KGTV) - A final report from the National Transportation Safety Board points to the probable cause of a 2016 crash into the Navy Pier and dock in downtown San Diego. The Adventure Hornblower collided with the seawall sending people on shore scrambling for safety.According to the August 2017 report, the probable cause is listed as “failure of the port transmission to disengage from the forward propulsion position due to the operating company’s lack of adherence to the transmission manufacturer’s recommended periodic maintenance schedule and the lack of routine maintenance and upkeep of the propulsion system’s equipment.”It also says that the lack of instrumentation to provide a positive indication of thrust direction or an alarm to indicate the propulsion control system was not responding properly to the captain's commands."it was shocking,” said passenger Susan Pendergast. “I mean it was just shocking.”Pendergast says when the vessel hit the dock she was thrown to the ground, re-injuring an already bad back. She eventually had surgery in two different places.“It’s left me certainly not with the life I once had,” she said.Following the collision, an official with Hornblower told 10News it could be related to a possible mechanical failure.A few months later court documents pointed toward an unforeseeable and unpreventable mechanical failure despite proper maintenance, the fault was caused by the neglect of others. The NTSB report disputes that finding. When talking about the collision, the report states,  “As the Adventure Hornblower approached the pier on the accident date, the port transmission failed to respond to the captain’s helm orders. Investigators believe that the fault occurred between the servo-actuator, the mechanical linkage, and the control unit, most likely due to neglected maintenance to the port transmission and control system.”In a statement, a spokesperson for the Hornblower disputes the NTSB’s findings writing, “Hornblower Cruises & Events continues with safe, daily operations, following the allision of Adventure Hornblower back in 2016. On that day, the initial response of our captain and crew to address all immediate safety concerns and ensure the well-being of all guests aboard, was exceptional. Hornblower has noted several inaccuracies in the NTSB report on this matter, and therefore disagrees with its determinations as to the probable cause of the allision.  Due to ongoing product defect litigation, Hornblower cannot comment further at this time. Hornblower, deeply appreciates the amazing loyalty of our customers and guests over the years, and we continue to work with care and diligence, every day, to deliver on that trust.” 2739

SAN DIEGO (KGTV) - A Carmel Valley family who moved from Parkland, Florida is upset after learning two Parkland victims died of apparent suicides.Erin George says these suicides in her hometown are re-opening old wounds. It has her wondering how many more lives will be lost due to the senseless tragedy. She said, “I was numb. I just thought when does the loss of life stop from this.”Erin’s daughter Lauren lost a friend in the shootings. She worries about the emotional impact the shootings will have on her daughter.Suicide prevention experts say the best thing you can do is look for warning signs and talk to your teenagers. Simply ask them if they have thought about suicide. They say the best time to talk about it is when they are not depressed. Warning signs include a drastic change in behavior or withdrawing. If you or someone you know is contemplating suicide, call the San Diego Crisis Line at 1-888-724-7240. You can also call the National Suicide Prevention Hotline at 1-800-273-8255. 1010

SAN DIEGO (KGTV) - A former Camp Pendleton Marine was sentenced Monday to more than 17 years in prison for owning and distributing child pornography.William Walsh IV, 55, was arrested in May 2017. Escondido Police officers searched his home and seized hundreds of files Walsh had downloaded through peer-to-peer file sharing software.A jury found Walsh guilty of all charges. U.S. District Judge Anthony J. Battaglia said Walsh’s conduct was “on the extreme end of the cases I have seen.”“Today a man who committed terrible crimes against children was sentenced to many years in prison,” said U.S. Attorney Adam Braverman. “These horrible experiences will echo in the hearts and minds of young victims for a lifetime, and I am deeply distressed and deeply committed to pursuing cases that will protect our vulnerable youth from people like Walsh.”“Today’s sentence confirms that this predator can no longer victimize innocent children because he is off the streets and he is offline,” said FBI Special Agent in Charge John Brown. “This investigation showcases the success of collaborative federal and local investigations working toward a common goal.”Walsh will serve his sentence in federal prison. 1208
