SAN DIEGO (KGTV) - This record hot summer was the first that San Diegans had to pay the state's new high-usage charge on their electric bills. It led to bills as high as 0, and complaints pouring into San Diego Gas and Electric. Now, the utility says the charge - meant to discourage high use - isn't working and should be eliminated."We want to move forward to eliminate this charge and help our customers," said SDG&E spokesman Wes Jones.Jones said the utility understands the frustration over summertime bills. "We think that's very important. We want to make sure they are comfortable."SGG&E now plans to ask the state Public Utilities Commission to eliminate the charge altogether."You hopefully will see a reduced shock and awe bill," Jones said.But questions remain about the proposal. The high-usage tier is just 7 cents more per kilowatt hour than the next lower tier. You don't know where it is and what's going on," said Jeff Tarzia, a Poway resident.Tarzia began driving for Uber after his family got hit with a 0 electric bill in August."As it stands right now I think they need to go to a more simplistic layout for the billing cycle," Tarzia said,.But Jones said the plan is not cosmetic. SDG&E also wants to expand options, like qualifying customers with plans that have lower rates - like the ones for those with electric cars. SDG&E also proposes to change its scheduled cash credits to all hit in August to help with the year's most expensive months.The utility will also ask the Public Utilities Commission to review its baseline rates - which sets tiers from the coast to the mountains. SDG&E also hopes to combine summer and winter prices for a lower year round rate. SDG&E plans to submit the proposal to the commission in the coming months. SAN DIEGO (KGTV) - Thousands of San Diego County jury trials are on-hold because of the pandemic. Local court officials have requested another extension from the Judicial Council of California for jury trials to be postponed through mid-September.On Monday, ABC10 News spoke to San Diego Superior Court Presiding Judge Lorna Alksne about the challenges of returning to jury trials. “We’re at 25-hundred jury trials that need to be tried,” she told us.Trials were halted on March 17th. Non-jury trials are currently in progress through a remote virtual process. “What we can't do right now is bring a jury into the courthouse. When you can't even go to a restaurant to eat, the idea of bringing hundreds of people in to sit in a room together is not recommended,” she told ABC10 News.Courtrooms are being retrofitted with plexiglass barriers to protect everyone from jurors to defendants to court staff. Judge Alksne said other safety measures like social distancing will also be implemented, when appropriate.“Once you do resume the process of summoning jurors, what if they just don't feel comfortable? They fear the risk?” we asked. “Jury service is a duty that we hold in high regard. We can't have criminal justice service work without jurors so I would hope that by the time we actually pull jurors in and ask them to come down that unless they have a health condition that would make it unsafe here, that they would be willing to serve,” she responded.The court is still working through other complex issues like the possible need for more alternate jurors. “In other jurisdictions where they have tried to start jury trials up and down the State of California, one juror getting COVID-19 or having symptoms will send everyone home and you'll have a mistrial,” she added.Judge Alksne also said there are currently about 300 violent felony defendants in custody who are waiting to be tried. 1903

SAN DIEGO (KGTV) — The trolley's Mission Valley stadium site will be closed for two years due to construction on Aztec Stadium.MTS' stadium station will begin the two-year closure on Sunday, Nov. 1, as crews continue to transform the stadium land into a stadium for San Diego State University. The closure will impact the Sycuan Green Line.The station plans to reopen in 2022.The station is a vital connection between SDSU's main campus and the stadium. SAN DIEGO (KGTV) -- Three cars were totaled after a semi crashed into a hydrant in the Midway District, sending water spewing into the air. The crash happened on the 2300 block of Sports Arena Boulevard around 1:45 p.m.Water could be seen shooting into the air and flooding the nearby street. It wasn't immediately clear what led to the crash. According to authorities, the water gushing out of the hydrant also picked up rocks, sending them shooting through windshields of nearby cars and flooding them with water.  544
