BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution.     The regulation is in response to a rapid increase in lawsuits during the past two years.     It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation.     The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government.     According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007.     "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday.     "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said.     The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts.     "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.

ZHENGZHOU, Aug. 16 (Xinhua) -- Chinese authorities began Sunday relocating the first batch of rural residents totaling 10,600 in central Henan Province to make way for one of the three routes of the country's massive South-to-North Water Diversion Project.     The residents in Xichuan County will move to 10 newly-built villages in 10 different counties of Henan, and the project is expected to be finished by Sept. 10, according to the relocation plan designed by the Henan Provincial Office of the South-to-North Water Diversion Project.     They need to move away from the Danjiangkou Reservoir, a water control pivot along the middle route of the diversion project, as the reservoir dam is being heightened to hold more water and ensure water supply for the diversion project, the plan said.     "I am happy to move to a new, larger home," said Zhang Faxiang, whose family was transferred to a new village in Xuchang County Sunday.     He said concrete roads were built in the new village, which are not commonly seen in central and western Chinese villages. The local government has provided tap water, methane gas for them and built primary schools, recreation centers and other public facilities.     According to the relocation plan, more than 320,000 people in Henan and neighboring Hubei Province will move away from the Danjiangkou Reservoir. Hubei authorities plan to relocate 12,000 people this year.     The South-to-North Water Diversion Project, one of the world's largest water project, is an effort to divert water from China's rainy south to its dry north. It has three routes: the eastern, middle and western ones.     The State Council, China's highest governing body, approved the ambitious project in December 2002 after a half century of debate.

PHUKET, Thailand, July 21 (Xinhua) -- China is willing to cooperate with the Philippines to push forward the relations between the two countries, said Chinese Foreign Minister Yang Jiechi in the meeting with his Philippine counterpart Alberto Romulo Tuesday.     The Chinese government encourages and supports competitive enterprises to invest in the Philippines, and it also promotes cooperation in areas such as agriculture and new energy, said Yang. BEIJING, July 23 (Xinhua) -- Chinese President Hu Jintao vowed to stick to the proactive fiscal policy and moderately easy monetary policy in the second half year to sustain stable and relatively fast economic growth.     Hu, who is also general secretary of the Central Committee of the Communist Party of China (CPC), made the remarks at a conference with leaders of the country's leading non-Communist Parties on Thursday in Beijing.     Chinese Premier Wen Jiabao and other senior leaders including top political advisor Jia Qinglin, Vice President Xi Jinping and Vice Premier Li Keqiang, attended the meeting.     Hu said the Chinese economy is generally improving because of the stimulus packages the Chinese government rolled out to weather the global economic downturn, but caution against risks should be strengthened.     The macroeconomic policies should be maintained to consolidate the current recovery to achieve the goal of eight-percent economic growth for this year, Hu said.     China's annual economic growth quickened to 7.9 percent in the second quarter of this year, mainly boosted by a 33.5 percent surge in fixed-asset investment driven by powerful fiscal and monetary stimulus. The figure was compared with the 6.1 percent economic growth in the first quarter and 6.8 percent in the fourth quarter of last year.     Hu called for thorough implementation of stimulus measures to expand domestic demand. The government tried to boost domestic demand to offset falling exports because of a slump of global demand. The measures included programs of rural home appliance subsidy and home appliance replacement and purchase tax cuts on autos.     Economic restructuring and innovation should be enhanced to ensure economic recovery, Hu said.     In rural development, Hu called for efforts to boost grain production and increase farmers' income through various channels. More investment should go to ethnic, border and poor regions, Hu added.

BEIJING, Sept. 6 (Xinhua) -- China Unicom (Hong Kong) Ltd. Said Sunday that it signed a deal with Telefonica, the Spanish telecom operator, to enhance their alliance by spending 1 billion U.S. dollars each on share purchase.     China Unicom would acquire shares equal to about between 0.885 percent to 0.892 percent of stake in Telefonica, according to the company's statement to the Shanghai Stock Exchange.     Telefonica would increase its stake in China Unicom from 5.38 percent to 8.06 percent, the statement said.     Their cooperation would focus on infrastructure and equipment purchase, mobile service platforms, research and development, and service provision to multinational clients, according to the deal.
