Police will charge 38-year-old Wu Shengli next week with kidnapping and injuring Wang Bingrong, Party chief of Weining County in southwestern Guizhou Province, on April 13. "We are making final preparations to conduct legal proceedings for the procuratorate departments," a police officer told China Daily yesterday. Wang is still in hospital, according to an official of the county office. The Guangzhou-based Nanfang Weekend reported the case yesterday. According to the newspaper, the kidnapping occurred at the Party chief's home at about 8 pm and the kidnapper demanded a ransom of 21 million yuan (.73 million) for his release. Wang tried to call a local finance official for help, but he thought Wang was playing a joke on him. It was not until the next morning when the official received a second call from Wang that public security departments were alerted. Wang was found seriously injured and rushed to hospital. "There were three big wounds on his head," one of Wang's nurses from Weining County People's Hospital said on April 20. "Surface wounds have healed, but there is still a hematoma inside his head." Wu, from Hubei Province, was captured "without difficulty" and put under criminal custody, the newspaper said. He used to work as a truck driver for a local gold mining company. While officials remain tight-lipped about the case, rumors of why Wang was targeted have spread. "It is a pure kidnap case for money, and there is nothing between Wang and the kidnapper," Li Zhengchao, a local official told the Guangzhou newspaper. But others are not convinced given that Weining is a remote county and kidnapping a top official poses high risks. Two mine explosions in the coal-rich county last May and June killed 20 workers, leading to the shutdown of more than 400 illegal mines. Wang is believed to have ordered the closure of more than 2,000 illegal mines in one year. In Weining, Wang is known for his boldness in streamlining local government bodies. Over-staffing of departments has been a problem in the county. For example, there are as many as six or seven vice-directors for a small department, as compared to two, regulated by the State. Wang's reform has reduced the ranks by more than 100 senior officials. "Many officials could previously stay in their posts until aged 58, but now they have to step down at 50," said a local official. Last November, Wen Jiangang, the former head of Xingren County, was stabbed to death together with five other family members. He was also known for his tough stance on coalmine safety. Wen had closed more than 300 illegal coalmines within six months.

BEIJING -- Strong economic growth means that fiscal revenues for 2007 will far exceed forecasts made at the beginning of the year, according to a report by the State Council to the top legislature here on Saturday .The extra money will be used to improve people's livelihood with education, health care, social security on top of the government work agenda, the report said.Central government fiscal revenue is expected to total 2.84 trillion yuan (about 389.5 billion U.S. dollars), or 401.1 billion yuan above the budget forecast. In the first 11 months, central government fiscal revenue was 2.68 trillion yuan, up 37 percent over the same period last year, statistics from the Ministry of Finance showed.Local governments will get a windfall too, with their extra fiscal revenue expected to reach 300 billion yuan, the report said."The huge extra fiscal revenue reflects China's stable, rapid economic growth," the report said.By the end of the third quarter, most major economic indicators had already outstripped 2007 targets: industrial output, total fixed asset investment, retail sales, realized company profits and foreign trade.Tax revenues derived from those activities also expanded rapidly in the first nine months. Value-added tax, import tax and individual income tax collections rose 9.9, 10.8 and 12.9 percentage points, respectively.Corporate income tax, business tax and deed tax collections were up 39.2 percent, 29.7 percent and 38.4 percent year-on-year, respectively. Those gains were 24.2 percentage points, 16.7 percentage points and 28.9 percentage points above target, respectively.According to the State Council, the extra fiscal revenue will be used to improve people's livelihood with education, health care, social security to top the agenda. The central government will use 40 billion yuan to subsidize farmers to raise fine breeds of livestock and plant improved variety of crops, and to renovate agriculture infrastructure such as roads, bridges and reservoirs, the report said. The central government will give 21 billion yuan to subsidize the compulsory education, 40 billion yuan to social security, 31.8 billion yuan to medical care, 29 billion yuan to scientific and technological development and 1.1 billion yuan for cultural causes, the report said. The central government will use the extra revenue to offset fiscal deficit by 45 billion yuan and keep the deficit of this year at 200 billion yuan. The State Council required the local governments to focus the use of their 300 billion extra revenue on improving people's livelihood too.

Businesses in the Taihu Lake area will have to pay heavy fees to discharge pollution into the lake and nearby waterways this year, officials from the Jiangsu environmental protection bureau said Thursday. The new regulation, approved by the State Environmental Protection Administration and the Ministry of Finance last month, is the first of its kind in the country. It will be implemented initially in Suzhou, Wuxi, Changzhou, Zhenjiang and Nanjing, all in Jiangsu Province. The move is part of a long-awaited campaign to limit the amount of pollution pumped into the region's waterways.Taihu Lake, which provides drinking water for about 30 million people in the provinces of Jiangsu and Zhejiang as well as Shanghai Municipality, has been heavily polluted by industrial waste, pesticides and fertilizer since the 1980s.The situation deteriorated in May last year when the lake suffered from a massive blue-green algae outbreak that threatened the water supply to more than 1 million residents of Wuxi. The government closed down some 2,800 small chemical factories after the bloom appeared. The water quality in the Taihu Lake area is expected to improve as the new rule takes effect, prodding companies to clean up their operations to avoid fines, an official surnamed Gao, with the publicity and education department of the provincial environmental protection bureau, said. The new regulation includes charges of 4,500 yuan (0) per ton for increasing chemical oxygen demand, a measure of the amount of oxygen used in a chemical reaction caused by chemical waste in water, or double what it costs to treat polluted water.Seven industries, including chemicals, textiles, iron and steel-making, and paper mills, which are believed to pose the biggest threat to water safety, will be subject to the fines.Companies discharging more than their quota of pollution will face fines of up to 1 million yuan. However, those that do not use up their quotas are welcome to trade the difference with other companies.

English graduate Chen Xia has never been short of admirers but the 25-year-old Nanjing native has chosen to tie the knot with a soldier who has neither a college degree nor a fat pay packet. Her mother, who married a soldier more than 30 years ago, well knows what Chen has in store. "Married but alone, you have to handle most domestic affairs yourself, as your husband is mostly away," said Zhang Yufen, Chen's mother. Zhang had several frank discussions with her daughter but the two ended up in agreement. "You can be free of anxiety while marrying army men. They are always reliable and loyal to the family," said Chen. In an era when young people are depicted as calculating and materialistic when choosing spouses, Chen is one of many who are keen on a partner in military uniform. A recent survey found that nearly two in three of 1,500 respondents would like to marry servicemen and women. Personal integrity, marital fidelity, stable jobs and increasing salaries are the top reasons given for the choice, according to the poll conducted by China Youth Daily. "The survey results are perhaps one of the best gifts for the August 1 Army Day," said a 26-year-old soldier surnamed Wu in Nanjing, capital of Jiangsu Province. "It makes me more confident of finding a dream girl." Marrying a soldier was popular before the 1980s, which meant not only a decent job but also glory to the whole family. "Many friends envied me when I married Chen Xia's father. He was a heroic figure in our eyes," said Zhang. But as the country turned more peaceful and prosperous, soldiers now live reclusive lives in camps and campuses. It has also become difficult for them to get a spouse as they are confined to a small social circle and don't enjoy a high pay. "Frankly speaking, I hesitated while Chen Xia planned to get married; afraid that she would suffer the same loneliness and economic pressure than I used to," said Zhang. "But I guess she knows the merits of marrying an army man."

Hong Kong is the destination of choice for most mainland travelers this Christmas, a survey has found.A child walks past a Christmas decoration at the Two IFC shopping mall in Hong Kong November 28, 2007. [Agencies]Forty-four percent of the 2,000 people polled, all of whom have an annual income of more than 60,000 yuan (,000), said they were planning to visit the region over the festive period.Other popular destinations included Shanghai (10 percent), Sanya in Hainan Province (9 percent), Lijiang in Yunnan Province, Bali in Indonesia, Phuket in Thailand and Harbin in Heilongjiang Province.Conducted by the online travel firm ctrip.com, the survey found people were most interested in places with a "strong holiday atmosphere", "good shopping environment" and "excellent hotels and beaches" when choosing a destination for their Christmas getaway.Tang Yibo, director of Ctrip.com's holiday department, said: "Embodying both Eastern and Western cultures, Hong Kong stands out because it has not only a vibrant Christmas atmosphere, but also offers lots of shopping and entertainment facilities, and big discounts at this time of year."The convenience of traveling between the mainland and Hong Kong is also an important factor, Tang said.Lin Nan, a teacher from Shanghai, who sets off on a three-day trip to Hong Kong this weekend, said: "The pre-Christmas discounts in Hong Kong are irresistible, even when you consider what you have to pay to fly there."Lin Kang, deputy general manager of the outbound tourism department of the China International Travel Service Head Office, said tour packages to Hong Kong are always bestsellers at Christmas. He said the reason was that Chinese do not have much time off work at Christmas and the New Year so they cannot travel too far."When it comes to the weeklong Spring Festival holiday, destinations like Europe will be more popular," he said.Packages for the Spring Festival are now available, he said, with some of them to Australia and New Zealand already sold out. Some travel experts have said the high volume of holiday bookings for this year's Spring Festival is due to the cancellation of the May Day holiday. But Lin disagreed, saying it is still too early to judge the impact of the changes to the national holiday schedule. Outbound tours during the Spring Festival holiday are always easy to sell, he said. The cost of tour packages during the spring holiday will, as usual, be at least 20 percent higher than at other times of the year, he said.Zhang Wei, director of the air ticket department of Ctrip.com, said the cost of air travel to Europe, Australia and North America over the Christmas and New Year holidays has also soared. He said the cheapest one-way ticket from Beijing to London is now 3,320 yuan, up from 2,200 yuan at the start of the year.Zhang said the price hikes are due to the high numbers of foreigners flying home for the festive season, and also the increased popularity of group trips offered as staff incentives by some Chinese firms.
