Addressing an open debate of the UN Security Council on the interdependence between security and development, Li Baodong, China's permanent representative to the UN said the inter-linkages between peace and development are most pronounced in Africa. There will be no world prosperity and stability without peace and development in the region. He called on the international community to provide greater support and more assistance to regional countries, AU and other regional and subregional organizations to maintain African peace and security. Li stressed that security and development are mutually linked and reinforcing. To safeguard peace and promote development, the international community should increase development input and eradicate root causes of conflicts. "Poverty and underdevelopment are the major causes for triggering conflicts and breeding terrorism. The developed countries should further increase its development aid, provide debts relief to developing countries, open up markets, transfer technology and help the developing countries to achieve the Millennium Development Goals as soon as possible." Li said development can be anchored only in an environment free from war and turbulence. The UN and Security Council should vigorously promote peaceful culture, encourage and support peaceful resolutions to disputes through dialogue, consultations and good offices. In addition, greater emphasis should be given to peacebuilding so as to prevent relapse into conflicts. "In post-conflict countries and regions, simultaneous progress should be made in the fields of politics, security and development throughout development and reconstruction process, " said Li. The spacecraft returned to Earth's vicinity to drop off a sample return capsule eagerly awaited by comet scientists.NASA re-tasked the spacecraft as Stardust-NExT to perform a bonus mission and fly past comet Tempel 1, which was struck by the Deep Impact mission in 2005. The mission collected images and other scientific data to compare with images of that comet collected by the Deep Impact.The Stardust-NExT met all mission goals, and the spacecraft was extremely successful during both missions. From launch until final rocket engine burn, it travelled approximately 3.54 billion miles.After the mileage logged in space, the Stardust team knew the end was near for the spacecraft. With its fuel tank empty and final radio transmission concluded, the most traveled comet hunter will move from NASA's active mission roster to retired."This kind of feels like the end of one of those old western movies where you watch the hero ride his horse toward the distant setting sun -- and then the credits begin to roll," said Stardust-NExT project manager Tim Larson from NASA's Jet Propulsion Laboratory in Pasadena, California. SHENYANG, Feb.3, (Xinhua) -- Fire gutted Thursday a five-star hotel in Shenyang, capital of northeast China's Liaoning Province, and no casualties had been found, local officials said.The fire broke out at 0:13 a.m. at Tower B, an apartment building of the Dynasty Wanxin building complex, and the flames quickly spread to the adjacent Tower A, which is largely a five-star hotel.All the 50-odd people in the hotel were evacuated. No casualties are found.The fire was effectively controlled, Shenyang Municipal Public Security Bureau officials told Xinhua at 4:35 a.m..Police said the fire was triggered by fireworks, which accidentally sparked off the external wall of the buildings. Further investigation into the cause and losses of the fire is still underway.Fire engines, whose water guns could jet water only 50 meters high, were helpless at the fire which flamed on the top of Tower A, 219 meters high.Power supply in the hotel was not cut off, which was said to keep the automatic spray facilities in operation in the building.Personnel from adjacent five-star Sheraton Shenyang Lido Hotel were evacuated, and residents around the Dynasty Wanxin building mainly stayed at home.Top leaders of the province and the city, including Chen Haibo, mayor of Shenyang, arrived at the site soon afterwards to direct efforts to quell the fire.The Dynasty Wanxin building complex, located in the bustling Qingnian Street of Heping District, comprises of three towers. BRUSSELS, April 29 (Xinhua) -- As a 2004 European Union (EU) directive on herbal medicine is to be fully implemented on May 1, herbal medicinal products without a license will no longer be allowed in the EU market, the European Commission said in a press release Friday.The Traditional Herbal Medicinal Products Directive, adopted by the EU member states in 2004, introduced a so-called simplified registration procedure with a seven-year transition period for traditional herbal medicinal products to obtain a medicine license.As the transition period is to expire on Saturday, herbal medicinal products from home and abroad, most of which have been sold as food supplements for decades, need to be medically registered or authorized by EU governments in order to remain in the market after May 1.Instead of going through safety tests and clinical trials as regular chemical drugs, applicants are required by the directive to provide documents showing the herbal medicinal product is not harmful in the specified condition of use, as well as evidence that the product at least has a 30-year history of safe use, including 15 years in the EU.However, a wide range of eligibility and technical challenges along with prohibitive costs have so far prevented both local and outside herbal medicinal products from being granted the license.Only a small proportion of indigenous herbal medicinal products have been approved for registration while not a single Chinese or Indian traditional herbal medicinal products have been licensed.Lack of pan-European rules, EU member states had adopted different approaches to herbal medicine, thus creating a "state of anarchy" in the markets despite the fact that indigenous herbs had a 700-year history of use in Europe.Although the directive was intended to harmonize rules of member states and build a level-playing field across the EU, critics argued that the directive may fall short of the aim and create more chaos and uncertainties for the industry.DRAWBACKSThe directive has been under attack for being neither "adequate " nor "appropriate" due to its high registration cost for a single product and its lack of consideration about the Chinese and Indian traditional herbal medicine.Chris Dhaenens, a licensed herbalist in Belgium and a shareholder of a medium-sized herbal importing company doing business with China and ten European countries, said the directive was only appropriate for companies carrying a few products and who could afford the registration costs."It is simply inaccessible to most players distributing high- quality Chinese or Indian herbal products in Europe," he said, adding that the registration fee for a single product could be as high as 150,000 euros.The Alliance for Natural Health, a British-based group representing herbal practitioners, estimated the cost of obtaining a license at between 80,000 and 120,000 pounds (90,000 to 135,000 U.S. dollars) per herb.Dhaenens, who is also the president of the European Benefyt Foundation, a leading traditional medicine group in Europe, argued that the directive only tried to regulate herbal products instead of its practitioners and the whole herbal system, as well as fell short to take the Chinese and Indian traditional medicine into full consideration.Even the European Commission had admitted that the directive was not fit for the registration of Chinese and Indian medicine in an earlier exchange with the European Medicine Agency in Dec. 2008, Dhaenens revealed in an exclusive interview with Xinhua."But they had no money or time to work out an alternative, and so it was left to the member states," he said.

BEIJING, May 19 (Xinhuanet) -- Google on Wednesday began fixing a security hole in some 97 percent of Android phones that could let hackers snatch important credentials at public WiFi hotspots.The fix, which addresses a hole allowing hackers to access the contacts, calendars and photos on an Android phone connected to an open WiFi network, will take a few days to cover every phone, a Google spokesman said.Unlike a traditional software update, the problem exists on Google's servers, so Android users won't need to manually take action.The newest versions of Android, including the new wave of tablets running its Honeycomb software, are not affected by the bug, according to the researchers at Germany's University of Ulm who initially reported the issue.The vulnerability could also cause devices synchronizing with Google Picasa web albums to transmit sensitive data through unencrypted channels, the researchers added.The Google spokesman said the company's security team is still investigating those claims.
