SAN DIEGO (KGTV) - Doctors at UC San Diego are beginning to understand the long-term impacts that COVID-19 has on the brain."I think that people should be just as afraid now as they should have been at the start of the epidemic," says Dr. Navaz Karanjia, the Director of Neuro-Critical care at UC San Diego.Dr. Karanjia says she sees COVID patients in the ICU with brain-related issues ranging from hemorrhages and strokes to confusion and delirium. Other patients report a phenomenon called "Brain Fog," where they feel confused or slow to process the world around them."This is a very real phenomenon that is resulting from the fact that COVID has a much more widespread effect on the body than many other viruses do," she says.Studies show as many as 30% of all COVID-19 patients report some kind of brain related problem. That number climbs to 70-80% for patients who land in the ICU. And 30% of hospitalized COVID-19 patients report neurological problems, including concentration and memory issues that last as long as three months after the infection ends.RELATED: In-Depth: Doctors discuss long-term effects of COVID-19Dr. Jennifer Graves is the Director of Neuroimmunology Research at UC San Diego. She's leading a 10-year study of Coronavirus patients to find out why the disease has such a drastic impact on the brain.Already the doctors at UC San Diego have found a handful of reasons."We know this family of coronaviruses, the beta family of coronaviruses, has the potential to be neurotropic, and to invade neural cells," says Dr. Graves.She says the disease could infect cerebral spinal fluid or trigger an immune response that leads to brain problems.Dr. Karanjia says she sees inflammation of blood vessel lining that could lead to some of the more severe reactions like hemorrhages, strokes, or comas.And the damage Coronavirus does to other organs, like the lungs and heart, could lead to lower blood flow to the brain."We're trying to tease apart these possibilities and look at what are the relative contribution of these mechanisms," Dr. Graves says of her research.In addition to the physical damage, Coronavirus can also lead to mental issues like PTSD or depression."We know the overall stress, the systemic stress, the psychiatric stress of going through this disease, or possibly being admitted to an ICU with this disease, or going through an entire outbreak in your family with this disease can lead to some neuropsychiatric symptoms as well," says Dr. Graves.Fortunately, doctors are starting to find ways to help with the problems, from medication to therapy."It's so important for people to know that if they experience symptoms, there is help out there, and they need just to seek it out," says Dr.Karanjia.Patients can also become part of the study by contacting UC San Diego Health. 2824

SAN DIEGO (KGTV) -- For decades internal documents about officers' use of force were limited to just law enforcement.A new California law changed that, and now some of the most private materials are being released to the public.Documents released by the San Diego Police Department show how incidents are investigated and what type of evidence is collected before use of force cases are submitted to the San Diego County District Attorney's Office.10News asked the department to analyze a case to help the public understand how a report is created. An internal affairs captain also explains how the public getting access to internal documents is helping bridge the gap between the department and the people it serves.2016 Officer-Involved ShootingIn November 2016, Juan Carlos Fernandez shot four people, killing two in the 3800 block of Marlborough Avenue. Police shot and killed Fernandez after officers repeatedly ordered him to lay on the ground, but he refused and continued pointing the handgun at a female, according to police. A 2016 San Diego Police Department press release stated, "An officer, fearing for his life and the safety of the female, fired one round from his service weapon. The round struck the suspect, knocking him to the ground. The suspect was pronounced deceased at the scene by paramedics."The San Diego County District Attorney's Office cleared the officer in the shooting.Under a new California law, Senate Bill 1421, the investigative file and supporting audio and video documents were released to 10News through a public records act request.10News asked the department to talk about what goes into an investigative case file and how the department investigates its own after an officer-Involved shooting.Case Deconstruction"The initial examination is going to be from a criminal standpoint, and the homicide unit is going to roll out there, and they are going to start their investigation," said Internal Affairs Captain Wes Morris.Part of the homicide investigation includes an initial walkthrough at the scene.Using the documents released to Team 10, an initial audio walkthrough of the 2016 shooting identified 15 law enforcement officials, including the officer involved in the shooting, a representative from the San Diego County District Attorney's office, and a member of the Internal Affairs Department."You can get very accurate information right away, and you can start to get a feel for what actually occurred," Morris told 10News.Morris said the homicide team would speak with anyone who was at the location of the shooting, anyone who could have been at the location, and/or anyone who was close to the location and knew anyone involved.All the evidence collected goes into what's called an Officer-Involved Shooting Report.Using the 2016 case as an example, the department report totaled 612 pages. While some of the information was redacted, the report contained sub-reports including: forensic biology report, chain of custody report, firearms lab report, crime scene lab report, vehicle report, witness statement, officer interview, death in custody report, property report, DNA sample report and a report with 586 pages of photos. The San Diego Police Department also released more than 100 audio and video recordings of 911 calls, radio traffic, witness interviews, officer interviews, and body-worn camera."It's not a rubber stamp," Morris said. "There's a lot of work that goes into it. People that really do want to find the truth of what happened in these types of incidents."The report is turned over to the San Diego County District Attorney's Office.According to the DA's website, "The police agency with jurisdiction over the location of the shooting or death conducts the primary investigation of the incident. After the police agency completes their investigation, the District Attorney's Office reviews it, which it does for all officer-involved shootings and in-custody deaths in San Diego County. If the District Attorney wants additional information to supplement the investigation, a request can be made to the jurisdictional agency to obtain the information, or the District Attorney's Office can conduct the additional investigation. The District Attorney's Office does not do a separate, new investigation of the incident." The District Attorney's Office states that when a review is completed, "If the District Attorney's Office determines there is criminal liability, charges will be filed against the officer or deputy. If there is no criminal liability, a letter is written summarizing the facts, evidence, and available statements of those involved. The letter is delivered to the Chief of Police or Sheriff of the jurisdictional agency indicating the actions of the officer or deputy was legally justified. The letter is also posted on the DA's website where any member of the public can read it."If there are no criminal charges pending, internal affairs will take the criminal investigation and do their investigation. Internal Affairs "With an officer-involved shooting, the most important thing we're looking at was if that use of force was within our policy," Morris said.He explained when the case gets to internal affairs, it is assigned to a detective sergeant. The detective sergeant will review the entire case, looking at whether the lethal use of force was within the department's policy and if the officer followed the proper procedures."There are times where we will bring that officer back in again and interview them," Morris said. "We narrowly focus it to what we're looking at, but we may interview them on something that we've seen or some sort of policy and procedure concern, or it could be something outside of that particular use of force."Morris said once the detective sergeant's investigation is complete, it will be put through a review process in-house. The completed investigation will be submitted to the Community Review Board on Police Practices (CRB)."Their main task is to make sure that we haven't left any stone unturned and that we've looked at every aspect of the investigation and that our investigation is thorough, complete, and impartial," Morris said. 6178

SAN DIEGO (KGTV) — Efforts to streamline the construction of a massive transportation hub in the Midway District and update the Navy's Old Town campus have been approved by the state.Gov. Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. Atkins (D-San Diego), will allow SANDAG to use the Navy's environmental document as the basis of its California Environmental Quality Act document and requires most legal actions over the project to be resolved in 270 days.RELATED: Mayor Faulconer, Acting Navy Sec. agree to make NAVWAR facility a transit hubThe bill will also require the transit hub to meet high environmental benchmarks, such as LEED Gold certification, reducing vehicle miles by 25%, and be greenhouse gas neutral in exchange for the streamlined environmental process."This bill represents a unique opportunity to protect the existing 5,000 Navy jobs from relocation, create a 21st-century transportation system in San Diego, and provide desperately needed economic stimulus to our local economy in the wake of COVID-19," said Gloria. "This project has the potential to generate at least 16,000 jobs and provide housing for up to 27,000 residents – both of which we know are desperately needed. SAN DIEGO (KGTV) -- Foreign ambassadors from around the world made their way to San Diego to visit the border and see how the US handles security Monday. Rolling down a gravel road, at the US-Mexico border, a van carried several foreign ambassadors to the US. The group, part of more than 30, came to San Diego for the State Department’s “Experience America Program.” Monday’s stop – a 14-mile stretch of newly constructed primary and secondary border wall just east of Otay Mesa. As the ambassadors approached, work was being done in the hope of finishing the project by January. “Today we’ve been told how you are protecting the US-Mexico border,” said Javlon Vahobov, Uzbekistan Ambassador to the United States.Like the Uzbekistan Ambassador, this is their first time to California. Border issues top of mind in his home country. “For a country that is located in the heart of central Asia, and surrounded by all 5 central Asian countries- including Afghanistan.”Agents describing how they protect the border, from the construction of the walls, to agents and technology. “Struggling with smuggling of narcotics, fighting trafficking persons. Those issues that have been shared today are very accurate, accurate for the region, for Uzbekistan itself,” said Vahobov. The border trip is just part of the diplomats’ visit to San Diego. “Tunnels are being digged and drugs transported and that’s a real threat for American people I think,” said Andris Teikmanis, Ambassador of Latvia to the United States.Teikmanis said he was also anxious to hear more about innovation taking place in San Diego. “Learning about biotechnology, and university and different kinds of businesses and culture present here in San Diego.” 1723

  

SAN DIEGO (KGTV) – Doorbell cameras catch all kinds of things these days. Animals, package thieves.But one Poway camera caught something else that has some parents and teachers scratching their heads.Joanne Woodward, a 2nd-grade Poway Unified School District teacher, says a doorbell camera caught a school board member hanging election flyers on door handles.The problem? The flyers featured scathing "report cards" of members up for re-election containing false information. "My students would be shocked, all of the students at our school would be shocked to think that an adult, a role model at our school, would do something like this," Woodward said.The video was taken in the days leading up to the election. It shows Poway Unified school board member Kimberley Beatty and her husband, Edward, placing the door hangers on handles in Poway.The "report cards" claimed that the two members up for re-election had colluded with criminals, used taxpayer dollars for themselves, and wouldn't let students speak at meetings."Just appalling," Woodward added. There's the issue of who the flyer claims paid for the materials: "Citizens for Sound Governance." A group that — if it really existed — would more than likely have to formally file to be a committee because of how much money they spent."The intention there was to undermine our re-election," said T.J. Zane, PUSD's board president. Zane was one of the targets as well, but won his election and is now president."It's just inappropriate, it's conduct unbecoming of a board member," Zane said. Some parents and teachers, echoing that, have already started to demand Beatty step down.10News tried to talk to Beatty at her home, but she told 10News, "no comment."The California Fair Political Practices Commission said they're looking into whether Beatty and her husband violated part of the political reform act.Zane left shaking his head, saying, "it was sneaky, it was done stealthily." 2012
