SAN DIEGO (CNS) - An emaciated dog found Friday in Bandy Canyon remains in critical condition but has shown some signs of improvement, the San Diego Humane Society's animal care staff reported today.A county resident brought the 2-year old male pit bull mix to the Humane Society's Escondido campus after finding him extremely dehydrated and cold, with pressure sores on his hips and knees. Humane Society veterinarians are working to feed and re-hydrate the dog slowly so as not to damage his body in its current fragile state.According to the organization, it could take between seven and 10 days for the dog to turn a corner and begin to recover. Humane Society staff are hopeful that will happen."When I found him he was extremely lethargic and weak,'' said Humane Society Law Enforcement Sgt. Lauren Monreal. "He's since received fluids, some electrolytes and ... even despite his horrible condition, he wags his tail.''The organization's Law Enforcement unit opened a felony cruelty investigation on Friday into the dog's abandonment and who may be responsible. SAN DIEGO (CNS) - A Julian man was behind bars Tuesday on suspicion of fleeing after the car he was driving struck and fatally injured a bicyclist on a rural road east of El Cajon.Craig Wendell Nelson, 56, was heading east on Dehesa Road near Singing Hills Golf Course when his 1993 Mitsubishi Mirage veered into a bike lane east of Willow Glen Drive and hit Kevin Wilson of La Mesa from behind about 10:45 a.m. Monday, according to the California Highway Patrol.Medics took Wilson, also 56, to Sharp Memorial Hospital in San Diego, where was pronounced dead.Following the crash, Nelson allegedly kept driving to the east and south before pulling over on Sloane Canyon Road and fleeing on foot, CHP public- affairs Officer Travis Garrow said.Officers eventually found the abandoned vehicle, and a helicopter search crew spotted Nelson in a nearby brushy area. SAN DIEGO (CNS) - County supervisors Wednesday approved a master plan update for the McClellan-Palomar Airport in Carlsbad, which includes extending the runway 800 feet.The 4-0 vote also approved environmental reports associated with the upgrade.Board Chairwoman Kristin Gaspar abstained, saying her family's company owns property near the airport.According to a county presentation, the Carlsbad-based airport accommodates commercial, corporate and private flights.However, the airport is not able to accommodate Boeing 737 planes. The runway extension ranges between 370 and 800 feet.By 2030, it will support 4,600 jobs and generate over 0 million in business-related revenue, million in taxes, the report said.The total upgrade would cost 2 million, with the county paying million; while the federal government would take care of the rest, according to the county. SAN DIEGO (CNS) - A masked man wielding an aluminum baseball bat robbed a Park West-area bank Tuesday.The thief confronted a teller at the Union Bank branch office in the 300 block of Laurel Street and demanded cash about 12:15 p.m., according to the FBI.After the clerk handed over an undisclosed amount of money, the bandit left the bank and fled the area in a red car, San Diego police reported.The robber was described as a roughly 6-foot-tall, 20- to 30-year-old black man wearing black pants, a blue long-sleeved shirt, tennis shoes, gloves and a white "theater style" mask, according to the FBI. 610
