OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674

On Wednesday, the Supreme Court ruled in favor of expanding a clause that prevents the application of anti-discrimination laws from religious institutions.In a 7-2 decision, with liberal justices Ginsburg and Sotomayor dissenting, the court expanded the "ministerial exception," siding with a California Catholic school that did not renew the contracts of two teachers.In the case of Our Lady of Guadalupe School v. Morrisey-Berru, the teachers claimed they were discriminated against because they were released from their contracts after they did not receive certification in a Catholic teaching course. The teacher later sued, saying she had been discriminated against because of her age.However, the citing precedent from the landmark 2014 Burwell v. Hobby Lobby Stores, Inc. case, the court ruled that the school and other such institutions are protected from discrimination lawsuits. 896

Officials confirmed several people were injured after an explosion at a business in Mt. Pleasant, Tennessee. The explosion reportedly took place around 7:30 a.m. Thursday at Smelter Corporation in the 300 block of Arrow Mines Road.Multiple people were injured. One victim was reportedly in critical condition.The business is known as an aluminum recycling plant.Details on the explosion had not yet been released. OCEANSIDE, Calif. (KGTV) - A man was taken into custody in Oceanside on Monday morning after police say he broke into a short-term rental and sexually assaulted a woman. The sexual assault happened around 4 a.m. on the 800 block of South Pacific Street. According to police, Kwahmell Archer entered the home through an unlocked front door. Oceanside Police said there were 20 people inside the three-story rental when the suspect walked into a closet, got undressed and entered a sleeping woman’s bedroom. The 49-year-old woman woke up and screamed when the man grabbed her, waking up the rest of the house. Police said the suspect then ran back into the closet and was pinned inside by other people inside the house. Police arrived and took the man into custody. 773
