Former New York Mayor Michael Bloomberg has decided against running for president in 2020, he announced on Tuesday."As I've thought about a possible presidential campaign, the choice before me has become clear. Should I devote the next two years to talking about my ideas and record, knowing that I might never win the Democratic nomination? Or should I spend the next two years doubling down on the work that I am already leading and funding, and that I know can produce real and beneficial results for the country, right now? I've come to realize that I'm less interested in talking than doing," he wrote in an opinion piece for Bloomberg."And I have concluded that, for now, the best way for me to help our country is by rolling up my sleeves and continuing to get work done."Bloomberg publicly speculated about a 2020 bid for months, traveling the country to meet with voters and determine whether a bid was possible.Bloomberg told reporters during this public speculation that he was seriously considering a bid, to the point that he decided he would self-fund a campaign."In terms of running for office, I ran three times. I used only my own money, so I didn't have to ask anybody what they wanted in return for a contribution," he told CNN in January. "The public liked that every time they elected me. And, if I ran again, I would do the same thing."Bloomberg's wealth could have been considered a knock against the former New York Mayor, however, given that Democrats like Sen. Elizabeth Warren have demanded that candidates swear off super PACs and self funding.A number of Democratic operatives believed that a Bloomberg campaign would be doomed by the mayor's positions on policing, ties to Wall Street and the fact that he spent much of his time in politics as a Republican and independent. But Bloomberg also would have brought considerable strengths to a campaign, including his work on climate change and guns and the fact that he has spent millions on Democratic causes for years.Bloomberg leaned into his moderate persona in the opinion piece, urging Democrats to nominate someone who could beat Trump, not someone from the far left of the party."It's essential that we nominate a Democrat who will be in the strongest position to defeat Donald Trump and bring our country back together," Bloomberg wrote. "We cannot allow the primary process to drag the party to an extreme that would diminish our chances in the general election and translate into 'Four More Years.' "After leaving the mayor's office in 2012, Bloomberg continued to be an influential and recognizable figure on the national and international political stage in part because of his leadership on climate change and gun safety. He elevated his profile even further last year as he toured the country to speak with voters and local leaders. At many stops, he blasted Trump over his immigration, environmental and economic policies. Not only did Bloomberg devote considerable time to his anti-Trump agenda, but the billionaire flexed his financial muscle to see it through. He spent more than 0 million in an effort to wrest control of the Congress from the Republicans. The success of that effort coupled with positive feedback from voters around the country emboldened Bloomberg and his team of advisers, according to a person familiar with the effort. But still, Bloomberg kept his team and the country guessing about whether he would jump into the presidential race, with a steady stream of news stories feeding speculation. Adding to that, Bloomberg made an overtly political stop in New Hampshire in January, taking questions at popular campaign stops throughout the state. In announcing that he isn't running for president on Tuesday, Bloomberg said he would instead be launching a new campaign called "Beyond Carbon," which he described as a "grassroots effort to begin moving America as quickly as possible away from oil and gas and toward a 100 percent clean energy economy.""At the heart of Beyond Carbon is the conviction that, as the science has made clear, every year matters," he wrote. "The idea of a Green New Deal — first suggested by the columnist Tom Friedman more than a decade ago — stands no chance of passage in the Senate over the next two years. But Mother Nature does not wait on our political calendar, and neither can we."What Bloomberg does with his money beyond his series of outside organizations will be a key question for Democrats in 2020, given that his considerable wealth could tip the balance for a number of candidates in a crowded field. 4572

Greetings from the Salton Sea – California’s largest lake. In its heyday, this body of water was called the Southern California Riviera, attracting people from across the country.Decades later, this desert oasis is now dying. “It smells like death you know,” said one local man. “You can tell something died.”The Salton Sea is stinking and shrinking and what’s left is a being called a major health hazard.“The Salton Sea has gone to hell if you ask me,” another man said. “We used to go fishing there before and you can’t go fishing there anymore because there’s nothing to fish for because it’s polluted.”The sea is polluted with sewage, heavy metals and agricultural run off. With no natural run off and not much rain coming in, the Salton Sea has been decaying for decades. Experts say now the conditions are getting worse and the problems go well past county lines. “All of that dust on windy days gets aerosolized and people can inhale it for hundreds of miles actually,” said Sam J. Weiss, MD of Eisenhower Health in Palm Desert, Ca. Weiss says Imperial County’s air quality is some of the worst in the state. And as the Salton Sea dries up, more dangerous dust goes into the air and ultimately gets into people’s lungs. “If it becomes drier and drier and saltier and saltier we’ll see more and more problems unless there’s remediation of the sea,” Weiss said. In an attempt to slow down this problem, the Imperial Irrigation District dug trenches to suppress the dust.“IID models all of our project areas to control the most dust as possible,” said Jessica Humes of the Imperial Irrigation District. Humes says the Salton Sea is twice as salty as the Pacific Ocean and that ratio is impacting wildlife. “It is reducing reproduction of fish, fish are eaten by birds, and if there’s no fish, that causes a huge issue for them,” she said.Humes went on to say that the Salton Sea has more than 20,000 acres of dusty ground exposed -- a number she expects to increase overtime. “This boat dock had water in it over 10 years ago,” she said. “Today completely dry and the Salton Sea is hundreds of yards away.”Conditions are so bad that local leaders recently made an emergency declaration over air quality. “I’m worried about the impacts that are unknown and the sea receding so fast that you can’t plan for it,” SAID Ryan Kelley, chairman of the Imperial County Board of SupervisorsKelley says this is the latest bid to save the Salton Sea. And if the state recognizes this request – it puts rehabilitation efforts on a fast track to happen now.“If they were to listen to what our concerns are and to take up our emergency they could get back to neutral on what they promised to do under the management program,” he said. California Governor Gavin Newsom's office sent us a statement saying, ” The Salton Sea is an urgent issue, and we are intensely focused on solutions. The state is reviewing the Imperial County Board of Supervisors’ action, but we are not waiting to act on projects that can help. Several efforts are already underway to address Salton Sea-related air quality issues, including dust suppression and collaboration with local, state and federal agencies.”Meanwhile, those that live here recognize the problems are at their doorstep“The sea all winter long was full of pelicans,” said Mary Jane Mulrooney, who has been living near the Salton Sea for more than 30 years. “Now you don’t see any pelicans.” Mulrooney says she’s tired of watching this lake waste away.“It’s sad that nobody cares enough to save it,” she said. Now she and others hope this latest effort reignites a sense of urgency and ultimately action. 3648

Flights for some refugees who were approved to come to the United States have been canceled, according to sources familiar with the matter. The move has sparked concern among resettlement agencies that have booked travel for refugees into October, anticipating the continuation of arrivals in the upcoming fiscal year. It also has the potential of leaving some refugees who were approved to come to the US in limbo."It concerns me that our local offices have done a bunch of work and started to make plans for these cases to come. It's so atypical," said Rachel Pollock, director of resettlement services for United States Conference of Catholic Bishops, one of the nine resettlement agencies that work with the State Department to place refugees."No one really knows what's coming or what's going to happen. It seems like a further move away from what we've come to expect from this program," Pollock added. The International Organization for Migration, which is in charge of booking refugees on their travel, sent cancellation notices out Monday morning.A notice obtained by CNN includes the travel itinerary for individuals whose travel was booked for October and canceled. The stated reason for cancellation: "FY20 moratorium extension."The notice doesn't provide an end date for the extension. The State Department's Bureau of Population, Refugees and Migration directed the International Organization for Migration to send the notifications, according to a department spokesperson, who added the moratorium is being extended through October 21. The department is working with the organization to rebook the flights contingent upon the refugee admissions ceiling for fiscal year 2020.The notices come on the heels of President Donald Trump's arrival to the United Nations General Assembly. Last year, Trump set the refugee cap to 30,000, the lowest level since 1980. The administration has been nearing that ceiling as the fiscal year comes to a close. As of August 2019, more than 28,000 refugees had been admitted to the US, according to data from the Refugee Processing Center. It's unclear where the current number of arrivals stands, and why the administration is pushing a moratorium into October."Every year, we have an arrivals moratorium. I've never seen a moratorium go past a week," a source said, noting that there's typically a break in the first week of October as agencies prepare for the next onslaught of refugees in the new fiscal year. The cancellations could be particularly troubling for refugees whose medical exams or security checks, for example, are on the cusp of expiring."The first thing is to obviously let our local resettlement offices know. They have the deeply upsetting task of telling families who have been waiting for years that there's a delay," Naomi Steinberg, vice president for policy and advocacy at HIAS, one of the resettlement agencies. "These are real families that are going to be torn apart by this for who knows how much longer."The administration has yet to announce next year's cap.Earlier this month, senior Democrats on the House Judiciary Committee 3116
