DANANG, Vietnam (AP) — For the first time since the Vietnam War, a U.S. Navy aircraft carrier is paying a visit to a Vietnamese port, seeking to bolster both countries' efforts to stem expansionism by China in the South China Sea.Monday's visit by the USS Carl Vinson brings more than 5,000 crewmembers to the central coastal city of Danang, the largest such U.S. military presence in Vietnam since the Southeast Asian nation was unified under Communist leadership after the war ended in 1975.The Vinson strike group deployed from San Diego in January.The Carl Vinson, accompanied by a cruiser and a destroyer, is visiting as China increases its military buildup in the Paracel islands and seven artificial islands in the Spratlys in maritime territory also claimed by Vietnam. China claims most of the South China Sea and has challenged traditional U.S. naval supremacy in the western Pacific."The visit of aircraft carrier USS Carl Vinson to Vietnam signifies an increased level of trust between the two former enemies, a strengthened defense relationship between them, and reflects America's continued naval engagement with the region," said Le Hong Hiep, a research fellow at the Singapore-based ISEAS-Yusof Ishak Institute.The ship's mission includes technical exchanges, sports matches and visits to an orphanage and a center for victims of Agent Orange, a toxic defoliant sprayed by U.S. forces to deny cover for Communist fighters during the war. It marks a fine-tuning, rather than a turning point, in relations. DEL MAR, Calif. (KGTV) - Renting or owning a home in Del Mar is way out of reach for most San Diego families. But unlike other coastal cities, Del Mar has zero affordable apartments. Instead, Del Mar subsidizes rent for six low-income families. On Monday, the county's smallest city could get on the way to offering affordable homes. The Del Mar City Council could move to take advantage of a new state law that streamlines permitting for accessory dwelling units, like a granny flat in the backyard or a separate apartment within a house. The city may ask families who build those units to commit to leasing them to low-income families for thirty years. In exchange, the homeowners would get an additional 500 square feet of space above current zoning when they want to add on to their properties. “There is nothing that brings me to life or makes me feel more at home than being near the coast, and I think it's a blessing and wonderful opportunity,” said Kari Arendsen, who was visiting Dog Beach.  The city is hoping to start the program with two homeowners, but ultimately aims to get 22 affordable homes on line. The affordable homes would be for families earning at least 80 percent of the median income, so a family of two earning about ,200 a year would qualify. (KGTV) - All eyes were on Del Mar's bluffs near the train tracks during Wednesday's storm.Watching the cliffs near Seagrove Park, 10News spotted dirt trickling down the cliffs each time a a train passed by, raising concern after a large bluff collapse Friday.Another area was deemed precarious by the North County Transit District (NCTD) less than a block away from last weekend's collapse.Transit workers told 10News everything was going to plan Wednesday, referencing sand bags keeping debris out of storm drains, funneling water away from the fragile sandstone cliffs.RELATED: Travel nightmare for train passengers after Del Mar bluff collapseAn NCTD official said the agency has personnel monitoring the bluffs 24 hours a day, 7 days a week until further notice."At this time, the tracks are safe and trains are permitted to travel through the area at restricted speeds," said an NCTD spokesperson.SANDAG and North County Transit District completed a million project last fall to shore up the bluffs. 1031

(KGTV) - A trio of teenage girls is helping the Community Resource Center fill their "Holiday Baskets" this year.The girls, Lucie Babcock, Talia Buzi and Abbie Raysman, donated hundreds of dollars' worth of toys, food and household items to the CRC's yearly campaign."It's just a great feeling to know you're givine and helping people have an amazing holiday season," Lucie says.The three girls held a bake sale earlier this month to raise money. They sold muffins, cookies, brownies, coffee and orange juice in their Carmel Valley neighborhood."It was so much fun," says Abbie. "Lucie's brother was dancing in the middle of the street with a sign, stopping traffic."The bake sale raised around 0, which the girls used on a shopping spree for the donations.The CRC Holiday Baskets program helps 1,600 needy families in the North County. It gives them toys, clothes, food and more for the Christmas season. Organizers say they're impressed with the young girls' desire to give, and that it's small donations like these that help them serve so many people.Lucie started donating to Holiday Baskets when she was 9 years old. Over the years, her bake sale grew to the point where she needed help. Her friends Talia and Abbie were happy to lend a hand."I think it's a really great organization," says Talia of the CRC. "This is a great way to help people who are less fortunate."Lucie says it's all about making sure other kids get the same feeling of joy she does during the holidays."That's what I try to think about, that a kid who's not expecting anything can wake up and have something like this.
