SAN DIEGO (KGTV) - The Downtown Central Courthouse plans to resume jury trials in two weeks after a six-month postponement during the shutdown, but there are concerns about the massive backlog of cases and keeping jurors safe. Non-jury trials are currently in progress through a remote virtual process.“I do have an incredible backlog, not only in criminal but also in civil cases,” said San Diego Superior Court Presiding Judge Lorna Alksne on Monday. So far, 900 jury duty summonses have been sent out for telephonic standby for in-person appearances in groups of 70 people. “The jury lounge [holds] 500 to 600 people but instead of that were going to bring in 70 [people and] socially distance them,” she added.Those people who are selected for jury will sit in courtrooms which have been retrofitted with protective measures like plexiglass barriers. Judge Alksne said there around about 2,400 criminal cases ready for trial that must be reset. Beyond that, there are thousands of other criminal proceedings to get to. “There's about 17,000 other things that need to be reset before they can even get to a trial,” she added.Civil cases are another obstacle. A spokesperson for the Courthouse confirmed that there are approximately 54,000 civil cases that are pending. There are about 2,800 that are ready to go to trial but Judge Alksne said Monday that civil jury trials likely won't resume until sometime in 2021.“The only way that I'm going to beat this backlog is if jurors come in for jury service so if you feel like you're able to serve, we would ask you to respond to the summons and come into court and help us get the jury trials started again,” she added.She noted that civil bench trials will start in mid-October and in-person arraignments will start on November 1st. 1792

SAN DIEGO (KGTV) -- The Del Mar Fairgrounds announced layoffs Thursday amid the coronavirus pandemic.According to the fairgrounds, staffing will be reduced by 58 percent due to a loss of revenue."Due to the COVID-19 pandemic and the subsequent ban on mass gatherings, the 22nd District Agricultural Association|Del Mar Fairgrounds (22nd DAA) has suffered severe financial losses to its income streams."The fairgrounds says since March, revenues have fallen by 66 percent "Combined with the postponement of the San Diego County Fair and no patrons for this year’s summer horse racing meet, revenues are estimated to be down 92 percent by the end of the summer."The fairgrounds will give employees 120 days of continued employement with an official layoff date of October 15.“It is with a heavy heart that we must make the difficult decision to reduce staffing at this time,” said Tim Fennell, CEO and General Manager of the Del Mar Fairgrounds. “Until it is safe to host events again, reducing our staffing levels is crucial to the survival of the Del Mar Fairgrounds. We must preserve this community treasure in order to continue its legacy for future generations as an economic engine for the region and a beloved entertainment and education destination. The section affected would be from Broadway down to L Street, where the Convention Center is located. The change could help during big events like the week of Comic-Con and holidays like Halloween. “It’s kinda mayhem,” says Michael Carbone, director of the Chuck Jones Gallery. “As far as trying to get from one block to the other, it could take you 15 minutes.” Carbone says while he loves the crowds during Comic Con, the rent is so high downtown, his gallery is moving to Little Italy.Some suggestions under consideration, according to the GQA: putting in street furniture, plants, local art sculptures or murals and entertainment venues. “Well, the safety factor is you can just stroll, you don't need to look out for cars, and we don't allow bicycles either,” said Sue Meek, a tourist from Scotland who says similar areas function well back home. The Gaslamp Promenade project could allow certain hours for vehicle traffic, such as 3 a.m. - 11 a.m. The projected cost is currently million. The association says they have a plan to use grant money and fundraise to make the project happen. “I think this is something that will take us to the next step and for many years in the future to help drive tourism, drive economic impact to businesses and the city. I think this is a future vision that everyone can be excited about,” said Michael Trimble of the Gaslamp Quarter Association. SAN DIEGO (KGTV) - The elderly victim of a brutal home invasion in Clairemont last week is relieved two of the three suspects are in custody. John Slobig, 59 and Terry Jones, 53 are due in court Wednesday afternoon in connection with last Wednesday's home invasion in the 4600 block of Firestone Street.Eighty-seven-year-old Paul Schmidt suffered injuries to his head, arms, and wrist during the attack. "I was very grateful for the work that the police did, " said Schmidt. Schmidt said he's lived in the home for fifty-three years and never felt unsafe. "I know that drugs have been so dominant in our society lately that it's a whole different world that we're living in. Things we used to take for granted, you can't anymore," said Schmidt. Schmidt was installing a ceiling fan when he says three men burst through his front door."All of a sudden, these three guys come in and said this is a robbery and he grabbed scissors and walked up to me and said don't mess with us. I didn't want to die that day, and there was three. I'm one guy, I'm 87, I'm not as tough as I used to be," said Schmidt. He tried to pull one of the intruders by his beard, that's when Schmidt says one of the robbers hit him over the head with a ceiling fan blade."The one guy was higher than a kite; the one they have in custody, he was really a terrible person." Police say the trio ransacked the home and took off in the victim's truck, which was recovered. The suspects have lengthy criminal records. They're scheduled to be arraigned Wednesday at 1:30 pm. 1551

  

SAN DIEGO (KGTV) -- The California Highway Patrol is investigating following a crash involving a military Humvee Thursday night.The crash happened on eastbound Interstate 8 just west of Dunbar Lane. Five vehicles were involved in the crash.As a result of the incident, traffic was backed up on the interstate for miles. The cause of the collision is unknown at this time and there are no reports of injuries.Sky10 was over the scene of the crash. Watch video in the player below: 487
