SHANGHAI, Nov. 11 (Xinhua) -- The first annual development report for east China's metropolis Shanghai was released Thursday, pointing out new strategies to build the city into an international economic, financial, trading and shipping center by 2020.The Development Report on Shanghai International Economic, Financial, Trading and Shipping Center was released by the municipal Development and Reform Commission and the municipal Development and Reform Institute.The report reviews the efforts and progress in building Shanghai on four fronts and makes proposals for future development.Shanghai set the goal of becoming the center in the four areas in 2009.At the ceremony marking the release of the report, scholars gathered to discuss Shanghai's development.In terms of becoming an international economic center, Jiang Yingshi, president of the Shanghai Society of Macroeconomics, said that Shanghai should draw on the World Expo effect to enhance its service-oriented economy, regional integration, and cultural development.To become an international financial center, Xiao Lin, deputy chief of the municipal Development and Reform Commission, said that the key task in the next decade is for Shanghai to become the RMB products trading and investment hub with world class financial services.In terms of becoming an international trading center, Yuan Zhigang, economics professor at Fudan University, said that efforts should be made to develop high end products and build Shanghai into a shopping paradise.In terms of becoming an international shipping center, scholars pointed out the importance of a modern shipping service system.The development report will be released every year starting in 2010 to keep track of each breakthrough along the way, said Xiao Lin.

CHENGDU, Dec. 5 (Xinhua) -- A spreading grassland fire in a mountainous Tibetan region in southwest China proved deadly when it trapped soldiers and local residents trying to put out the blaze. By Sunday night, at least 22 have been killed and three severely burned, local officials said.The wild fire was raging through a grassland atop a plateau some six kilometers from the county government seat in Daofu County, Tibetan Autonomous Prefecture of Garze, Sichuan Province. About 500 mu (33.3 hectares) of the grassland has burned, while 200 mu (13 hectares) is still on fire, a source with local fire-fighters told Xinhua."The fire line stretches several kilometers long. As it darkens at night, most fire-fighters have retreated to the camps." Yang Hao, a senior local fire-fighting official told reporters. "However, we are still closely monitoring the situation."Prairie fire is seen in Daofu County in southwest China's Sichuan Province, Dec. 5, 2010. At least 22 people have been killed in the prairie fire.About 2,000 people have joined the fire-fighting efforts. Sichuan Governor Jiang Jufeng led a work-team to Daofu, some 580 kilometers from provincial capital Chengdu, late Sunday night. An emergency medical team is also the en route to Daofu from Chengdu.Local officials said the grassland fire broke out at noon on Sunday and was brought under control at about 3 p.m. However, gusting winds boosted the flames and trapped people fighting the fire.Of the 22 fatalities, 15 were soldiers, two were workers with the grassland administration while five others were local civilians, officials said. Three of the severely injured have been rushed to hospitals.Gusting winds ebbed anew late Sunday night, providing favorable conditions to put out the flames, fire-fighters said.

BEIJING, Nov. 23 (Xinhua) -- China's drug watchdog has launched a campaign to expose and crack down on illegal spread and selling of drugs on the Internet."Food and drug administration departments at all levels should explore effective methods to stop the sale of fake or inferior-quality drugs, especially those advertised and sold on the Internet," said Shao Mingli, head of the State Food and Drug Administration (SFDA), Tuesday at a meeting.According to SFDA's monitoring on six major search engines including Google and Yahoo, after typing the key words of "medicine" plus a type of common disease, such as "diabetes" or "high blood pressure," 10 to 30 percent of search results contained illegal drug-related information.Figures show that, among 196 web pages being monitored, 96 percent did not have or failed to show certificates for drug-related trades or other services. Some 39 percent have no Internet Content Provider (ICP) records in the database of telecommunication management departments.ICP is a permit to run web sites in China.According to the SFDA, these illegal sites usually advertise or sell drug products in the name of large hospitals or research institutes. Some even forged pages of the SFDA drug database to fool buyers that their drugs had been approved by the administration.The campaign is part of a nationwide crackdown on the violation of intellectual property rights and the production and distribution of fake and shoddy products, which began earlier this month.

  

LANZHOU, Dec. 7 (Xinhua) -- Floods caused by torrential rains and tropical cyclones have left at least 3,222 people killed and 1,003 others missing across China in the first eleven months of this year, government statistics released Tuesday show."In 2010, China experienced the worst flooding casualties and damage since 1998," Water Resources Minister Chen Lei said during a national drought and flooding relief workshop held in the northwest city of Lanzhou.Further, the average accumulated rainfall across China this year has increased nearly 10 percent over levels recorded in previous years. In some areas, the figure shot up five times over that recorded in a usual year.Nearly 270 towns and cities were flooded, 437 rivers swelled with water and 111 of them broke past records, and thousands of dams faced dangers, Chen said.Floods also destroyed 2.27 million houses and damaged 17.87 million hectares of farmland, statistics show. The economic loss caused by this year's flooding has reached 374.5 billion yuan (56.74 million U.S. dollars), said officials.
