SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. San Diego (KGTV)- Improved bike lanes are making it easier for cyclists to get around. The new lanes are a part of the city’s effort to protect riders and get more people out of their cars. The city is in the first phase of its Downtown San Diego Mobility Plan. They are hoping to have at least 6 percent of commuters riding their bikes by the end of the project. Jamie Hampton has been riding her bike to work for over ten years. At times, she says she hasn’t felt safe around moving cars. “It’s challenging because you have to kind of figure out how to share a lane with a car.”The city is making it easier for riders to get around the Downtown area with protected bike lanes. White reflector poles separate the lanes. Some have another layer of protection with street parking spaces. There are also designated signal lights for cyclists. The City Council adopted the estimated million mobility plan in 2016. It calls for 9 miles of protected bike lanes in the Downtown area. “It’s a nice balance of how to share a road with a car.”The city hopes to have all three phase of the mobility plan completed by 2021. 1125

SAN DIEGO, Calif, (KGTV) - An information meeting Thursday evening is one of the final steps before plans to expand the Miramar Landfill are sent to the state. Currently, the landfill is expected to close Sept. of 2025, but this new plans will extend that to an estimated closure of Nov. of 2031, and also increase the height of the landfill by a maximum of 25 feet. Program Manager for the Solid Waste Local Enforcement Agency Bill Prinz said these dates could change depending on how quickly trash is put into the landfill. He also said this increase in capacity means about 10 million cubic yards of trash are being added to the already about 87 million cubic yards. Currently, 87,760,000 cubic yards of Gross Airspace are being used, and the plan will bring the maximum height to 97,354,7355 cubic yards of Gross Airspace. The meeting Thursday, May 28 is from 5:30 p.m. to 7 p.m. and will be information focused. The public can tune in virtually to listen, ask questions and offer feedback, however no decisions will be made. Prinz said the LEA will send the plans, including the feedback from the meeting, to Sacramento, and the state will have 60 days to either accept or deny the plan. SAN DIEGO, CA (KGTV) -- While many sports have made their return during the COVID-19 pandemic, bowling alleys have remained closed.The Mira Mesa Lanes have been a very important part of the Mira Mesa community for years. The bowling alley off Mira Mesa Boulevard has been known for their special needs and senior leagues, and as a spot for youth bowlers to enjoy the game with family and friends.Those who love the Lanes hope it has not seen its last strike."They have probably the biggest, or the second biggest, youth program in the state. We also have a couple of national champions that bowl there," said Marci Greim, who has started a "Save Mira Mesa Lanes" GoFundMe page.Greim, a mother of two young bowlers, said Mira Mesa Lanes has always been a big advocate of college."The kids, just by participating in leagues, have a portion of their dues set aside for college scholarship money. Then, when the kids do well in tournaments, or other things like that, they are earning college scholarship money. Mira Mesa Lanes has just always welcomed the youth bowlers,” said Greim.Mira Mesa Lanes shut down on March 16 due to the onset of the coronavirus pandemic. They reopened for a few weeks in June, but state restrictions forced them to shut down once again.The alley has been closed ever since."So, they are really on the brink," said Greim.
