SAN DIEGO (KGTV) - San Diego students have a new way to report claims of physical or sexual abuse in school.Thursday, District Attorney Summer Stephan announced the creation of a new, online reporting system for suspected abuse. She also announced the creation of the Student Safety in School Systems Task Force."It's critically important that these reports don't fall through the cracks," Stephan says. "The safety of our students depends on it."RELATED: La Jolla Bishop's School graduate describes former teacher sexually abusing her, alumni come forwardStephan says many times, students don't feel comfortable going to school administrators or officials with claims of abuse. They fear the claims won't be taken seriously, or the allegations could be covered up. The new online system gives the students a more secure feeling that their claims will be investigated.The task force will vet and review every submission and follow up with the appropriate law enforcement agency. They will also guide the person facing the suspected abuse to find resources and other available services for help.This will not replace the responsibility of mandated reporters within schools, Stephan says. But it will give people another way to make sure the proper authorities hear their claims.RELATED: Former El Cajon high school teacher suspected of 6 sex assaultsAnyone is welcome to file a claim for any kind of physical or sexual abuse. But, Stephan says the main goal is to root out abuse done by teachers or other adults against students.Links to the reporting system will be put on the webpage of every school district in the county, as well as the DA's website. SAN DIEGO (KGTV) -- San Diego’s City Council unanimously approved several measures Tuesday they hope will make it easier for businesses to stay open amid the coronavirus pandemic.The first measure cements Mayor Kevin Faulconer’s executive order allowing some businesses to operate outdoors.The measure allows gyms, barber shops, churches and nail salons to expand business to private parking lots, sidewalks, and on-street parking.“Employees can return to work and families can again participate in programs and support our businesses, if they so desire,” said City Councilmember Chris Cate.Businesses will need to apply for a permit to operate outside, the city says.The second measure reallocates 0,000 from the city’s Small Business Relief Fund toward helping businesses in underserved communities. Certain businesses will be elidgable for grants ranging from ,000 to ,000.The city provided the list below of eligible businesses:Be self-employed, an independent contractor, a sole proprietor, or a corporation with revenues less than 0,000Have 10 or fewer employeesDocument a decline in revenue due to COVID-19“Mom-and-pop shops, especially in communities of concern, are struggling to keep up with changing rules despite doing everything they can just to survive this economic crisis,” Mayor Faulconer said. “Whether it’s allowing a barber to set up shop in a parking lot or providing a grant that helps a restaurant make payroll, we know small changes can make a big difference between closing for now or closing for good.”For more information on the relief, click here. 1593

SAN DIEGO (KGTV) - San Diego Sheriff's Deputy Richard Fischer was re-assigned to administrative duties after a woman's allegations of inappropriate behavior surfaced this week.Now, a San Marcos woman is alleging Fischer did the same thing to her last year.    The woman is accusing Fischer of inappropriate conduct and touching in August of 2016, according to her attorney, Dan Gilleon.RELATED: Woman claims she was groped by San Diego deputy, files claim against department"Her house was burglarized during in the day and Fischer was one of the deputies that arrived to investigate the burglaries. They all leave," Gilleon said of his client's claims.Later, Gilleon said she heard a knock at her door."It's Deputy Fischer again. She opens the door and he looks at her and says, 'It looks like you could use a hug,' and without her consent reaches in and hugs her," Gilleon said.Gilleon added Fischer knew no one else was home."It shocks her, she's startled. The hairs going up on the back of the next," Gilleon said, alleging Fischer then uses the same ruse as another woman claims - asking to use the bathroom."Now he's deeper into the house and hugs her again. Now she's resisting and walks him to the door and he says - don't worry. I'll be in the community and I'll be keeping an eye out for you," Gilleon said.The second woman saw a news story about the other woman's similar allegations and recognized Fischer, according to her attorney."When she saw the story she knew word needed to get out. She wanted the other woman to know the same thing happened to her and she wanted the community to know this is what he is out there doing," Gilleon said.   Gilleon is filing the second claim next week.An SDSO spokesman told 10News  he will look into this second allegation and issue a statement. 1894

  

SAN DIEGO (KGTV) - San Diego State University officials announced Monday plans for healing circles after reports of several people calling out racial slurs toward the Black Resource Center on campus. A racially diverse group of men was in a vehicle Friday when they yelled slurs at the building on Lindo Paseo, a witness told 10News. “SDSU does not tolerate instances of hatred, racism or discrimination,” said university President Adela de la Torre, interim Vice President for Student Affairs Christy Samarkos, and Chief Diversity Officer J. Luke Wood in a statement. “At SDSU, diversity and inclusion are core values we uphold, and the university is deeply committed to supporting a campus climate and environment that is welcoming and safe, no matter a person’s background or experience. We do not accept hate-driven acts.” Campus officials organized three healing circles to be held on campus this week. Counseling and psychological services team members are also available.
