SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. RELATED: New round of complaints on high water bills"We needed to change the culture and make sure that all these issues were addressed," said Johnnie Perkins, San Diego's deputy chief operating officer. Perkins said the Public Utilities Department has implemented new, efficient work strategies. These include getting workers out to the field faster, overhauling how customer service representatives interact with residents, and using software to pick routes that make sense. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro. The city auditor is currently monitoring the progress.RELATED: Audit shows City sent thousands of faulty water billsBut Rodney Fowler Sr., who heads the union that represents meter replacement workers, said the changes aren't addressing obvious issues: The department is understaffed, and the vehicle fleet is unreliable. "They're 10 years old," said Fowler Sr., president of AFSCME, AFL-CIO Local 127. "A private contractor would never use a service vehicle 10 years because it starts to cost them money."Perkins said the city could contract out for workers to address the backlog, and is currently assessing investments in new equipment.RELATED: City to begin building alternative to SDG&ECity Councilman Scott Sherman, who chairs the audit committee, said the issue is not as simple as staffing and equipment. SAN DIEGO (KGTV) — A foot pursuit between police and a suspect ended in an officer-involved shooting in the Logan Heights neighborhood Monday.An officer was trying to contact a 30-year-old Hispanic male, later identified as Enrique Aguilar, at about 3:20 p.m. over what he believed to be a narcotics violation, according to San Diego Police Capt. Tom Underwood. He suffered non-life threatening injuries and was transported to a nearby hospital.Neither officer, one a 24-year veteran and the other a 2-year veteran, was injured in the shooting. SAN DIEGO (KGTV) — A brush fire in the Japatul Valley area exploded in size in about an hour on Saturday, forcing nearby residents to evacuate.The Valley Fire ignited off Spirit Trail and Japatul Road, just southeast of Alpine, just before 2:50 p.m., according to Cleveland National Forest. The fire had scorched about 1,500 acres and was 0% contained as of 5:50 p.m.Fire officials said the dangerous rate of spread was pushing the fire southwest toward Lawson Valley. According to Cal Fire Cpt. Kendal Bortisser says the intense heat and rugged topography of the area are also posing a challenge for crews. Bortisser added that hand crews, bulldozers, and engines are going to be relied upon throughout the night since aircraft cannot fly overnight.INTERACTIVE MAP: Valley Fire erupts in Japatul Valley areaThe fire threatened the community of Carveacre, forcing an evacuation order for Carveacre Rd. at Japatul Valley Rd., CNF said. Cal Fire confirmed that structures had been destroyed and damaged, but did not specify how many, as of 10:40 p.m. No firefighters had been injured, Cal Fire added.Evacuation centers have been established at Steele Canyon High School at 12440 Campo Road, Spring Valley, or Joan MacQueen Middle School at 2001 Tavern Road, Alpine. San Diego Humane society says an emergency response team has been sent to the area to assist in evacuating any pets or large animals.A smoke advisory was issued by the San Diego County Air Pollution Control District. The agency said smoke from the Valley Fire was impacting several parts of the county, particularly in the north. If anyone smells smoke, it's advised that they limit their activity outdoors."Much of the smoke is high above ground level and can be seen throughout the northern half of San Diego County, but is not necessarily affecting people on the ground. However, in areas impacted by the smoke, fine particulates, or PM2.5 concentrations, may reach unhealthful levels," the agency said.Power outages were expected in the area surrounding the fire. SDG&E said about 1,000 customers were without power as a result of the fire, as of 5:15 p.m. SDG&E had incorrectly reported that about 12,700 customers were without power earlier."The fire is impacting SDG&E equipment in the vicinity of the fire. SDG&E's Sky Maverick helicopter was involved in numerous water drops to help extinguish the flames.San Diego Fire Department also said their crews would be helping on the ground and they would likely deploy a helicopter for night drops.The Valley Fire comes as San Diego County's valleys and mountains are under a red flag warning from 10 a.m. Saturday through 6 p.m. Sunday. The National Weather Service says winds could top out around 15 to 20 miles per hour with gusts as high as 25 to 35 miles per hour in the region.In addition to the winds threatening to spread a fire quickly, temperatures could hit as high as 122 in some parts of the county and 99 at the coast during the weekend heat wave. 3490

  

SAN DIEGO (KGTV) -- A driver apparently lost control of his SUV and crash landed on the roof of a University City home early Tuesday morning.The crash happened at around 1:15 a.m. in the 3000 block of Pennant Way, according to San Diego police.Bill Crane told ABC 10News that after he heard a loud crash, he came out of his home and saw the male driver in his yard and the Jeep Cherokee Laredo on top of his next-door neighbor’s house."I was asleep at the time and I heard this crash, and I came out and I looked around and saw a guy kind of wandering near behind me, by what's left of the tree, and he was just kind of stumbling and I couldn't figure out what the hell that was. Because you usually don't think of a car being on someone's roof. So, when I finally figured that out, I went in to get my phone, and came back out and called 911, and he was gone,” Crane said.Crane called 911 to report the crash, and he then called the woman who lives in the house. However, Crane said the woman initially didn’t believe her.Crane added, "I called her twice and she said, 'What, a car on my roof? I'm not going out there, I can't believe that.’ It is pretty unbelievable.”ABC 10News learned the woman was asleep at the time and never heard the crash. She believes the SUV was coming down Pennant Way, somehow veered on a resident’s front lawn and launched onto her garage.A towing service used a crane to remove the Jeep from the roof of the home’s garage.There is no word on how much damage the home sustained, but inspectors said the house was structurally sound despite the wreck.No one was hurt in the crash.As of late Tuesday morning, police have not tracked down the SUV's driver. 1692

  

SAN DIEGO (KGTV) -- A 37-year-old man was arrested and booked after trying to snatch a toddler from their parent's car outside of a Costco in Vista, according to San Diego County Sheriff’s Department.The incident happened just before 3 p.m. in the parking lot of the store located at 1755 Hacienda Drive.Sheriff's Sgt. Nanette McMasters said a woman, her fiancée, and their two small children were backing out of a parking stall when the suspect opened the rear vehicle door. The suspect attempted to remove the 2-year-old child from the car.The child's parents got out of the car and confronted the suspect, identified as Adam Glavinic."The incident drew a crowd and a physical confrontation occurred between the father and Glavinic," said McMasters.An off-duty sheriff's employee and other witnesses intervened in the confrontation and held the suspect until two deputies from the Vista Sheriff's Station arrived on the scene.Glavinic was arrested for attempted kidnapping and being under the influence of a controlled substance. He was booked into the Vista Detention Facility, according to McMasters.It's unknown at this time if the toddler, the father, or the suspect suffered any injuries during the incident.The incident remains under investigation. 1265
