KIEV, Sept 19 (Xinhua) -- The Seventh Euro-China Forum ended Friday in Kiev, the capital of Ukraine, as participants called for further dialogue and cooperation between China and Europe.     In the three-day forum entitled "Silk Road of the 21st century," nearly 200 politicians, academicians, economists from Europe and Asia discussed Sino-Europe relations and economic cooperation.     Ukrainian President Viktor Yushchenko said China has made great achievements in its economic development and "Ukraine is willing to learn China's successful experiences and strengthen exchanges and cooperation with China."     China has just successfully hosted the 2008 Olympic Games and its scale and level was impressive, the president said in a message to the forum.     Addressing the forum, former French Prime Minister Laurent Fabius said that apart from economic cooperation, the Europeans and Chinese should enhance their cultural exchanges to know each other even better.     "The economic and trade relations is the core of the Europe- China cooperation. We, Europeans and Chinese, should seize every opportunity to smoothen out potential frictions and to bridge the gap between the intensification of our commercial relationship and the weakness of our intellectual exchanges. In this respect, the Euro-China Forum plays a crucial part. And its influence keeps growing." he said.     Fabius also noted that Europe in the past called China "a sleeping giant" and the giant is now waking up.     "The success of the Beijing Olympic Games showed China's vigor and enthusiasm," he said.     Chinese ambassador to Ukraine Zhou Li said that Ukraine is an important country in Europe and the Chinese government attaches great importance to developing relations with Ukraine and Europe.     The bilateral economic and trade relations between China and Ukraine have developed steadily in recent years, he said.     "I believe the friendly cooperative relations between China and Ukraine will see a more brilliant future thanks to bilateral joint efforts," Zhou Li said.     The non-governmental forum was initiated by China Europe International Business School to foster unofficial exchanges between the two sides of the Eurasian continent. The forum was first held in 2002 in Barcelona, Spain.

Kato attended the opening ceremony of the Beijing 2008 Paralympic Games on Saturday nightWhile meeting with Koehler, Hu first welcomed his German counterpart to the Games and extended congratulations to German athletes on their "excellent performance" at the Beijing Olympic Games.    During the Aug. 8-24 Olympics, the German squad placed fifth on the gold medal table with 16 golds, and also grabbed 10 silvers and 15 bronzes.    Hu also took the opportunity to thank the German government and people for their support and assistance during the blizzard disaster and the Sichuan earthquake that struck China in the first half of the year.    Koehler said the Beijing Paralympics opening ceremony was superbly organized, and he was particularly impressed by Li Yue, a teenage amputee ballerina from the quake zone of Sichuan who performed at the ceremony.    It is important to pay attention to the long-term impact of disasters, and help those affected people rebuild their faith in life in the reconstruction process, said the German leader.    Both leaders agreed to further promote bilateral relations.    "The Sino-German relations have shown a sound momentum of development, thanks to concerted efforts by both sides," Hu said.    "Our economic and trade cooperation is growing robustly, and remarkable progress has been made in cultural, youth and legal exchanges and cooperation," said Hu. "We have maintained communication and cooperation in major international and regional affairs."    "Our countries share many common interests, and also face a lot of challenges," he added.    "China is ready to work with Germany to push for a long-term, stable and sound development of bilateral ties, on the basis of mutual respect, equality and mutual benefit, and through enhancing dialogue, promoting mutual trust, deepening cooperation and properly handling differences," said the president.    Koehler responded that the German side attaches great importance to the cooperative relationship between the two countries.    The president commended China's accomplishments in various fields following three decades of reform and opening-up, and said that Germany hopes to share with China each other's experience in economic and social development, and work with China for world peace and development through more exchanges and dialogues.    In his meeting with Kato, the Chinese president also welcomed the Japanese guest to the Paralympic Games, and congratulated him on assuming the position as chairman of the Japan-China Friendship Association.    He called Kato "a senior Japanese statesman" and also "an old friend of the Chinese people."    China highly appreciates Kato's contribution to the development of Sino-Japanese relations, said Hu, adding that Kato has long devoted himself to Sino-Japanese friendship and worked strenuously for restoring, improving and developing the Sino-Japanese relations.    The Chinese president also thanked the Japanese government and people of various circles for their support to the Beijing Olympics and Paralympics, and wished good results for Japanese Paralympians in Beijing.    He pointed out that China and Japan are both important countries in Asia and the world, thus shouldering the grave responsibility of maintaining regional and world peace and promoting common development.    To further consolidate and develop the Sino-Japanese strategic relations with mutual benefit is in line with the common interests of both countries and both peoples, and is conducive to peace, stability and prosperity of Asia and the world at large, he added.    China wants to work with Japan to lift the Sino-Japanese relations to a new level, through strengthening political dialogue, deepening mutually-beneficial cooperation and expanding people-to-people exchanges, Hu said.    The Chinese leader highlighted the important role played by the Japan-China Friendship Association in improving and developing bilateral ties, saying that the Sino-Japanese friendship is in essence the friendship between the Chinese and Japanese people.    The development of the Sino-Japanese friendship relies heavily on concerted efforts by the people of both countries, said Hu, expressing the hope that the Japan-China Friendship Association will make new contributions to the Sino-Japanese friendship.    Kato spoke highly of the Beijing Olympic Games, which he said have scored a complete success.    The opening ceremony of the Beijing Paralympic Games was equally grand and splendid, said Kato, who expressed the belief that both Games would be written into the history of mankind.    The Japan-China Friendship Association, which has dedicated itself to Japan-China friendship for nearly 60 years, will join hands with the Chinese side to help expand bilateral exchanges and cooperation in all areas and enhance friendship between the two peoples, so as to promote the sound and stable development of Japan-China relations, he said.

BEIJING, Oct. 14 (Xinhua) -- China will work diligently to maintain an effective and smooth communication channel with citizens who want to submit complaints, a senior Party official said here on Tuesday.     "We should try to adopt every open, convenient and easy method to guarantee the public's right to express their requests to the government," said Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, at a video tele-conference on government officials receiving citizens and visiting grassroots people.     In the past nine months, asked by the central government, senior officials of the city, county and district governments met with ordinary citizens in person regularly, listening to their requests and complaints and helping solve their problems. They also paid more frequent visits to grassroots people.     "Their work eased serious problems that were closely related to people's interests and threatened social stability," Zhou said. "Their visits at grassroots levels contributed to the implementation and improvement of central government policies."     The country will formulate the measures into a system and continue improving them, he said. Supervision will be tightened upon the implementation of the measures.     "Senior officials of local governments will receive serious penalty according to laws and Party disciplines if problems and conflicts worsen and linger because they ignore people's requests, harm their rights and interests, breach their duty."     Officials were also urged to well inform people about expressing their requests through legal and rational ways.     Governments at all levels should adopt a scientific and democratic way of decision making, pay more attention to public service and try to prevent new problems from emerging, Zhou said.     They should also find out the cause and solution to existing problems, he said. "They should focus on well solving people's legal requests timely."

  

BEIJING, July 27 (Xinhua) -- The China National Petroleum Corp. (CNPC), the country's largest oil producer, planned to cut its workforce by 5 percent in upcoming three years as its profits had been squeezed by heavy refining losses.     The oil giant had 1.67 million staff last year, which meant more than 80,000 of them would be laid-off within three years, Beijing News reported.     The move followed CNPC's earlier announcement to cut non-production spending by 10 percent from a year earlier, the paper said. The China National Petroleum Corp. (CNPC), the country's largest oil producer, planned to cut its workforce by 5 percent in upcoming three years as its profits had been squeezed by heavy refining losses.    CNPC's profit before tax dropped by 39 percent year-on-year to 56.4 billion yuan (8.3 billion U.S. dollars) in the first half year as a result of refining loss and windfall taxes on crude oil sales.     To reduce costs, CNPC halted or cut investment in 49 projects in June, saving the company up to 20.72 billion yuan.     PetroChina, CNPC's listed arm, announced last month to issue no more than 60 billion yuan to "satisfy the operational needs of the company, further improve its debt structure, reduce financing costs and supplement working capital."
