SAN YSIDRO, Calif. (KGTV) -- The new Mexican president is hoping a new deal with three Central American leaders will stop or slow the flow of migrants seeking asylum in the United States. Andres Manuel Lopez-Obrador signed the new deal within hours of taking office. The deal with Guatemala, El Salvador, and Honduras, promises to create a fund that would fight poverty, create jobs and make sure migrants feel safe in their home countries. It will also create a re-integration program for those traveling with the caravan who wish to go back.University of San Diego professor, Ev Meade, says this deal looks good on paper but no one will know for sure until more specifics are released. Professor Meade has been traveling to Tijuana to meet and speak with the migrants. He says most leave because of instability. "What I hear from a lot of people is indirect effects of violence, so it's someone that might say I can't afford to feed my family but when you start asking them questions about what they do, the business that they worked for, why they were laid off, the violence is always there. It might be one degree, two degrees, three degrees of separation but the violence is always there," says Meade. It is still unclear how much funding will go towards those Central American countries but Meade says it will be years before we see the effects of the deal. "This kind of progress, when you talk about big structural issues, doesn't happen in a month, or three months or a year, I mean, it takes time," says Meade. 1528

(KGTV) — CAL FIRE San Diego firefighters quickly knocked down a brush fire in San Marcos on Thursday, amid Santa Ana winds and dangerous fire weather conditions throughout the county.The 3-acre fire, dubbed the Sycamore Fire, ignited near Sycamore Dr. and Cox Rd. just before 12:30 p.m., according to CAL FIRE. Fire crews reported the fire began in heavy fuel and had a moderate rate of spread, but were able to halt its spread within about 30 minutes.Firefighters will remain on the scene for several hours to mop-up and further contain the fire.Thursday, dry Santa Ana winds created high fire danger throughout the county. A Red Flag Warning was in effect Thursday through 10 p.m. on Saturday for the county's valleys, foothills, and mountains. The combination of near-record low fuel moisture, strong winds, and low humidity dropping between 6 and 12% will create critical fire conditions.A High Wind Warning will be in effect for the same areas until 6 p.m. on Thursday. Northeasterly wind gusts of 30 to 60 mph are expected with isolated higher gusts in the wind-prone areas. (KGTV) - A report of another car found burning in a driveway is raising questions about a possible fire starter targeting vehicles in Santee.On Shaggybark Drive, Michelle Genshaw and her husband were pulling out of their home two weeks ago -- just before 4:30 in the morning -- when they saw flames in their neighbor's driveway.  A 2007 Acura TL was on fire."It looked odd because there were flames coming out of the front and back of the car, like two separates fires," said Genshaw.Genshaw's husband banged on the door, waking the Arnold family.  Together, they put the fire out with a hose a few minutes later.  Catherine Arnold is thankful the fire didn't spread, but she tells us the car is a total loss."It's really upsetting.  It was my father's car and he passed away and it was the last thing belonging to my dad that I had," said Arnold.Sheriff's investigators were called out and concluded it was arson."We talked to police and they said they smelled gas," said Genshaw.A week and a half later, car alarms sounded along with a Mother's Day inferno on Pearlwood Road.  Neighbors discovered a newly purchased Ford Mustang convertible torched in a driveway.  Mason jars with a flammable liquid were found near the gas tank. Seattle Mayor Ed Murray announced his resignation Tuesday, hours after new sexual abuse allegations surfaced against the embattled politician.The mayor's announcement comes after his cousin gave an interview with the Seattle Times alleging abuse, the latest in a series of allegations against the mayor. The cousin is the fifth person to accuse Murray of child sexual abuse.Murray denied the allegations, as he has in the past. He said he was resigning effective 5 p.m. Wednesday so the scandal would no longer overshadow his office.
