(CNS) - A 54-year-old Poway man accused of killing a young woman in Carlsbad 33 years ago pleaded not guilty Tuesday to charges of murder and rape.James Charles Kingery faces 33 years to life in state prison if convicted of all charges stemming from the killing of 26-year-old Julia Hernandez-Santiago, according to the San Diego County District Attorney's Office.The victim's body was found on Oct. 10, 1987 on an ivy-covered embankment in the 2100 block of Alga Road, Carlsbad police spokesman Jodee Reyes said.The San Diego County Medical Examiner's Office determined the cause of death was asphyxiation due to strangulation.While a suspect was not identified at the time of the killing, investigators said technological advances eventually led to Kingery's arrest.In March, San Diego County sheriff's deputies arrested a man on narcotics and weapons violations and took a DNA sample from him, as required by law based on his alleged offenses, Reyes said. Then in May, the sheriff's crime lab notified Carlsbad police that DNA samples from the 1987 murder case were a match for Kingery, who was arrested July 22.A suspected motive for the killing has not been disclosed."When a murder goes unsolved, not only is justice delayed, but families are left in turmoil with no closure," District Attorney Summer Stephan said in a statement. "Working with Carlsbad Police Department detectives, who never gave up, our office is bringing a measure of justice to Ms. Hernandez-Santiago's family and giving hope to other victims in unsolved cases."Kingery is being held on million bail. VISTA, Calif. (KGTV) -- California could become the first state in the nation to use recycled plastic as part of its roads and freeways.The state Senate unanimously passed SB 1238, which directs Caltrans to study the use of plastics in asphalt for construction, or repair of a state highway or road."There's no other state in the nation that has more paved roads in California," said Sen. Ben Hueso, who wrote the bill. "So, imagine if California developed the use for a product that it's abundant in … This would be a game changer. This would be a great way to reuse plastic.”That's especially important now, as China has stopped buying recycled materials from the U.S. Prior to 2018, California sent 2/3 of its recyclable materials to China, which has since banned all plastic trash imports.Now, instead of going into the landfill, it could go into California’s roads."It would help create jobs in our state. It would help a local contractor that we have in our county, it would help improve the sturdiness of our roads and reduce the maintenance of our roads," said Hueso.Hueso said he got the idea from a group of students at Bonita Vista High School in Chula Vista. He met with their Progressive Club and Green Club, challenging them to find solutions.The students introduced Hueso to MacReber Southern California, a Vista company that takes plastic and prepares it to be used in asphalt."It makes too much sense not to do," said MacReber CEO Rebeca Sparks. "With this technology, we can truly offset our footprint, and not only offset it but be do more than that to be plastic positive."MacReber takes plastic out of the recycling and landfill chain, and then processes it. The company then sells the plastic to asphalt companies. They use the plastic mix instead of oil when making asphalt.MacReber said in addition to being more environmentally friendly, it also creates a stronger, sturdier road."It's going to look feel and move the same as a traditional asphalt," said MacReber President Chris Sparks. "But our product lends to a stronger, longer lasting asphalt road."Hueso said finding a use like this for all of the plastic waste produced in California is vital to the environment, especially now that China has stopped buying the state's plastic waste.The bill still has to get approval from the state Assembly, and then it would need the governor’s signature to become law.After that, Caltrans would be responsible for studying and implementing the idea. 2478

  

Virginia Beach Police are investigating a shooting that seriously injured two people early Sunday morning.Officers were alerted to multiple shots fired in the area around 12:45 a.m. A woman was located and suffering from a life-threatening wound. Medics treated the woman and took her to the hospital.A few minutes later at 12:48 a.m., officers received word that a victim with life-threatening injuries was located in several blocks away. EMS treated and took the victim to the hospital for further treatment.A possible suspect has been detained and the investigation is ongoing.Prior to this shooting, police responded to another shooting at the 1900 block of the Boardwalk. A woman suffered non-life threatening injuries in the incident.There is an increased police presence throughout the oceanfront area due to College Beach Weekend. Problems with violence in past years have caused some to be critical of the event. Last year, thousands signed a petition calling for an end to College Beach Weekend after four people at the Oceanfront were injured from a shooting. 1078
