SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. The development director says the earliest the project could be complete is 2022. 1145

SAN DIEGO (KGTV) One day after a woman was hit and killed crossing El Cajon Boulevard, a local business group is demanding change. The 63-year-old woman was hit by an SUV while crossing El Cajon Boulevard near 46th Street in the Talmadge area Monday around 5 p.m. "We're devastated. Unfortunately, I actually get news like this almost every week," said Beryl Forman, Marketing and Mobility Coordinator of the El Cajon Boulevard Business Improvement Association.The woman who was killed was not in a crosswalk. Forman said a lack of crosswalks is just one of the problems. RELATED: Woman struck, killed by SUV while crossing Talmadge-area street"We have high speeds of traffic, there aren't enough crosswalks, and you're in the middle of dense urban neighborhoods with local businesses that people peruse on a regular basis." The association purchased a speed indicator sign that is now posted on El Cajon Boulevard near 50th Street. The group was planning to present the sign to the Mid-City Police Department during an event Tuesday evening, but is using the time to hold a vigil in memory of the woman who died.The office of San Diego City Council President Georgette Gomez issued the following statement regarding the group's concerns. "Investments in pedestrian safety have been a priority for me in every budget discussion since I first took office. I have requested resources for the Safe Routes to Schools program, the City's Vision Zero project, and the El Cajon Boulevard Complete Boulevard Plan. These plans include improvements that increase pedestrian safety such as crosswalks, bulb-outs, new sidewalks, and street lighting. The City is investing in these projects and has also been securing grant funds from state and federal sources.Earlier this year, the Mayor announced the completion of safety improvements at 15 of San Diego's most accident-prone intersections and secured funding for hundreds more. SAN DIEGO (KGTV) — One person was shot Sunday outside of a College Area smoke shop, according to police.It wasn't immediately clear what led to the shooting, but San Diego Police confirmed that a 20-year-old man had been shot just before 5:30 p.m. in the 5900 block of El Cajon Blvd., outside of Aztec Smoke & Vape Shop.The victim was hit in the leg and chest and taken to a nearby hospital, but their condition was not clear.The area was closed by police for the investigation.10News is monitoring this breaking news. SAN DIEGO (KGTV) -- Months after one of San Diego’s biggest employers was said to be looking to add up to 1,000 jobs, General Dynamics NASSCO instead announced layoffs.In April, NASSCO held a job fair, claiming the company was looking to add up to 1,000 jobs. Robert Godinez, head of the Boilermakers Union Local 1998, says the shipbuilder didn’t hire close to that number.In total, NASSCO notified nearly 1,500 workers that they could be out of a job in September. The shipbuilder told 10News it expects to let go of closer to 350 workers.The layoffs are in relation to a dry dock accident in July that damaged facilities.One of the company’s employees, Glicerio Cortez, says he doesn’t know exactly what happened in July, but he heard of the damage through coworkers. “They say that they heard like a, something like a bomb, something strong and then the water came all the way to the dry dock,” said Cortez.RELATED: NASSCO delivers layoff notices to 1,500 workersVideo captured by Sky10 shows water flooding the dry dock as debris filled the area. Luckily, no one was injured.The July incident isn’t the only reason for the layoffs.
