SAN DIEGO (KGTV) -- San Diego Harbor Police have cited a charter company for violating the county's health order. A sergeant for Harbor PD confirmed with 10News that Flagship Cruises and Events was cited for being in violation. The county health order states that recreational boating is allowed provided all occupants of a boat are from the same household.10News cameras were rolling as people walked onto the Flagship Cruises and Events dock and onto the company's Spirit of San Diego, capturing the boat's departure and arrival back into the bay. It is unclear if those boarding were all members of one family. 10News reached out to the company and a spokesperson sent us a picture of the county health order saying "We are stating we are part of section 14E, not C. That section states in part, "other public or private outdoor recreational facilities (other than community pools per State order), including recreational equipment (such as bicycle, boat, kayak, equestrian and surfboard) rentals may be open for limited use."Flagship's website states, "We are Open" and has several sections outlining how they are operating during the pandemic. One section states that masks are required for passengers and everyone must respect six-feet social distancing guidelines. The website also states that all employees will be in masks, gloves and screen upon arrival. Also adding that the company is limiting the number of passengers per cruise to allow for maximum distancing and that they've invested in new machinery to sanitize all chairs between cruises. Harbor Police says the citation for violating the county health order has a maximum fine of a thousand dollars and up to a year in jail. 1702

SAN DIEGO (KGTV) -- San Diego is bringing back its Portable Pool program to help teach children water safety skills. The program will officially open at City Heights Recreation Center starting June 17. While pools are installed, the city will provide free, week-long water safety skills classed for children ages 3 through 15. According to the city, the classes can accommodate as many as 100 children per week with six to 10 children in each class. “Drowning is one of the leading causes of death in children ages one to 14 and is the leading cause of accidental injury death for children ages one to four years old,” said Nicole McNeil, Supervising Recreation Specialist for the City’s Aquatics Program. “The City is offering these important free classes to help young children learn basic swimming skills to keep them safe around pools and prevent unnecessary drowning tragedies.”An additional portable pool will be installed at the Robert Egger Sr./South Bay Recreation Center starting July 1. The portable pools will be in place for three weeks before being moved to facilities in Paradise Hills, Linda Vista and Ocean Beach recreational centers. Registration for Portable Pools is on a first-come, first-served basis. To enroll, parents must fill out an ActiveNet form and return it to the recreation center where the portable pool is located. Gray whale season typically takes places from mid-December to April, while blue whale season is around mid-June to September.So naturally, many residents and tourists will flock to the sea and coastline as whales flock to our waters for food. And if you're going by sea, Biagini says a little research can go a long way in finding a great experience.Here's some tips on how to best view natures gentle giants in San Diego, either by land or sea.By landWhile whale watching from the shore won't get viewers close to the animals, it is a cheaper alternative that can be just as fun.Cabrillo National Monument, Torrey Pines Glider Port, Sunset Cliffs, and Fletcher's Cove in Solana Beach are great spots to watch for sprouts of whales from shore, according to Biagini.At Cabrillo, viewers can head to Whale Overlook or the Old Point Loma Lighthouse to lookout for whales. SAN DIEGO (KGTV) — San Diego County reported 625 new coronavirus cases on Saturday, the region's second-highest daily increase of cases reported by officials.San Diego County's new cases reported a 6% positive rate out of 10,290 tests. Of the county's cases, 2,180 (9.4%) have needed hospitalization. Health officials add that 2.5% of all cases and 26% of hospitalized cases have been moved to the ICU.An additional six deaths due to COVID-19 were also reported, the county said. The deaths occurred between July 8 and July 16, and included four women and two men whose ages ranged from 60 to mid-90s. All had existing chronic conditions, the county said. SAN DIEGO (KGTV) -- Residents in San Ysidro and Tijuana are fearful of what will come next after hundreds of migrants rushed the border Sunday in a show of force.Commuters told 10News they fear that they won’t be able to get across a bridge in San Ysidro to work or cross over to see family.In Mexico, residents say they’re fed up with the flood of migrants. “Deport them back to where they are, let them over here. They need to get out of Tijuana because it's just crazy for us,” said Candace Sanchez, a Tijuana resident.On the US side, those with family south of the border are concerned with what the future holds. “It worries me that the border might get closed. I mean it's like uh what's going on?
