SAN DIEGO (CNS) -- San Diego County's recommended .4 billion budget for fiscal year 2020-21, which was released Monday, includes 0 million dedicated to testing, medical supplies, food distribution and other needs related to the COVID-19 public health crisis.Calling COVID-19 "the county's top budgetary priority," county leaders released a statement announcing the Health and Human Services Agency will see an increase of 0 million to support the county's Testing, Tracing and Treatment Strategy, personal protective equipment, and other resources and efforts in its pandemic response.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment and retention.The COVID-19-related economic downturn also affected other sectors of the budget, with county officials expected to dip into reserves and slow or stop "non-essential services and projects" in order to address revenue shortfalls.The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Budget increases include an additional .7 million to address homelessness in unincorporated county areas and 0,000 to develop a Flexible Housing Subsidy Pool to help homeless individuals move into permanent housing. SAN DIEGO (CNS) - The Bengal tiger cub rescued during a smuggling attempt at the US-Mexico border was joined Monday by a Sumatran tiger cub from the National Zoo in Washington, D.C.The Bengal tiger was discovered last month at the Otay Mesa border crossing last month and taken to the San Diego Zoo Safari Park for care.RELATED: Smuggled tiger cub found at US-Mexico borderThe Sumatran tiger that joined the cub in San Diego is nine-weeks-old. He has been fed by humans since last month because his mother became aggressive toward him. Zoo personnel said the cub would "chuff" in a friendly tiger greeting but his mother, Damai, would not respond.Animal care staff from the Safari Park were on hand at San Diego International Airport to meet the cub and the keepers upon their arrival. The young tiger was immediately transported to the Safari Park’s Ione and Paul Harter Animal Care Center, where he will continue to receive the care he needs.“We are beyond thrilled to welcome this tiger cub to the Safari Park,” said Andy Blue, associate curator of mammals at the San Diego Zoo Safari Park. “His keepers reported he did extremely well during the flight — slept most of the way. SAN DIEGO (CNS) - The city of San Diego announced a partnership with county officials Monday to address staffing and capacity concerns for a program that assists frequent 911 callers and reduces the strain on the county's emergency response centers.The San Diego Fire-Rescue Department's Resource Access Program launched as a pilot program in 2008 and has both contracted and expanded since.The program connects frequent 911 callers, many of whom deal with homelessness, mental illness, substance abuse and other medical issues, to local health and housing services.According to the city, roughly 90% of people in the RAP who call 911 more than 30 times annually are homeless. Although the program's members make up fewer than 1% of the city's population, they generate roughly 20% of its 911 calls.``Using a data-driven approach, we are identifying those San Diegans who need specialized care and connecting them with the help they need so they don't have to call 911,'' Faulconer said. ``It's a shining example of how the city and county can work together to find solutions to our region's mental health crisis.''The program reduced its size in 2017 due to a lack of funding, according to the city. As a result, the number of patients with more than 50 911 calls per year increased from one in 2016 to 26 in 2018.
