DESCHUTES COUNTY, Ore. -- A missing Oregon baby was found naked and lying in the dirt by a detective last week near Bend, according to authorities.On May 10, deputies say a man, identified as Brandon Blouin, came out of the woods asking for law enforcement after losing his 1-year-old son.Blouin told deputies that he and the baby's 18-year-old mother, along with the child, were staying in the forest when the woman walked away and didn’t return.Blouin went looking for the woman. He told deputies he set the 1-year-old down and left him.Deputies say Blouin is believed to have been under the influence of a controlled substance when he decided to walk away.The child was found by the detective about one mile away from the vehicle the family had been staying in. The baby was found lying naked in the dirt, according to deputies. Blouin was arrested on several charges. 889

DENVER – Coloradans who don’t identify as simply male or female will soon be able to choose a third sex option on their driver’s license or identification card.The Colorado Department of Revenue announced that residents will have three options – M (male), F (female) and X – starting this month.The change in policy is to bring the state into better compliance following two court rulings at the state and federal level, the Division of Motor Vehicles’ Executive Director Michael Hartman told the Denver Post.“This is an important step for the state of Colorado that the state documents reflect our values,” Hartman told the Post. “People are people no matter their sex identification.”Hartman said the change will be a simple one and won’t cost taxpayers any money.In order to choose “X” for their sex on a driver’s license, a person will need to provide either a change of sex designation form signed by a licensed medical or behavioral health care provider or a birth certificate with an “X” sex designation. The change cannot be made online.California, Oregon, Minnesota, Maine and Washington, DC already offer a non-binary sex designation on driver’s licenses and ID cards. Licenses from those states with an “X” designation can be converted directly to a Colorado license with the “X” sex marker.The state said a license or ID card with the "X" designation will be compliant with the federal REAL ID standards.The state also is proposing allowing a third sex option on birth certificates following the settlement of a lawsuit that aimed to declare the state’s birth certificate policy unconstitutional because of its requirement that a person’s sex be surgically changed in order to alter the sex designation on a certificate.The new driver’s license and ID card policy goes into effect under an emergency rule on Nov. 30. DENVER — Convicted murderer Chris Watts has been moved from a Colorado prison to another prison out of state.Four sources confirm to KMGH's Jace Larson that Chris Watts was transferred from the Denver Reception and Diagnostic Center, where a new prison inmate goes after conviction, to an undisclosed facility out of state. Victims’ families -- who requested to be alerted -- have been notified, two of the four sources with knowledge of the movement told KMGH. Watts' current location has not been identified, except to victims' families, the source said.Watts pleaded guilty last month to killing his pregnant wife Shanann Watts and their two young daughters at their home in Frederick, Colorado in August. He was sentenced to three consecutive life terms without the possibility of parole.The Colorado Department of Corrections inmate locator shows Watts' location as the Denver Reception and Diagnostic Center, but this is no longer the case.The move occurred as part of an interstate compact where high-profile prisoners can be moved to another state’s system, or occasionally the federal prison system, for safety.
