(KGTV) - The Old Palomar Hospital on the eastern edge of downtown Escondido could be redeveloped into hundreds of new homes and thousands of square feet of commercial, recreational and office space.In a letter to the city, developer Integral Communities says it wants to turn the site into a 450 homes, and 5,500 square feet of commercial spaces. The project could serve as a new gateway to downtown and add some much needed foot-traffic to Grand Avenue. Some businesses were closed Wednesday despite this being the midst of holiday shopping season. Beth Stevens, who owns the Vinklectic boutique on Grand Avenue, said she would welcome the project and the crowds it could bring. "I think new development is a good thing for everyone," Stevens said. Other business owners, however, said they are concerned about the project's increased traffic. But Rorie Johnston, who heads the Escondido Chamber of Commerce, said downtown needs to become more walkable. "The more you can slow people down, the more you can keep people in an area longer, the more possibility you have to engage with them," she said. Integral reached a deal with Palomar in February to buy the site for million. Palomar moved most of its services to its new hospital in west Escondido in 2012, making the older hospital available. It still offers cancer treatments, mental health services, and has office facilities at the downtown site. A hospital spokesman says it expects to stay in the downtown location through March 2020. Facebook users briefly reported widespread issues with the social media site Thursday afternoon, according to Down Detector, a website that crowdsources telecommunication and social media outages.Down Detector reported that it received more than 6,300 reports of problems on Facebook at about 2 p.m. Thursday. Half of those issues were reported as a "total blackout."After a short outage, it appears service was fully restored to the site.It's unclear what was causing the issues on the platform. 504

(KGTV) - Hundreds of teachers showed up Thursday night at the Escondido Union School board meeting, demanding better pay and benefits.The teachers are in the middle of a prolonged contract negotiation with the district.According to the superintendent, Luis Rankins-Ibarra, the district has offered a 3.37% retroactive raise for last year, when the teachers were working without a contract. Teachers have agreed to that, but are not satisfied with the 2.41% raise offered for the coming school year.“The surrounding districts have much better salary and benefits packages than ours,” said Romero Maratea, a middle school teacher and the president of the teacher’s union.The union is seeking a 2.7% cost of living adjustment (COLA) for next year. They are also asking for clarification on the district’s proposed 0.5% increase to their benefits, saying they do not know the underlying number it applies to.One of the teacher negotiators addressed the board on this topic.“Count the variables. So half a percent of an unknown quantity added to another undefined amount is what you are offering.”Another frustrated teacher commented, “are you trying to hide something? it sure seems like it.”A spokesperson for the district declined access to interview district officials.In a prepared statement from Superintendent Rankins-Ibarra, he wrote, “we are confident that we are close to a fair agreement.”He continued, “the district’s latest contract proposal is one that we can afford while still maintaining the minimum reserve requirement and remain fiscally sound three years out. Facebook has taken down 652 pages, accounts and groups it says were part of a coordinated disinformation campaign. Some of the pages originated in Iran and Russia.The pages and groups were spreading misinformation in the United States, United Kingdom, Latin America and the Middle East while posing as a group called "Liberty Front Press."It also removed content that is says could be traced to groups previously connected to Russian military services.
