SAN DIEGO, Calif. (KGTV) - California Gov. Gavin Newsom said indoor operations must close in the state, so some businesses like gyms and restaurants are moving outside. For the beauty industry, there’s a divide. While Newsom and San Diego County officials said businesses can move outside, the California Board of Barbering and Cosmetology won’t allow it.Bahar Radman is a stylist at Del Beauty Box and said she already started cutting hair in her salon’s parking lot. She said it works because there is more space to spread out, there is better airflow, she already has the cosmetology training on best hygiene practices, and she’s also taking coronavirus safety precautions, like keeping a mask on the whole time. She said of her first three outdoor clients, all were happy with the setup and already booked return appointments.This goes against the California Board of Barbering and Cosmetology rules, though. In a statement, a spokesperson from the Department of Consumer Affairs said, “The Board of Barbering and Cosmetology understands the effect shutdowns have on businesses and is sensitive to that. As it stands at this moment, under current laws and regulations, the services cannot be performed outside. SAN DIEGO, Calif. (KGTV) -- People living on the streets are worried that the new portable restrooms installed by the city will get shut down because of those using them for illegal activity.  The city installed four portable bathrooms on First and C Street near City Hall. Four hand washing stations were also installed.On Monday, people using the restrooms were thankful and said the restrooms were long overdue. One man, a Navy veteran, told 10News he's used the restroom twice since they were installed. On one of those trips, he found a used needle. He worries drug users will force the city to shut the bathrooms down. The area has 24-hour security. Security guards work in 12- hour shifts. One guard told 10News he warns people that they can't stay in the bathroom for too long. The city plans on installing other portable restrooms at different locations in the coming weeks. San Diego, CA (KGTV)- Some high school students in the Grossmont Union High School District will return to partial in-person learning starting on September 29.Sixty-eight percent of parents surveyed districtwide wanted their high school students to return to an in-person, blended learning model, while 32 percent wanted their students to stay in full-time distance learning from home.The district is moving forward with both options.Starting Tuesday, some students will be back on campus with limitations."Students have to be divided into smaller groups," said Theresa Kemper, the district's superintendent.If parents chose the blended learning model, their student has been assigned to Group A, Group B, Group C, or Group D, based on factions like students per household, transportation needs, and course schedule."They each will come to school one day a week," she said.The group placement determines which day the students will come to campus; they will be learning from home the rest of the time.The district created a roadmap for reopening, which includes five levels."We want to make sure that we're really confident with new routines that have been established, we want to make sure the county health conditions are continuing to improve," said Kemper.All schools in the district have been operating at Level 1, which is strictly distance learning.Level 2 begins next week and allows students to learn on campus one day a week, with 25 percent of the campus population, in class sizes of eight to twelve students."Our Special Education academies and alternative schools are also starting at Level 2, but will attend two days a week instead of one," she said.All students will be screened and have their temperatures checked before entering the classroom, teachers, and staff will be tested for COVID-19 regularly, and everyone will be required to wear facial coverings.The schools will also be deep cleaned each day, and students will be physically distanced from one another."If everything looks good, after about two weeks, we could potentially announce going to the next level," said Kemper.By level five, students will be back on campus five days a week.Kemper said the district is taking a cautious approach and has plans in place if a school needs to jump back a level at any time."If we change from two days a week to one day a week, then we already got a plan in place, and it's easy to transition to that," she said. SAN DIEGO (KGTV)— Some people in San Diego are still feeling the shakes after yesterday's Ridgecrest Earthquake. It is prompting concerns about activity along San Diego County's own fault lines. Living in California, we can never say, "We never saw it coming." But seismologists said yesterday's quake was very rare. "It comes along here [points at map] and meets another fault perpendicular, and that's not typically what I work on or what I've seen before," Scripps Institute of Oceanography seismologist, Dr. Debi Kilb, said.The epicenter was not close to California's most known and large fault line, the San Andreas. "This is where our main 6.4 [Magnitude quake] occurred," Dr. Kilb said. "You can see, it's not on any of these really well-known faults. So it's occurring on a fault that's unmapped or unknown."Here in San Diego, there are also many smaller, lesser-known fault lines, like the Rose Canyon Fault. It meets the shore near La Jolla, travels right underneath Interstate 5, through Downtown San Diego, and exits out of the Silver Strand. Dr. Kilb said the Rose Canyon Fault has been seismically inactive since before 1900. The more active fault locally is the San Jacinto Fault near Anza Boreggo. But if a quake were to emerge out of Rose Canyon, it could potentially be very damaging to our area. Being along the coast, San Diego could be under water. "Yes, you can definitely get a tsunami from that," Dr. Kilb said. However, she said a tsunami is most likely in San Diego, after a massive earthquake near an active fault, off the Oregon or Washington Coast. In preparation, the City of San Diego is retrofitting many buildings, like the iconic California Tower in Balboa Park. By the end of the seven-month construction project, the Tower should be able to withstand a significant quake. But aside from buildings and bridges, Dr. Kilb said WE should always be preparing for the next "Big One.""Now is a good time to just look around and say, 'Is there anything breakable on my shelves that I should take down? Are the bookcases actually secure to the ground?' So just do a walkthrough," Dr. Kilb said. You are also encouraged to talk with your family about an emergency plan and have a 3-day emergency kit ready for every family member, including pets. SAN DIEGO (KGTV)-- Reports show some people are so desperate to get the new COVID-19 vaccine that they are offering boutique physicians thousands of dollars to jump the line — but doctors say that is not an option.Money can certainly get you perks: personalized care, treatment, even at-home COVID tests."Concierge clients definitely get privileges," Dr. Donna Ni said. "They really don't want to go to the doctor's office. They want to be seen at home. So a lot of the outpatient services are actually delivered at the patient's home."Dr. Ni owns San Diego Concierge Medicine, a boutique private practice offering medical and aesthetic services. With another surge in COVID-19 cases and the new vaccine roll-out, she says her clients are getting curious."They ask, 'How can I make sure I have plasma antibodies? How can I make sure I get Remdesivir? Do I qualify for Regeneron?'" Dr. Ni said.Some reports show the rich and famous in Los Angeles are getting antsy, asking their concierge doctors to administer the vaccine now. Some are even offering thousands of dollars in donations to jump the line. But Dr. Ni says that is not possible."It is only to the hospitals, to the front lines, and none of my members are going to be able to get that," Ni said. "Pfizer is highly controlled by the government right now, so we just tell the clients to wait a little."What they are doing now is preparing and connecting clients who fall in the second tier to hospitals with the vaccine."We want to make sure that our clients are one of the first in the second tiers," Ni said.While there are no jumping tiers or skipping the line, Dr. Ni says concierge clients do get perks, a doctor personally advocating on their behalf to get care quickly."We are not trying to get them to a different priority group," Ni said. "We just want to make sure that when that priority group hits, they are eligible for care."The only people who are eligible to receive the first wave of COVID-19 vaccines are hospital and emergency staff, as well as people at long-term care facilities.
