SAN DIEGO (KGTV) — A frustrated neighborhood in Sabre Springs is preparing to fight back amid a string of car break-ins.Bill Powers owns a townhouse just off Poway Road where Sabre Springs meets Poway. A year ago, he says the reports on social media of car prowlers started to climb."Anger and frustration that it's happening right on my back doorstep," said Powers.An idea was born from that frustration.MAP: Track crime happening in your neighborhood"I think the use of a bait car would be really helpful," said Powers.He recently proposed the idea online and almost immediately, someone already volunteered their old car.Powers says the bait will be something like a used laptop, placed in plain view.  He'll pitch in some of the cameras, including GoPro cameras, to be mounted on homes and windows."Our goal is to get decent footage of the act and share it with proper authorities," said Powers.Powers is also looking for help."I have volunteers but definitely need more," said Powers.He's hoping for neighbors willing to take a shift watching the car. Powers tells 10News the volunteers will be following an "Observe and Report" to police or deputies protocol. Powers hopes to have the bait car up and running in the next few months. We would much rather have the public partner with the law enforcement agencies responsible for their neighborhood to develop effective and safe crime prevention techniques. SAN DIEGO (KGTV) - A Coronado Police officer who was among the first to arrive at the Spreckels Mansion after the death of Rebecca Zahau testified Monday in the wrongful death civil case.Zahau’s death was ruled a suicide in 2011 but her family believes she was killed. They sued Adam Shacknai, the brother of Rebecca’s boyfriend.Adam Shacknai called 911 to report the body hanging from the balcony.TIMELINE: Rebecca Zahau?caseIn testimony Monday, the unidentified officer said his duty was to go through the home and make sure no one was still inside, deeming it safe for investigators to enter. Investigators would later find a single boot print on the balcony where Zahau’s nude body was found bound and hanging. The shoe print would end up being one key piece of evidence. Investigators needed to find out who it belonged to, and if someone else was with Zahau before her body was discovered.SLIDESHOW: Coronado death investigationThe Zahau family lawyer is trying to prove Adam Shacknai was with her and played a role in her death. Shacknai’s lawyers argue there is not a single piece of evidence that ties him to Zahau’s death.  His DNA was never found at the scene, and there were no eyewitness accounts to support the Zahau family’s claim, lawyers say. The officer on the witness stand was questioned about the shoe print by Keith Greer, Zahau’s family lawyer.“Do you know whether or not that footprint on the deck is yours?” Greer asked.“Personally I do not, but I’ve been told that it is,” replied the officer.He said as part of the investigation, his boots were taken in as evidence.Investigators later determined the print was accidentally left behind by the officer during his sweep of the home.The same officer who testified answered questions from Shacknai’s lawyers about a call he responded to at the home days before Zahau’s death.Zahau’s boyfriend’s son, Max Shacknai, had suffered a life-threatening fall inside of the home while in her care.“Once I entered the house I saw a small boy on the ground with some debris on him,” said the officer.He went on to say he remembers seeing Zahau very emotional and crying, but doesn’t remember directly speaking with her.A PERT counselor, a fingerprint expert and a handwriting expert are also expected to testify Monday. 2314

SAN DIEGO (KGTV) — A Clairemont man convicted of stabbing his mother to death was sentenced to 26 years to life in prison Friday.Joseph Robert Burks, 31, was convicted in June of first-degree murder in the July 24, 2017, slaying of his 58-year-old mother, Angela Burks, who was a longtime Otay Ranch High School science teacher.Police say Burks used a stun gun to incapacitate his mother, before stabbing her more than 20 times in the head, neck, and throat at the home they shared.RELATED: 499

  

SAN DIEGO (KGTV) -- A 37-year-old man was arrested and booked after trying to snatch a toddler from their parent's car outside of a Costco in Vista, according to San Diego County Sheriff’s Department.The incident happened just before 3 p.m. in the parking lot of the store located at 1755 Hacienda Drive.Sheriff's Sgt. Nanette McMasters said a woman, her fiancée, and their two small children were backing out of a parking stall when the suspect opened the rear vehicle door. The suspect attempted to remove the 2-year-old child from the car.The child's parents got out of the car and confronted the suspect, identified as Adam Glavinic."The incident drew a crowd and a physical confrontation occurred between the father and Glavinic," said McMasters.An off-duty sheriff's employee and other witnesses intervened in the confrontation and held the suspect until two deputies from the Vista Sheriff's Station arrived on the scene.Glavinic was arrested for attempted kidnapping and being under the influence of a controlled substance. He was booked into the Vista Detention Facility, according to McMasters.It's unknown at this time if the toddler, the father, or the suspect suffered any injuries during the incident.The incident remains under investigation. 1265

  

SAN DIEGO (KGTV) - A 10News investigation has revealed that the California department responsible for the state’s child welfare program does not maintain data regarding all deaths of children in foster care.  The revelation is prompting calls for immediate action to child welfare services from at least one San Diego-based politician.State law requires counties to report any child death that is determined to be suspected to be the result of abuse or neglect to the California Department of Social Services.  According to the CDSS, each county in California is required to keep track of every foster child that dies while in its custody.Counties are also responsible for reporting all high profile incidents that occur in foster homes to the State Department of Social Services. High profile incidents would include incidents involving death or serious injury. But the CDSS has no master data list available regarding foster deaths and says that information is maintained at the county level.Using open records laws Team 10 collected the total number fatalities of children residing in a foster placement from all 58 counties in the state since 2010.The numbers show more than 250 kids died during that time across the state. 1290
