BEIJING, May 8 (Xinhua) -- To achieve equitable development globally, China adheres to a principle of "common but differentiated responsibility" on climate change, a senior official said here Saturday.Xie Zhenhua, vice minister of the National Development and Reform Commission (NDRC), made the remarks at the International Cooperative Conference on Green Economy and Climate Change.Xie's comments came a day after Chinese Premier Wen Jiabao said that according to the principle of "common but differentiated responsibility," the international community should further clarify the mandatory reduction targets for developed countries and mitigation actions for developing nations."Developed countries discharged a great amount of greenhouse gases during their industrialization in the previous two centuries. That is the main cause of global warming," said Xie, one of China's leading negotiators for climate change talks. "That's why they should take most of the responsibility to reduce carbon emissions."Developed countries have already overused the earth's atmosphere for emissions, occupying what should be emission quotas for developing countries who are developing to meet their citizens' basic needs, he said."Developing countries are now beginning to industrialize. It is unfair to limit their development," Xie added.Xie said developed countries should transfer environmentally friendly technologies to developing nations and increase their aid to poor nations.Although a challenging task, China was likely to lower its energy consumption per unit of gross domestic product (GDP) by 20 percent at the end of this year compared with the 2005 level, he said.China would work to play a constructive role to promote a successful Cancun conference and further enhance dialogue and cooperation with the international community in terms of tackling climate change and promoting sustainable development of the world, he said.Five months after the Copenhagen talks and seven months before the Cancun conference, Saturday's conference was recognized as a platform to promote the materialization of pledges in the Copenhagen accord and urge for a fruitful Cancun conference.With a theme of "Low carbon, New energy and Sustainable development," the conference was organized by the China Center for International Economic Exchanges. The conference has invited top leaders, environment officials and entrepreneurs from both China and countries including Brazil, India, Mexico and South Africa.

BEIJING, May 10 (Xinhua) -- China's Health Ministry on Monday vowed to ban smoking in all its offices in four months, part of an arduous campaign to curb public smoking around the country.Yang Qing, director with the ministry's community health department, told reporters that hospitals, clinics and other medical institutes nationwide should follow suit to impose strict smoking ban by 2011."No Smoking" signs will be placed in the ministry's conference rooms, lavatories, car parks and stairways while a designated smoking area will be set up outside the office building, the official said.He said the ministry also bans its employees from giving tobacco as gifts -- a rooted tradition in China's office culture. Employees who break the ban will be punished, while those who quit smoking in a year can expect cash rewards.Though Yang did not elaborate how hospitals and clinics under the ministry's supervision should go tobacco-free, it is widely believed that similar policies will be imposed soon among the country's medical institutes.Data from the ministry show China has more than 350 million smokers, mostly men influenced by a macho culture. Doctors with smoking habit have become a prime target of China's tobacco control campaign.Yang said smoking should be banned in all public venues, workplaces and public transport vehicles by 2011, according to the World Health Organization Framework Convention on Tobacco Control, which took effect in 2005.It was signed by the Chinese government in 2003 and ratified by the country's top legislature in 2005. National and local governments ramped up anti-smoking campaigns in recent years, but these were not effective as expected because no strict laws are in place, observers said.Yang said the ministry is now coordinating with the country's lawmakers to push for such legislation.

  

XIANGNING, Shanxi, April 5 (Xinhua) -- Sixty of the 115 workers who were pulled out alive after being trapped for over a week in a flooded coal mine in north China will be transferred to big city hospitals for better medical treatment, local authorities late Monday.Currently, the survivors are being treated at five hospitals near Wangjialing Coal Mine, which straddles Xiangning County, of Linfen City, and Hejin City, of Yuncheng City, in Shanxi Province.The Shanxi provincial government and medical experts dispatched by the Health Ministry have decided to transfer 60 rescued miners to key hospitals in the provincial capital Taiyuan Tuesday to receive better treatment.A special train will be deployed by the Ministry of Railways to take the patients to Taiyuan. The train will depart at 7:00 Tuesday morning and the trip will take 4 to 5 hours.Each of the patients will be equipped with two medical staff.

  

CANBERRA, May 15 (Xinhua) -- Visiting General Guo Boxiong, vice-chairman of China's Central Military Commission, and Australian Minister for Defense John Faulkner have vowed to strengthen exchanges between the armed forces of China and Australia.China and Australia shared common interests and desire in ensuring the peace, stability and development of the Asia-Pacific region, said a joint statement released by Guo and Faulkner Friday.The two sides hailed the development of their military-to-military relationship in recent years and said positive outcomes had been achieved through senior visits and exchanges in education, training and technical areas.Both sides agreed that strengthening open dialogue on defense and security issues between Australia and China was conducive to promoting bilateral relations.The statement said China and Australia were both pleased with the outcomes of the current visit and the opportunity it provided to further strengthen bilateral ties and military exchanges.The Sino-Australia defense relationship was an important part of bilateral ties and both sides would work concertedly to sustain sound and stable development in this regard, it said.Both countries should respect and take into full consideration each other's core interests and major concerns, and develop ties on the basis of mutual respect, equality and mutual benefit, the statement said. It said the two sides had also agreed to carry out more top-level visits to further promote mutual trust and discuss ways to boost the transparency of defence policies.Both sides said maritime security was crucial in keeping maritime trade routes open, and agreed to organize a joint maritime exercises with naval ship visits in the future and to continue exchanges on humanitarian assistance and disaster relief.The two countries agreed to enhance exchanges between the two armies and to push ahead exchanges of mid-level and junior officers in such areas as information sharing, peace-keeping, medical treatment and sports.Guo arrived in Australia on Tuesday for a four-day official goodwill visit at the invitation of Faulkner. He has already met with Australian Prime Minister Kevin Rudd and Foreign Minister Stephen Smith.
