SAN DIEGO (KGTV) -- Chula Vista City Councilman Steve Padilla says he's tested positive for COVID-19.Padilla, who represents Chula Vista's District 3, made the announcement in video Saturday that was published on his Facebook page."After recently experiencing symptoms, I was diagnosed as being positive for the COVID-19 virus, also known as the coronavirus," he said.Padilla appeared in good spirits as he told viewers that he was doing "very well" and "feeling well."In a follow up statement, he described having a fever, body aches, headaches, chills, that "came on very rapidly." He noted he had come into contact with friends, colleagues, and the public over the last week."I’m in close coordination with County Public Health officials who are taking all precautions to ensure the health of people I’ve been in contact with," he said.He was recently in Santa Cruz County where he was conducting a hearing as California Coastal Commissioner."I want to remind everyone to keep a safe distance, wash hands, and look out for the elderly most at risk," he said.Padilla has previously served as Mayor of Chula Vista from 2002-2006, and is a former officer and detective with the Chula Vista Police Department. In the Chula Vista city website, Padilla is noted for being the first person of color ever elected to City office in Chula Vista history, the first Latino Mayor, and the first openly LGBT person to serve or be elected to city office. Here's Councilman Padilla's statement:“I’ve tested positive for COVID-19. I am doing well and back at home. I feel healthy, strong and safe. Following the guidance of County Public Health officials, I’m self-isolating and working remotely to serve Chula Vista. My main concern now is for the well-being of others. My friends and family have been informed and are taking the necessary steps—but it’s my duty to be transparent for the entire community. I must be mindful of all I’ve come in contact with in my service as your Councilman and Coastal Commissioner.I’m in close coordination with County Public Health officials who are taking all precautions to ensure the health of people I’ve been in contact with. I continue to work with City and County leaders on measures to keep our community cared for.I want to remind everyone to keep a safe distance, wash hands, and look out for the elderly most at risk. This is a scary time. My symptoms– fever, body aches, headaches, chills – came on very rapidly. If you have symptoms or questions, contact your care provider and visit coronavirus-SD.com [amplify-campaigns.us20.list-manage.com] for up to the minute information. Now, is when community really matters. We need to care for others. Be mindful of seniors. And look out for one another – even when we have to keep a distance.I’ll be keeping everyone posted on community updates here in Chula Vista, and throughout San Diego County, as this public health crisis develops.” 2924

SAN DIEGO (KGTV) -- Chief Edward Gallagher has retired weeks after it was determined his rank would remain intact, an attorney confirmed. In late November, Gallagher and three other SEALs were notified that a board of peers would determine whether or not they should remain SEALs, the Associated Press reported. President Donald Trump then ordered the Navy to allow Gallagher to retire as a SEAL with his rank intact. Defense Secretary Mark Esper allowed Gallagher to retire without the possibility of being removed from the SEALs — at the President's direction — shortly after firing then-Navy Secretary Richard Spencer over his handling of the case.RELATED:Trump says Navy won’t remove Gallagher’s SEAL’s designationEsper says Trump ordered him to allow SEAL to keep statusPentagon chief fires Navy secretary over SEAL controversy“I have directed the Chief of Naval Operations to terminate the Trident Reviews for three Naval Special Warfare officers. Given the unique circumstances of these three remaining cases, I have determined that any failures in conduct, performance, judgment, or professionalism exhibited by these officers be addressed through other administrative measures as appropriate, such as letters of instruction or performance observations on their officer fitness reports," Modly wrote.Gallagher was acquitted of murder in the deadly stabbing of an Islamic State militant captive in Iraq. He was, however, convicted of posing with a corpse. 1471

SAN DIEGO (KGTV) -- Boulevard Fitness in University Heights is open for business, with a line of people wrapped around the building waiting to go inside to workout on Tuesday, even though they’re not supposed to be open.Last week, San Diego County Supervisors said the county would be cracking down on businesses that violate public health orders put into place due to the coronavirus pandemic.A gym owner in Ramona was recently charged with several misdemeanors for staying open for indoor workouts. The San Diego County District Attorney’s Office said Peter San Nicolas, owner of Ramona Fitness Center, faces five charges that each carry ,000 fines. However, at Boulevard Fitness, staff members told ABC 10News they’ve had visits from police telling them they should not be open, but nothing more. The gym on El Cajon Boulevard is limiting the number of people inside and increasing cleaning and other measures to try to limit the risk of potential virus exposure to gym members.A San Diego Police Department spokesperson said officers are responding to complaints about businesses that are open when they’re not supposed to be, but police are -- at this point -- only educating businesses that may be in violation of the health order and not physically forcing any shutdowns.San Nicolas is holding a rally in Ramona Tuesday night in hopes of getting the word out that small businesses, including gyms like his, are still trying desperately to survive -- even if, in some cases, it means facing charges to stay open. 1526

SAN DIEGO (KGTV) - Cockatiels rescued from unsanitary conditions in a Rancho Bernardo apartment are now available for adoption, the San Diego Humane society announced Tuesday. Humane Society Law Enforcement Officers seized more than 80 birds from one unit Jan. 23. They were flying freely through the home, creating an unhealthy situation, shelter officials said.Veterinarians cleared the birds for adoption. The cockatiels will need socialization and time to adjust to their new homes, according to the Humane Society. RELATED: More than 80 birds rescued from unsanitary conditions at Rancho Bernardo apartmentAnyone interested in adopting a cockatiel can contact the Humane Society between 11 a.m. to 4 p.m. this week. The birds are available on a first come, first served basis. For more information, visit the San Diego Humane Society. 847

SAN DIEGO (KGTV) - Cal Coast Academy, a private school in Carmel Valley, has an "ambitious" plan to bring kids back to campus as soon as San Diego gets approval from state and county administrators."When we put our mind to something, we make it happen," says Jan Dunning, the school's founder and principal.Dunning plans to build six large tents on the school's property, similar to tents used at weddings or other large events. They'll have flooring, electricity and other amenities to make them feel like indoor classrooms."At my school we think on our feet," says Dunning. "We are flexible because we work with students that need flexibility. So that's a real strength of ours."Cal Coast Academy caters to students who need non-traditional learning, like elite athletes who travel extensively, international students, or students with learning disabilities. That's why the school feels they'll be able to make a non-traditional learning environment work this fall.Class sizes in the tents will be limited to six students per teacher, to allow for social distancing. But the project isn't cheap. Dunning says they've already spent nearly ,000 on the tents. Costs like that make it unlikely that public schools with large enrollments would be able to hold classes outdoors in a similar fashion. But Dunning believes it's doable for small groups, like students with special needs who struggle with online learning. 1424
