SAN DIEGO (KGTV) — A San Diego-area man and his grandmother filed a federal lawsuit against two San Diego County Sheriff's Deputies.The lawsuit alleges deputies responded to the wrong address and pulled a then-17-year-old out of his apartment. "I've never experienced something like that," said Cesar Jaramillo.Jaramillo says last October he was watching TV on the couch when he heard a knock at the door. He says deputies asked if someone from the residence called 911.According to his lawsuit, "Cesar informed defendants the call was not from his residence. When defendants asked Cesar if there was a young black female in the apartment, Cesar said 'No,' and informed defendants that they were at the wrong apartment building. Cesar knew who defendants were referencing and knew they lived in the other building. Cesar informed the deputies over half-a-dozen times that defendants were at the wrong building."Jaramillo tells 10News he complied with everything the deputies asked but felt like they didn't believe him."That's when I started closing the wide door, that's when he just reached in and grabbed my hand," Jaramillo said.The lawsuit claims, "Without warrant or probable cause, both defendants unreasonably lured Cesar to unlock and open the door, then entered into Plaintiff's residence and forcibly pulled Cesar by the forearms into submission, leaving instant bruises on both arms."Jaramillo's grandmother was in the back of the house at the time and said she woke up to the commotion."I saw my grandson laying on the ground, in handcuffs and I went crazy, and I said, what is happening," said Teodora Villalobos.According to the lawsuit, "Due to unreasonable seizure and force used on her grandson Cesar, as well as defendants' indifferent attitude, Teodora began having heart complications on scene."Jaramillo's lawsuit alleges negligence, battery, and unreasonable search and seizure, among other things.10News reached out to the San Diego County Sheriff's Department for comment, but a spokesperson they can't comment on pending litigation. 2066

SAN DIEGO (KGTV) -- An Australian national and his Long Beach business partner are accused of siphoning more than million from the State of California in a years-long charter school scheme. According to the San Diego District Attorney, the pair sought out small school districts with limited experience in oversight and proposed they start online charter schools to earn more public funds. Sean McManus, 46, and Jason Schrock, 44, the CEO and president of A3 Education, along with nine other people named in the case have been indicted in San Diego County. Criminal counts include conspiracy, misappropriation of public funds, paying for student information and conflict of interest.A year-long investigation uncovered a massive scheme in which McManus and Schrock told subordinates and co-defendants to open a total of 19 charter schools in both San Diego County and statewide, according to the DA. On top of creating the charter schools, both McManus and Schrock are accused of running another scam that paid athletic organizations for student information. The pair reportedly paid pre-existing youth programs as little as per student for enrollment documentation and would then enroll the students into a charter school during the summer, collecting roughly ,000 per student from the state. McManus and Schrock are then accused of transferring more than million in public charter school funds into companies the pair own or control. Instead of spending the money on education, once the money was in private bank accounts, both men are accused of using the funds for themselves and their families. According to authorities, McManus and Schrock used the money to invest in startup companies, real estate, and wired money directly to themselves or family members. Most of the money obtained from the state ended up in the pockets of McManus and Schrock, the District Attorney's office said. San Diego's District Attorney held a news conference Wednesday morning. SAN DIEGO (KGTV) -- A second person has died and three children remain hospitalized after a fire tore through a Logan Heights home Sunday morning. The family’s oldest son told 10News his mother and father, who he identified as Nicolasa Mayo and Jose Romero, were killed in the fire. His two younger sisters and brother remain in the hospital following the blaze. The 26-year-old says he awoke Sunday morning to find his bed on fire. The man tells 10News he tried yelling at his family to get out of the home. "My dogs were jumping on me, trying to wake me up. I woke up. When I woke up, my bed was on fire. I jumped out of bed and started screaming the house is on fire," said Wilber Romero.The fire started around 4:30 Sunday morning on the 3100 block of Clay Street. "The minute I stepped out of my restroom, my house on the inside felt warm, like really warm. The curtain was open and I looked across the neighbors house was just bursting in flames," said Maria Orona, who lives nearby. According to the San Diego Fire-Rescue Department, firefighters had to go inside the home to pull many of the victims out. One witness who was nearby when the fire started told 10News he could see one of the victims reaching through bars in the windows, unable to escape.At least three fire engines and dozens of firefighters responded to the blaze.At this time, it’s unclear what sparked the fire, but the metro arson strike team was called to the home to investigate.A GoFundMe has been set up for the family to help cover funeral expenses. 1541

SAN DIEGO (KGTV) - A would-be purse snatcher was caught by San Diego Police in Normal Heights Tuesday thanks to witnesses.Stephanie Moore says she was inside the Vons on Adams Avenue and 36th Street when a man grabbed her purse.As soon as it happened, Moore says she started chasing after the suspect. “I am a tough girl and the first thing I do is act instead of react.”Rocco Estello and two other good Samaritans tell 10News they saw the incident happen when they also ran after the suspect, calling police in the process."We caught up to him, but he took off this way and SDPD caught up to him, which is a really, really good blessing because it makes me feel better to be on these streets,” said Estello.The man was arrested and the purse returned. Moore says her keys are still missing, but she believes they just fell out during the chaseIn the end, Moore says she’s thankful to have her purse back and that there are good people in the world. “I always think there’s good people in the world because I see people stand up when they need to.” 1061

SAN DIEGO (KGTV) -- After being diagnosed with congenital heart disease and having four open heart surgeries and a pacemaker, Cristi Walker was about to have a heart and liver transplant until doctors at UC San Diego wanted to try something else, a pulmonary valve replacement."We got outta surgery I had one question for my husband, what was it? He said 'it was a cow valve' and I thought my life came full circle and a cow made it so I could live a longer life," said Walker.She received a pulmonary valve from a cow and that was back in 2017. Since then, she said she's never felt more happy and healthy."I felt so connected, happy, present and I knew I wanted to share it with others and that’s the idea where Heart Haven came," said Walker.She acquired land, adopted animals and was finally ready to open Happy Heart Haven, a non-profit animal sanctuary in Valley Center with pigs, horses, lambs and of course, cows."This is a place where people can leave all their troubles behind and they can be in the here and now, live in present and fill their heart with joy that animals can bring."She said she was nervous to open amid a pandemic, "What if this fails? What if it doesn’t work, what happens then, it was scary I’m not gonna lie."But she said after several open heart surgeries and a gift from a cow that she said she could never be more thankful for, "I’ve chosen to overcome every obstacle that comes my way, and to live in the moment and live every day as if It were my last."The sanctuary is open for household groups by appointment only, and she said reservations fill up quick.
