BONSALL, Calif. (KGTV) — Friday marks one year since the devastating Lilac Fire tore through northern San Diego County. More than 100 families lost their homes in the fire."Everything seems different,” said Bonsall resident Marci Grihalva. “I don't know what it is, but it's almost surreal.”Staring out at the landscape, Grihalva surveys her neighborhood."I think everyone was just really surprised how fast this fire went. It was just here,” she said.Grihalva lives in the Rancho Monserate community. It’s just west of the Interstate 15 in the Bonsall area. Last year, the Lilac Fire turned her home and most of her neighborhood to ash."If I think about it, what I lost, it's almost too much,” Grihalva told 10News. “I just can't handle it. It's too hard; it's too hard.”The homes in Rancho Monserate were some of the first to go. Grihalva said she and her husband watched the destruction on television. In the end, 114 homes were destroyed, 55 more damaged, and 45 horses died.Following the fire, the County of San Diego issued a fire response report. It breaks down the sequence of events and focuses on response efforts. The report also highlights successes and offers recommendations on how to be better prepared."The county is constantly improving,” said Holly Crawford, director of the county's Office of Emergency Services. “What we do here in my office is we don't just learn lessons from our own disasters, we look at disasters that happened elsewhere.”Team 10 asked Crawford about each of the recommendations listed in the report and whether or not the county is moving forward with them. Brittany Littleton started “Little Luv Rescue” straight out of high school, taking in abused and neglected animals.“Animals are my favorite part of life, I would say,” Littleton says. “They’re just like pure, innocent beings.”When the wildfires hit southern California, Littleton didn’t hesitate to do what she does best: rescue animals. As everyone else was fleeing, Littleton drove into a fire evacuation zone to rescue livestock.“The fire came to the top of the hill, and it was like you could feel the heat from hundreds of feet away,” Littleton recalls.Littleton and other volunteers herded sheep, goats, horses, and even turtles, into their vehicles. But they realized they had nowhere to put them.Then, Cesar Millan, popularly known as “The Dog Whisperer,” stepped up to help.“I was raised on a farm, so I’m a farm boy. I had a pack of dogs and pigs and chickens, so to me, this is normal,” Millan says.Millan took in and tended to the rescued livestock. Many of them needed more care than others, like one llama saved from the wildfires.“So now, the little baby maggots are coming out,” Millan says, while tending to the llama.The animal was malnourished and had an infection. In a way, the wildfire evacuation may have been a blessing in disguise.“In her case, it actually saved her life completely,” he says. “Medically, emotionally, spiritually, everything. We were not counting on looking at this.”An extreme case like that one only underscores why Littleton fell in love with rescues in the first place.“I think everyone has that sense of like wanting to protect the innocent and animals are the innocent, and they can’t get themselves out and we have them,” Littleton says. “And people have purchased them or bred them or whatever, rescued them, and now have put them in a situation where they rely on us, so we can’t turn our backs on them. We have to get them out to safety because we are the ones who are responsible for that.” 1957

Both chambers of Congress voted on Monday on a long-awaited COVID-19 relief package. A deal was reached among Congressional leaders Sunday evening, who worked through the weekend to smooth over differences, after months of tense negotiations.The vote passed the House by a 359-53 margin. Several hours later, the measure was approved by the US Senate by a 91-7 margin. The bill now goes to President Donald Trump for his approval. The bill included 0-a-week in supplemental jobless benefits, direct payments of 0 for individuals, more than 0 billion in small business loans and more than billion for schools, as well as billions for help with vaccine distribution.The relief bill is not expected to have money for state and local government aid, something Democrats had been pushing for as municipalities experience sharp declines in tax revenues.However, the measure would extend the deadline for using CARES Act funding from earlier this year. The deadline to use that funding without losing it had been the end of the year.The pandemic relief package is connected to a larger .4 trillion spending package that must get passed by Congress to keep the government running and fund it through September 30, 2021.Congress passed a two-day government funding bill Friday evening to push the shutdown deadline to Sunday night at midnight. The House then approved a one-day extension of government funding Sunday night, which Trump signed, according to the Washington Post, to allow the COVID-19 relief package to be finalized so both measures can be voted on together.The possibility of a relief bill deal happened earlier in the day Sunday, after late-night conversations Saturday over a key sticking point about the role of the Federal Reserve.Republican Senator Pat Toomey had pushed a provision late last week to pull back to the role of the central bank’s emergency lending authority, after it was given some abilities with the CARES ACT earlier this year. He wanted to rescind some of the unused funds from the emergency loan program, as well as stop some of the changes to the Fed approved in the CARES Act.Democrats said the provision would tie the hands of President-elect Biden’s administration and limit options for aid in 2021. Beverage maker Coca-Cola has slowly been announcing the cancelation of brands over the last few months, this week they officially announced they are cutting the number of brands they offer in half: saying goodbye to 200 brands.Earlier this month, the company announced plans to discontinue Odwalla juices, Zico coconut water, TaB diet soda, Coca-Cola Life, Diet Coke Feisty Cherry, as well as regional brands like Northern Neck Ginger Ale and Delaware Punch.In a statement, the company said reducing their brands by 50 percent will help them focus on its most profitable offerings and new offerings like Topo Chico hard seltzer and AHA flavored sparkling water.In a comment to investors, CEO James Quincey said they had finalized the list of which brands will remain, but he would not give specifics. He did say the "hydration" category, which includes drinks like Dasani water, Powerade, Vitamin Water and Zico, will see more cuts, according to CNN. Zico was already announced as being on the chopping block. "Throughout this year's crisis, our system has remained focused on its beverages for life strategy. BRUCE TOWNSHIP, Michigan — A company that supplies equipment to the University Hospitals fertility center said its storage tank did not malfunction. “The early stages of our investigation into this unfortunate incident indicate it was the result of human error,” Custom Biogenic Systems said in a detailed statement sent to E.W. Scripps Co. TV station WEWS in Cleveland, Ohio.In a letter to patients on March 26, University Hospitals said that a remote alarm system on a storage tank that was designed to alert a University Hospitals employee to changes like temperature swings was turned off. UH said that on the evening of Saturday, March 3, the temperature inside the tank, which contained thousands of eggs and embryos, rose. UH does not know when the alarm was turned off. During the period when the alarm was off, UH said it had been experiencing “difficulty with what is called the liquid nitrogen automatic fill on the storage tank” for “several weeks.” Liquid nitrogen is added to the storage tank to keep specimens frozen, and it can be added manually or automatically. According to UH, “We had been working with the tank manufacturer who had previously provided instructions on the necessary maintenance to ‘thaw’ the storage tank to correct this difficulty. To do that required transferring all specimens to an extra storage tank previously provided by the manufacturer. This process takes several weeks, and had begun when this event occurred, though no eggs or embryos had yet been moved to the extra tank.”Custom Biogenic Systems, of Bruce Township, Mich., says the extra tank was available to UH on Aug. 15, 2017, UH finalized its arrangements for delivery of the tank on Oct. 27, 2017, and the tank was delivered on Nov. 2, 2017. That’s almost four months to the day before 950 UH patients lost 4,000 eggs and embryos in an event the hospital would later call “catastrophic." With the automatic fill not working on the original tank, UH added liquid nitrogen to the tank manually. This was done by connecting the storage tank with a line to a tank of liquid nitrogen from the Embryology Lab. But, according to UH, “For several days prior to the weekend in question, a manual fill could not be done using the line in the Embryology Lab because there were no liquid nitrogen tanks available. So, containers of liquid nitrogen were obtained from the Andrology Lab. Those containers were then manually poured into the top of the tank, while amounts of liquid nitrogen and temperature were monitored.” Custom Biogenic Systems says its tank is not designed to be filled by liquid nitrogen poured into the top of the tank.The company said its product manual states:  2744
