(AP) — A federal judge has ordered the U.S. Census Bureau for the time being to stop following a plan that would have had it winding down operations in order to finish the 2020 census at the end of September. The federal judge in San Jose, California, issued a temporary restraining order late Saturday against the Census Bureau and the Commerce Department, which oversees the agency. The order stops the Census Bureau from winding down operations until a court hearing is held on Sept. 17. The head count of every U.S. resident every ten years helps determine how .5 trillion in federal funding is distributed and how many congressional seats each state gets. Those who have not filled out the paper census yet can fill it out online by going to the official census 2020 website. The temporary restraining order was requested by a coalition of cities, counties and civil rights groups that had sued the Census Bureau, demanding it restore its previous plan for finishing the census at the end of October, instead of using a revised plan to end operations at the end of September. The coalition had argued the earlier deadline would cause the Census Bureau to overlook minority communities in the census, leading to an inaccurate count.Because of the coronavirus pandemic, the Census Bureau pushed back ending the count from the end of July to the end of October and asked Congress to extend the deadline for turning in the apportionment numbers from December, as required by law, into next spring. When the Republican-controlled Senate failed to take up the request, the bureau was forced to create a revised schedule that had the census ending in September, according to the statistical agency. 1720

On Tuesday, Arlington National Cemetery announced that the annual Wreaths Across America event scheduled for next month would be canceled due to coronavirus concerns. But later in the day, President Donald Trump said he is forcing the event to go on, despite concerns about the coronavirus.Earlier in the day, organizers said they could “no longer envision a way to safely accommodate the large number of visitors” at the event.“We did not make this decision lightly. Despite the controls developed to disperse potential crowds in time and space, and required personal safety protocols, we determined that hosting any event of this scale risked compromising our ability to accomplish our core mission of laying veterans and their eligible family members to rest,” stated Karen Durham-Aguilera, Executive Director, Office of Army National Cemeteries and Arlington National Cemetery. “We reviewed various options to safely execute this long standing event and held numerous consultations with WAA leadership and local government and public health officials.”Trump, however, called the decision, “ridiculous” in a tweet.“I have reversed the ridiculous decision to cancel the Wreaths Across America at Arlington National Cemetery. OCEANSIDE, Calif. (KGTV) - A man died Thursday in an Oceanside home after a fistfight with a relative, police said.Officers were called to the home in the 600 block of Arthur Ave. at 7:17 a.m. because of an argument between two men in the front yard. When police arrived, they found Nestor Jurado, 37, not breathing. Jurado was pronounced dead at the scene."It appears he died as a result of the injuries he sustained during the fight," Lt. Kedrick Sadler said. Police arrested 35-year-old Joel Cardona and booked him into the Vista Detention Facility on a murder charge.Sadler said the reason for the fight is unknown and no weapons were found at the scene. Jurado's sister told 10News Cardona is their mother's cousin. 763

OAXACA, Mexico (KGTV) - At least 13 people were killed and 15 others were injured after a helicopter crashed while surveying damage from Mexico's 7.2-magnitude earthquake Friday.The victims, all of whom were on the ground at the time of the crash, included five women, four men, and three children, according to the Associated Press.  The Oaxaca state prosecutor's office said another victim died at a nearby hospital.The group of people had reportedly been spending the night in an open field following the 7.2-magnitude earthquake that struck Mexico's southern state Friday, the AP reported.RELATED: 7.2-magnitude earthquake strikes southern MexicoThe helicopter was reportedly carrying Mexico’s interior minister and Oaxaca Gov. It was originally reported as a preliminary 7.5-magnitude quake, before being downgraded.At least 100,000 people were left without power in Oaxaca and at least 50 homes were damaged by the earthquake as well.Social media following the earthquake showed lights swaying violently inside buildings and people fleeing outside in Mexico City, where a 7.1-magnitude earthquake hit last September, killing an estimated 200, including 22 school children. 1389

OMAHA, Neb. — Authorities in Omaha say two people died and two others are in critical condition after a home explosion and subsequent fire early Tuesday morning.Following the deadly explosion, it was discovered that the homeowner, 74-year-old Theresa Toledo, had filed a petition for a domestic abuse protection order against 27-year-old Alexander Toledo, stating her relationship as his grandmother. Theresa and her daughter, Angela Toledo, both died in the fire that broke out in the 4800 block of South 51st Street. A dog also was found dead at the scene. According to the Omaha World Herald, Alexander and another person who lived in the home suffered critical injuries.Theresa wrote in the petition, "Alex is on meth, mushrooms that I'm aware of, I haven't been able to see my grandchildren since summer because they are afraid of him as he talks to himself and says his stepfather is in his head, which is not true...he has put holes in the basement walls where he stays and you can't even walk in the basement. He has electronics in the walls & ceiling. I'm afraid he will start my house on fire."Toledo also described her grandson's alleged criminal history with narcotics. She concluded the petition by writing, "I need Alex out of my house now before he destroys my house or harms me, the drugs make him crazy."According to Omaha Fire Department Battalion Chief Scott Fitzpatrick, crews arrived on the scene at 8:15 a.m. Tuesday, with a second alarm called at 8:23 a.m. The entire block was initially evacuated before authorities determined there was no threat to other residents.The house that exploded is a complete loss and was leveled in the explosion. Some surrounding homes have extensive damage.Neighbors described the scene as horrifying and said it sounded like a bomb went off. "I heard a very loud explosion. It sounded almost like something was bombed and I flew out of the house thinking it was my house and when I got outside I could see the house was on fire and someone was running down the hill and saying to call 911," said Marianne Distefano, a neighbor. When fire rescue arrived at the scene, the house was engulfed in flames. "It was horrible. I mean it was just in flames and after that, smoke, but you could see it was bad. It looked like someone had bombed the house," Distefano said. Distefano saw one neighbor jump to action. Jeff Mell ran towards the flames when he saw what was happening. "I heard something fall, it sounded like something fell on our house, I thought it was a tree or whatever so I came out front angry and I looked down the street and saw flames coming and I automatically just started running," Mell said. He and another neighbor wrapped a man in blankets and helped him to a safer area. Fire investigators are probing the cause of the explosion. "There are so many variables to tell right now, that’s why we have to investigate and kind of piece it together to see exactly what it was that made that house explode. As you can see, the explosion was pretty big," said Fitzpatrick.
