SAN DIEGO (KGTV) - Driving under the influence arrests have dropped noticeably in cities where ride sharing programs have expanded, a new study says.An analysis performed by Moll Law Group and the University of California says DUI arrests in San Diego dropped 32% from 2015 to 2016.The study also looked at four other major cities with declines in California: 28% in San Jose, 26% in Sacramento, 14% for Los Angeles and the San Francisco-Oakland area.“We still seeing quite a few impaired people, they’re just not sitting in the front seat,” said Mark McCullough with San Diego Police Department’s traffic division.McCullough says the declining trend began a few a years ago when more new forms of transportation became available.“Five years ago we’d run a DUI checkpoint on a Friday night and we’d arrest 20 people and up,” said McCullough, “now on any given Friday if we arrest 10-15 people that’s a busy night for us.”Experts believe there may be other reasons behind the figures declining, but it’s still a number they don’t mind going down.“You’re not using your brain to your full potential if you get arrested for a DUI,” said McCullough, “there are just so many forms of alternative transportation.” 1225

SAN DIEGO (KGTV) — Federal agents have been added to the investigation of a Kearny Mesa fire that gutted an off-roading business early Thursday morning.About 25 agents with National Response Team (NRT) of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) out of Los Angeles were requested by San Diego Fire-Rescue to assist with the probe. The NRT agents will arrive Friday and begin processing the scene at Off Road Warehouse Saturday, according to the ATF. They join other officials with ATF Los Angeles, SDFD, and the San Diego Police in the investigation. RELATED: Animals rescued as fire burns Kearny Mesa off road businessNRT personnel are called in to help investigate significant fire, arson, or explosion incidents, the ATF said. The fire comes five months after another fire ignited in November 2018. That fire, however, was reportedly ruled as an electrical fire.“ATF is committed to working alongside state and local law enforcement by bringing its resources to determine the origin and cause of this fire that resulted in a total loss for this business,” said Carlos Canino, the special agent in charge of ATF Los Angeles Field Division. “ATF will provide whatever is necessary to thoroughly investigate and provide answers.”Thursday's blaze was reported at about 1:30 a.m. at the ORW building (7915 Balboa Ave.) The fire caused an estimated .5 million in damages and the warehouse's contents were deemed a total loss. No injuries were reported. The fire also forced the evacuation of several cats and dogs at the nearby Balboa Veterinary Hospital. 1582

SAN DIEGO (KGTV) - For his 97th birthday one of Ed Stankowski's sons asked if he'd like to visit the USS Midway. The WWII veteran was on the ship for her maiden voyage in 1945. “He shot him down initially and says no I can’t go, you know I can't do that, he says, how am I going to get around?" said Paul Stankowski, another one of Ed's sons. “By 7 o' clock the next morning he was calling my brother up and says, hey when can we go!”Surrounded by four generations, Ed traveled from Wisconsin to San Diego. He got a private tour of the ship and told stories along the way. “Ha! My first night at sea I was seasick like a dog!" remembers Ed.One of the first stops on the tour was visiting the area he once worked in. “I was a Radioman, I was teaching the new recruits the radio code, international Morse code, and the procedure that they use for communicating," said Ed. Ed says he enjoyed his time in the Navy and that being back on the ship brought back memories. “I was very happy to get on a ship like that. It was the biggest ship we had in the Navy at the time and something to be a part of.” 1105

SAN DIEGO (KGTV) - For the second time in a month, Mexico is mobilizing its National Guard. According to our reporting partner, Televisa, 15,000 troops will be at the U.S. border Monday morning.Earlier in June, Mexican authorities announced they were sending hundreds of troops to it's southern border to keep migrants from entering from Guatemala. All this in an effort to curb rampant migration."It's exploded without a solution," Foreign Affairs National Security Analyst Ron Bee said. "It's the Mexican response to the threat of tariffs made by President Trump. if they don't do enough to stop Central Americans from entering their country, and traveling across Mexico and entering our country."Televisa tells 10News that 500 troops will patrol from Calexico to Tijuana. There will be a ceremony Sunday in Mexico City."If they [troops] come across illegal immigrants they'll have to apprehend them and take them to a facility to hold onto them until they decide what to do," Bee said, whether that's sending them back home or allowing them to apply for asylum.Mexico already ramped up pressure on migrants, by cutting funding to overflowing migrant shelters, "shelters in Mexico have less access to resources, they are receiving hundreds and hundreds more people than before. They are setting up tent cities," Alex Mensing, Project Coordinator with Pueblos Sin Fronteras, said.He added Mexico has taken other measures to discourage migration, "at this point even private bus companies are being pressured to not allow people onto buses without presenting valid government ID."Bee says this is all a symptom of a bigger problem, saying the U.S. needs to adjust how we handle the large flow of migrants, or we'll repeatedly see this issue. 1749
