SAN DIEGO (KGTV) -- An Australian national and his Long Beach business partner are accused of siphoning more than million from the State of California in a years-long charter school scheme. According to the San Diego District Attorney, the pair sought out small school districts with limited experience in oversight and proposed they start online charter schools to earn more public funds. Sean McManus, 46, and Jason Schrock, 44, the CEO and president of A3 Education, along with nine other people named in the case have been indicted in San Diego County. Criminal counts include conspiracy, misappropriation of public funds, paying for student information and conflict of interest.A year-long investigation uncovered a massive scheme in which McManus and Schrock told subordinates and co-defendants to open a total of 19 charter schools in both San Diego County and statewide, according to the DA. On top of creating the charter schools, both McManus and Schrock are accused of running another scam that paid athletic organizations for student information. The pair reportedly paid pre-existing youth programs as little as per student for enrollment documentation and would then enroll the students into a charter school during the summer, collecting roughly ,000 per student from the state. McManus and Schrock are then accused of transferring more than million in public charter school funds into companies the pair own or control. Instead of spending the money on education, once the money was in private bank accounts, both men are accused of using the funds for themselves and their families. According to authorities, McManus and Schrock used the money to invest in startup companies, real estate, and wired money directly to themselves or family members. SAN DIEGO (KGTV) -- A second person has died and three children remain hospitalized after a fire tore through a Logan Heights home Sunday morning. The family’s oldest son told 10News his mother and father, who he identified as Nicolasa Mayo and Jose Romero, were killed in the fire. His two younger sisters and brother remain in the hospital following the blaze. The 26-year-old says he awoke Sunday morning to find his bed on fire. The man tells 10News he tried yelling at his family to get out of the home. "My dogs were jumping on me, trying to wake me up. I woke up. When I woke up, my bed was on fire. I jumped out of bed and started screaming the house is on fire," said Wilber Romero.The fire started around 4:30 Sunday morning on the 3100 block of Clay Street. "The minute I stepped out of my restroom, my house on the inside felt warm, like really warm. The curtain was open and I looked across the neighbors house was just bursting in flames," said Maria Orona, who lives nearby. According to the San Diego Fire-Rescue Department, firefighters had to go inside the home to pull many of the victims out. One witness who was nearby when the fire started told 10News he could see one of the victims reaching through bars in the windows, unable to escape.At least three fire engines and dozens of firefighters responded to the blaze.At this time, it’s unclear what sparked the fire, but the metro arson strike team was called to the home to investigate.A GoFundMe has been set up for the family to help cover funeral expenses. 1541

SAN DIEGO (KGTV) - A similar Observation Wheel to those in England and Paris could come to Balboa Park for a short term stay.The Cohn Restaurant Group and Sky Views of America presented the idea of the Balboa Park Star to the Balboa Park Committee Meeting on October 1.They hope the wheel would attract more visitors and re-energize the park."We have operated these observation wheels during the pandemic," Vice President of Sky Views of America Ben Pickett said.The gondolas are enclosed and climate controlled. According to the presentation, they are sanitized after each ride and safety protocols comply with state, local and CDC guidelines. Masks would be required for passengers and staff. The presentation was met with excitement by the committee."I love the fact it is innovative and outside the box," Committee Member Victoria Curran said. "This is a terrific idea, I love it!" Committee Member Johanna Schiavoni added."Sometimes it's the craziest ideas that are the best ones," Committee Member Micah Parzen said. SAN DIEGO (KGTV) — A San Diego-based biotech company appears to be making huge strides with its experimental COVID-19 vaccine after testing it on monkeys.Inovio Pharmaceuticals is one of more than 100 companies working on a vaccine. It’s one of few to make it to human clinical trials.“We’re much closer to finding a safe and effective vaccine,” said Dr. Kate Broderick, the VP of Research and Development for Inovio. “We’re so excited and feel so confident about the results we’ve got both in animals and our human clinical trials.”Broderick said clinical trials had shown positive results regarding the safety of Inovio’s experimental vaccine.“Our phase one has been our U.S. based trial, and we’re about to start a trial in China,” she said. “We really are looking to test the vaccine all over the world. The immune responses that these people have generated after getting the vaccine, we’re so pleased with those because they’re really broad.”She said the latest positive development came from testing the vaccine on monkeys in what’s called an Animal Challenge Study.“Those monkeys received their vaccine, then just after four months later they received the virus itself, we were able to show they were protected from that,” she said. “What we were able to show in the lungs, and the nose is that those monkeys really were protected from the symptoms of COVID-19.”It will take some time to ensure all testing is done correctly, and the potential vaccine is safe before it is given to the general public.“Realistically we should be looking at a vaccine being available for certain members of the public at the end of 2021,” she said. “Most vaccines historically take 5 to 10 years to be generated and developed; this is really a short time frame.”Broderick, a busy working mom with two young kids at home, hopes the positive results will ease the minds of those anxiously waiting to get back to normal.“I do just want to let you know there is light at the end of the tunnel; there is hope out there,” she said. “Our vaccine is looking very promising there’s other vaccines out there that are looking very good.” 2123

SAN DIEGO (KGTV) - A Syrian refugee who took his Uber passenger across the U.S.-Mexico border into Tijuana was detained last week by Customs and Border Protection officers.Hussam Abdul Noor immigrated to San Diego one year ago and was in the process of applying for a green card to stay in the United States, according to his former coworker Wally Ghamraoui.Noor supported his wife and two children by working at a gas station in El Cajon. He had refugee employment authorization document. Two weeks ago, Noor began working as an Uber driver, Uber confirmed. Noor wanted the job because the pay was better, said Ghamraoui.RELATED: ICE releases UC San Diego student detained at border Last Wednesday, Noor took an Uber passenger across the border into Mexico. An Uber spokesperson said the passenger must have requested the trip because it is not possible to order a ride across the U.S.-Mexico border through the Uber app.Noor's wife woke up at 3 a.m. and noticed he wasn't home. "He sent her a What'sApp message that don't be afraid, I got held up at the border and I should be back home soon," family friend Nibras Maleh translated.When Noor tried to drive back into the U.S., he was detained at the border by customs officers. "I'm concerned," Ghamraoui said, tearing up, "I hope they don't deport him, he need to fix, to learn something from his mistake."Attorney Lilia Velasquez works in immigration law and said anyone with Noor’s immigration status is not allowed to leave the United States during the legal process. She believes it could take weeks for Noor to return, if the judge allows."You know they're suffering, but we do tell them, 'Why didn't you call the immigration service? Why didn't you make an appointment? Why didn't you call a lawyer?' One minute phone call, if the person would've called me, I would've said, 'It's a no no, do you have a travel document? No?
