SAN DIEGO (KGTV) — The City of San Diego will consider making a significant change to the way voting is done, best known as "ranked choice voting."It would allow voters to list up to four candidates in order of preference, rather than just cast a traditional ballot for one candidate."It's a very interesting system that hopefully decreases some of the negative campaigning that we ordinarily see," Councilmember Mark Kersey, who supports ranked choice, told 10News Friday.In the proposed version of ranked choice that San Diego is considering, the top four candidates in each primary race would advance to the general election, rather than the top two. In November, voters would then rank the candidates by preference. If one candidate has more than 50 percent of the vote on first count, that candidate would win. If no candidate reaches 50 percent, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50 percent.UC San Diego political science professor Thad Kousser says ranked choice allows voters to feel like they are not wasting their vote on a long shot, and helps avoid the idea of voting for the lesser of two evils. "It allows voters to take a sincere vote without throwing away the weight that their vote would have," Kousser said.Kousser also says ranked choice helps keep races from getting as negative. "It could give candidates incentive to play nice with each other, to be less negative in their advertising beceause they would love to be second place on every voter's dance card," he added.Kersey says the City Council will consider placing ranked choice on the November ballot, with the goal of making the change in 2022. If the council elects not to put ranked choice on the ballot, supporters say they will launch a signature drive to get the measure on the ballot that way.Other cities in California have already adopted ranked choice, including San Francisco, Oakland, and Palm Desert. The concept is also gaining steam elsewhere in the country, with Maine moving to ranked choice for statewide elections."There's a reason why people are looking at doing it this way," Kersey said. Despite ongoing challenges, residents at a senior living facility are finding ways to stay positive.You can’t see their smiles but you can tell they’re there.Residents at Belmont Village Senior Living in Sabre Springs are not only adapting to the pandemic, they’re overcoming it through "The Joys of Life."Don Bodow started the program to spread happiness and stimulate minds. Through a series of puzzles, games, and activities he helps fellow residents stay positive.“I’m making other people happy,” said Bodow. “Giving them joy simply makes me feel good.”Although they can’t be with their families during the pandemic, many are happy right where they are.“The joy of life is in all of us,” said Bodow. “We may not realize it and it needs to be brought out. You need to accept the fact that there are joys in your life.”One of his most active students is 98-year-old Pauline Hayes.“Some of those words are misspelled and you’re challenged to find them,” said Hayes. “I love doing Joys of Life.”Hayes attends every session and credits the class for keeping her sharp. When we asked her about the secret to life she replied, “keeping positive and keeping active.”Bodow says the program was built on his own experience after spending two months in a coma.“I lost all my memory, all my muscle mass. I had to learn how to walk again,” said Bodow.He’s made an incredible comeback while helping others along the way.“This is never about me,” said Bodow. “It’s making the other people happy, giving them a sense of a full life.”Through the challenges of COVID-19, Joys of Life is touching the lives of residents and staff like never before.Bodow has a collection of puzzles and games on his website.
