(KGTV) - Over the past week, two different red flag warnings have plagued San Diego's East County communities. The Cornerstone Therapeutic Riding Center in Ramona was suffered damage from a wind storm Tuesday night. RAMONA, Calif. (KGTV) - Residents in Ramona are worried that SANDAG's new transportation plan could put their lives at risk in the event of a wildfire.The proposed 2021 Regional Plan, which hasn't been approved and won't be voted on until November, would move tax money away from freeways like State Route 67, and put more emphasis on transit.People in Ramona say that worries them, because the 67 was jammed the last few times fires forced an evacuation."It took a couple hours to get down to Scripps Poway Parkway," says Ramona resident Paul Pakus, who had to evacuate during 2007's Witch Fire.In 2004, voters approved a measure on the ballot for a 40 year, half-cent sales tax to fund transportation projects, commonly called the "TransNet Tax." Part of the bill specifically mentioned State Route 67, as well as a handful of other freeways.When SANDAG unveiled their new transportation plan last month, they said Transnet tax money would now go to pay for transit projects instead of freeways. That means a proposed expansion of the 67 could be shelved if the plan is approved by the SANDAG Board."It's a bait-and-switch," says County Supervisor Jim Desmond, who sits on the Board. "People in Ramona are very sensitive to this. They want to make sure they're safe in a fire and they want to make sure that the infrastructure is in place to do that."SANDAG says the TransNet Tax ballot proposition included language that allows SANDAG to change where the tax money goes as priorities change over time.Executive Director Hasan Ikhrata says, even after just 11 years of the tax, it's clear San Diego needs to invest more in mass transit and less in roads. He says that's a necessity if the area wants to hit state and federal mandates for greenhouse gas emission."People need to give us a chance and time to put this forth. And once we do, I think they will be more pleased with what we're telling them," says Ikhrata.He also assured 10News that SR-67 would still be a priority."Safety will be addressed, period," he told 10News in an exclusive interview. "The 67 safety issue will take top priority."Ikrata added that the plan is still a work in progress and SANDAG wants feedback from the public. They have a "Vision Lab" at their downtown offices that people can visit to give feedback.They also plan to form an advisory council, made up of at least 10 industry experts and leaders, to help finalize the 2021 Regional Plan. Ray Szmanda, known to generations of Americans as the man who brought Menards commercials to life, has died at age 91.Szmanda passed away at his home in Antigo on Sunday, May 6, according to an obituary posted to Bradley Funeral Home & Crematory's website.Szmanda worked in T.V. and radio in the 1950s and operated a broadcast school in Waukesha, Wisconsin until the late 1970s, when he joined Menards as a pitchman. After a successful run, Szmanda retired as the spokesman in 1998.Menards released a statement about the loss of their beloved spokesman:"Ray Szmanda remained a steady fixture in our advertising for nearly a quarter century  until his retirement in 1998.  Still to this day, Ray’s friendly, enthusiastic and fun loving personality have made a lasting impression on our customers and all of us at Menards. We are saddened by his passing and our thoughts and prayers are with Ray’s family, friends and the millions of people who knew him as ‘The Menards Guy.'"His countless commercial appearances over the decades, as well as his distinctive voice, endeared Szmanda to many across the years."I'm having a ball; I love what I do, and I think as long as I feel that way, that message gets across on television," Szmanda once said, according to his official biography on the Menards website.Szmanda graduated from Milwaukee's Bay View High School in 1944. In 1970 he founded the Transamerica School of Broadcasting in Wausau, helping local talent to achieve their dreams, and preparing them for the airwaves. Prosecutors spent over 90 minutes Wednesday morning methodically laying out their case that former Trump campaign chairman Paul Manafort repeatedly lied in order to finance an extravagant lifestyle."Mr. Manafort lied to keep more money when he had it, and he lied to get more money when he didn't," prosecutor Greg Andres told jurors during closing arguments. Rachel Angel had to grow up fast.When she was just 16, Angel lived on her own in suburban Richmond Heights, about 20 minutes northeast of Cleveland. Her dad lived in Buffalo, New York. Her mom had just moved to North Carolina. Neither parent could provide a stable life, Angel said. As difficult as it was, she felt better off living on her own.“I was working full time, going to high school and falling asleep in calc class,” she said. “There’s this large group of individuals like myself that have to grow up much earlier. Working is essential to their survival. I have empathy for that.”Angel made it through high school, went on to college, and became a pharmacist.But in 2015 her empathy fueled the creation of Peerro, an app designed to help young people find jobs and become self-sufficient. She put her career as a pharmacist on hold to launch Peerro in Cleveland a couple of years ago. Angel recently moved the tech startup to Cincinnati after receiving a significant investment from CincyTech, the Cincinnati-based venture-capital development firm.“From the beginning, we loved her energy, the mission that she has with the company, and the software she’s developed,” said Stacey Browning, a managing director at CincyTech. “We see a huge potential.” Provided Stacey Browning Angel said she does, too.She and her small team are improving the technology platform as they work to educate more young people and employers about Peerro, a name that combines the words “peer” and “hero.”The app is designed for people between the ages of 14 and 24 who are looking for work, especially young adults who don’t have college degrees but want to find jobs that offer room to grow and advance. The platform is open to employers of all types that are looking for entry-level workers.“There’s nothing wrong with an entry-level employment opportunity, but it’s just that – an entry-level employment opportunity. And it’s sad when we feel like those are our only options,” said Angel, now 33. “A -an-hour job, -an-hour job is not our only option. It’s a starting point.”Here’s how Peerro works.Real-time opportunitiesYoung people looking for jobs download the app for free. It works on smartphones or computers. The platform asks a few questions about the job applicants and can require them to complete tutorials related to skills such as being on time for work.Then the young people can explore job postings that match the kind of work they’re seeking, filtering the options based on how far away they are, how much they pay, and whether they’re looking for part-time, full-time, temporary or seasonal work. They also can search for training programs.Employers that want to post a job on Peerro can get one free posting and access to the full Peerro system free for 90 days, Angel said. The system includes being able to post multiple jobs in addition to the use of training modules and interview scheduling tools. After 90 days, employers still get that one job posting free, but they must pay for the other services that Peerro offers.Peerro is always free for the young people who are looking for work, Angel said.“We have to communicate opportunity in real-time, because we’re changing so rapidly as far as the opportunities,” she said. “And Peerro’s kind of created that – a system that can communicate opportunity in real-time and actually allow someone to have value immediately.”Because Peerro encourages job applicants to include recommendations from people such as teachers and principals, it works kind of like LinkedIn but for younger people who aren’t necessarily interested in going to college, Browning said. Those applicants haven’t always had a way to show off their references and recommendations.“That just gives an employer more confidence,” she said. He posted a job on Peerro after hearing about it from a friend who also owns a business.“After going through my first initial process of trying to find an applicant, I would never use another service,” he said.Hailstock has hired three people through Peerro so far, he said, adding that he likes how he can customize his job listings and include prerequisites such as the completion of training videos.“It’s just a really easy way of hiring individuals, and you get higher-quality candidates,” he said. “It’s not like a one-click system where applicants are just clicking 100 jobs a day. You give them a call, and they don’t even know exactly that they applied for the job.”‘Let’s actually open the doors’Samir Gragston is 15 and will be a sophomore at Northwest High School. He’s using Peerro to try to get his first job.“It was a lot easier than signing up for a job online. So I thought that was pretty amazing,” he said. “Not hard at all. Just plug in your email and password, and there’ll be jobs for you and your age that you can do.”Samir plans to go to college after high school and would like to become a programmer, he said, but he wants to get that first job to gain some experience. Nobody’s just handing it to them.”Peerro aims to help teens and young adults get jobs where they will learn the skills they need to move forward and better understand where they want to go, Angel said.“Over 60% of the opportunities in America are not college-degree-required positions. So when you think about being a plumber or you’re thinking about learning one of the trades, what are the steps and what is the opportunity there?” she said. “We wanted to really help those young people who are looking for a field that didn’t require them to go to college or a four-year college.”That’s a market that isn’t served well now, Browning said, which gives Peerro the opportunity to change countless lives.“Ohio really is her testing ground, especially here in Cincinnati,” Browning said. “But once it works here, she can really take this idea nationally.”That, Angel said, could provide a new source of opportunity for young people who have more than their fair share of challenges -- as she did.“It’s so important for us to create opportunity and create a way for people to be able to address some of those issues that may not be their fault,” she said. “But if they can do something about it, let’s actually open the doors for them to do something about it.”More information about Peerro is available online.This story was first reported by Lucy May at WCPO. 6841
