(KGTV) - A bill working its way through the California State Legislature could require bike lanes and other "active transportation" amenities to be built on state-owned roads.Senate Bill 127 states that "any capital improvement project located in an active transportation place type on a state highway or a local street crossing a state highway that is funded through the program, shall include new pedestrian and bicycle facilities, or improve existing facilities, as part of the project."It means any time Caltrans wants to repave or resurface a part of a State Highway or a highway overpass or underpass, they must add some kind of bike/walking lane or safety measures.San Diego Legislator Tasha Boerner Horvath co-wrote the bill. She sent the following statement to 10News:“My district is a hub for all things that involve outdoor recreation — biking, walking, jogging, skateboarding — you name it and my constituents enjoy doing it throughout our beautiful district. SB 127 is a major move forward in identifying and funding important bike and pedestrian paths to connect people with the places they want to go. In addition, it will bring us an important step further on ensuring highway overpasses in my district have the bike and walking facilities they need to connect inland communities to the coast. This is important for safe routes to schools for our kids as well as folks accessing our stunning beaches.”Members of the San Diego Bicycle Coalition support the bill, saying it will make it easier for people to commute to and from work. RUNNING SPRINGS, Calif. (KGTV) -- Authorities are searching for a missing skier who reportedly fell off a ski run, according to KABC. The skier went off the path and landed in a canyon, authorities believe. The ski patrol is searching for the man, but visibility is poor at this time. The San Bernardino County Sheriff’s Department helicopter plans to join the search. The resort closed early in the evening Thursday and authorities say their search is becoming even more urgent before night falls. 509

Reversing an earlier decision, the University of Notre Dame will continue providing students and employees with access to birth control free of charge.The Catholic institution was one of the first major employers to take advantage of the Trump administration's weakening of Obamacare's contraceptive mandate.Notre Dame, which had long battled the Obama administration over the provision, said in late October that it would end coverage for employees after Dec. 31 and for students after Aug. 14. The university said it objects to the mandate based on its religious beliefs.Students and employees quickly protested the decision, holding a demonstration and creating an online petition.Under Obamacare, insurance plans had to cover contraception for women without charging a co-pay. A fairly limited number of employers -- mainly churches and some other religious entities -- could get an exemption to the mandate.Some other employers, such as religious-based universities or hospitals, could seek accommodations so that they didn't have to provide coverage, but their workers could still obtain contraceptives paid for by the insurer or the employer's plan administrator. Notre Dame's students and workers received coverage this way.The Trump administration, however, issued new rules last month that would let a broad range of employers stop offering contraceptive coverage through their health insurance plans if they have a "sincerely held religious or moral objection."In his annual faculty address Tuesday, Notre Dame's president, the Rev. John Jenkins, said the university had decided to keep the accommodation for employees in place."As I have said from the start, the university's interest has never been in preventing access to those who make conscientious decisions to use contraceptives," he said.
