SAN DIEGO (KGTV) - Native American artists are finding new audiences and venues to display their craft as American Indian stories enter pop culture."Some of us refer to it as 'Native Sovereignty,' being in charge of your own narrative," says Joely Proudfit, the California Indian Culture and Sovereignty Center Director. "Who better to tell our story than us?"Proudfit says the change is welcome after decades of Native Americans being depicted poorly in pop culture, mainly because non-native people have told the stories.Thanks to new ways of telling stories, like streaming services, social media, and more access to film festivals and book publishing, that's changing.There's also a greater demand for stories by Native American voices."I think audiences are hungry for not diversity for diversity's sake. They're just interested in other communities, other worlds, engagement, and really authenticity," says Proudfit.The California Indian Culture and Sovereignty Center and Cal State San Marcos sponsor the California American Indian & Indigenous Film Festival. Since starting in 2013, it has grown from small groups in a classroom to taking over the Pechanga Resort and Casino.It's now the largest Native American Film Festival on tribal land in the country.The festival's growth parallels the rise of other Native American voices in different mediums."The biggest change is the increased number of native voices and the medium in which native folks have been able to express their creativity," says Dr. David Kamper, the Chair of American Indian Studies at San Diego State University.Kamper says he sees more American Indian voices in books, online, and in fashion. He says that representation, whether it's Nike's N7 line of shoes and clothes or best-sellers like "The Only Good Indians" or "The Beadworkers," is essential to helping Native Americans define their culture in modern-day America."Seeing native films, seeing native art, seeing native clothing, fashion, that is done in a contemporary way, is a very loud statement against a settler-colonial narrative that native people aren't here anymore," Kamper says.He also points to online messaging like the hashtag #OnNativeLand as one way the next generation is reclaiming their identity.Proudfit says she's excited for what the future holds for Native American representation in Pop Culture."I think it's just a really exciting time for indigenous cinema, indigenous arts, and native storytelling. I encourage audiences to kind of look beyond Native American Heritage Month, and add us to their list," she says.ABC 10News Reporter Jared Aarons asked both Proudfit and Kamper for suggestions on books, movies, and more if people want to explore Native American culture represented in modern pop culture. Duncan Hunter's plea changeWhen and if Hunter resigns, a spokesman with the San Diego Registrar of Voters office tells 10News the governor would have three options: leave the seat unfilled for the remaining term, call a special election, or consolidate the special election with a regularly scheduled election, such as the March 2020 Primary. Dadian points to the recent resignation of Democratic Congresswoman Katie Hill as one potential scenario. "Her special election and the regular primary is on March 3. There are different rules on a special than a regular, so there might be, for her, four races within six months, that might happen with Duncan Hunter depending on when he resigns," said Dadian.Duncan did not bring up resignation after his court appearance Tuesday morning. 1953

SAN DIEGO (KGTV) - People looking to sell their home may be leaving thousands of dollars on the table by not renovating before listing, mainly because money is tight during the Coronavirus pandemic.Now, a San Diego-based company wants to help.Renovating Lives will pay for renovations up front to increase the value of a home before it sells."A lot of the people that we help are in horrible financial situations," says CEO Greg May. "They're they're they're stuck with being taken advantage of by vulture investors."May's company works with the homeowners on a renovation plan and then covers the costs.Homeowners pay the company back when the house sells, along with financing and administrative fees."There are 10s of thousands of properties out there that need work, that are deferred maintenance or just dated," says May. "If people had to sell them as is, they would be leaving 10s of thousands of dollars on the table."May says his company can typically increase a home's value by an average of 5,000.That's what happened with owner Bill Stutzer. After his wife passed away, he wanted to sell his 5-bedroom home as is, listing for around 0,000.But a smaller house across the street sold for nearly 5,000 after some renovations. Stutzer didn't know what to do with his home until he called Renovating Lives."I didn't want to do anything," he says. "I was just going to leave my house, as is, and try and sell it, and soon realized that wasn't going to I wasn't going to cut it... It turns out that if you put a little bit upfront and and get some things done it, it magnifies the bottom line."May's company helped Stutzer redo his home from the inside out, with new flooring, paint, doors, lighting and more. It would up selling for 0,000."My reaction was, wow, this is a modern house. This house could be in a magazine. I absolutely could not believe it. I couldn't believe my eyes," he says.May says Stutzer's home is a best case scenario, but he wants to give hope to others in a similar situation."I want more people to understand there is hope out there, you don't have to sell your house for pennies on the dollar to a profiteer," says May. "I will help you fix up that house and put the cash in your pocket."May says this is especially important now, as people may decide to save money during the pandemic by not renovating before selling. He says its best to take advantage of the housing market while it's still high."Don't wait until it's too late, until they burn through their nest egg, and they're in foreclosure and their credit's being hurt," he says. SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) -- Police Monday identified the suspect who reportedly threatened officers with a knife before being shot in the Midway District last week. According to police, Ryan Bowers, 23, was shot by Officer Matthew Steinbach after raising a knife toward officers. Police responded to the 3100 block of Cauby Street just before 10 p.m. January 3 after a caller said Bowers cut his own throat with a knife before it was taken away. RELATED: San Diego police officer shoots man with knife in Midway District apartmentAfter arriving, officers were directed to a back bedroom of the apartment. According to police, that’s when Bowers pulled a knife out of his jacket and raised it toward officers. The officers drew their weapons while telling Bowers to back up, which he refused to do. “Fearing for his safety, one officer fired his weapon at the male striking him at least once,” police said. Officers administered medical aid to Bowers until paramedics arrived and took him to the hospital with life-threatening injuries. 1036
