SAN DIEGO (KGTV) - 10News got an exclusive interview with the young San Diego man who says a local ICE agent pointed a gun at his head before being arrested, in part, for driving under the influence.“I’m 20 years-old and for him to pull a gun on me just for test-riding my motorcycle on the street is definitely not okay,” says Jonathan Levenson.A spokesperson for Immigration and Customs Enforcement (ICE) confirms ICE Agent Ed Zuchelli is on administrative leave while officers investigate a criminal matter.San Diego police confirm the incident happened on February 16th on Blue Lake Drive in the community around Lake Murray.Levenson says he was test-riding his dirt bike on his street when he saw the agent walk into the middle of the street to block him.“He had it pointed at me at a ‘shooter’s position’. That’s when I knew it was definitely a gun,” he tells us of the agent, who is his neighbor. “When he first came up to me I could smell some beer on his breath but nothing too strong,” he adds.Levenson says he rode around the agent, but the agent got into his vehicle and followed. “He turned on his lights and sirens and started yelling at me through his microphone. [He was] telling me he was a federal agent and not to mess with him,” says Levenson.Levenson adds that the agent showed him his federal ID badge.SDPD confirms Zuchelli was in a government-issued vehicle at the time of arrest.Police say he was arrested for alleged DUI, showing a weapon and making threats. SAN DIEGO (KGTV)- A new technology just reached San Diego and Border Patrol agents say it’s going to help them do their jobs faster, easier and more efficiently. They’re called Mobile Video Surveillance Systems. Each unit is grounded to a Ford F150, the controls to operate the cameras mounted on a mast in the bed of the truck are inside. San Diego is the second place in the nation to have truck like these. Border Patrol says they’ll be rolling out in just a couple days. The first place to have Mobile Video Surveillance System trucks is Rio Grande Valley, Texas. Michael Scappechio is a supervisory with Border Patrol and he tells 10 News, “the looming threat of the migrant caravan in Tijuana and more people potentially on the way we need to make sure we’re prepared for that”. The two cameras allow the agents to see two pictures at all times, a daytime camera and an infrared camera. While Scappechio says the need for this kind of technology is needed in San Diego, it’s their increased rate of arrests that landed the trucks here, “nearly a 90 percent increase is significant, that’s going to get attention, that’s going to get resources, that’s going to get man power, infrastructure and technology”.Border Patrol tells 10 News these trucks won’t replace the border wall but instead, will go hand in hand with it. 1334

SAN DIEGO (KGTV)- A trip to a dog park in Ocean Beach ended in a hospital visit for one San Diego couple.“I want her to go to jail, she assaulted my husband, and I’m angry about it,” said Ash O’Brien.O'Brien said she and her husband were at Dusty Rhodes Dog Park in Ocean Beach Thursday afternoon with their three-month-old puppy. They sat at a picnic table and began enjoying a meal when a woman reportedly confronted them for not wearing facial coverings and eating at the park where there is a no food policy.The confrontation ended with O’Brien’s husband being pepper-sprayed by the woman.“If we knew there was a no food policy, we wouldn’t have brought it into the park,” said O’Brien. “The lady who maced him automatically started saying stuff about us not wearing a mask when we were social distancing; there was no one near us.”O’Brien said that after exchanging words, the woman walked away from the picnic table but returned after a few minutes and did the unexpected.“She just came up without saying anything and just stuck the mace can right in front of my face,” said O’Brien.“My husband, being a good guy, walked in front of her and was like ‘hey calm down please don’t do this’ and then she grabbed him and just starting macing him, she used the entire can on him.”“We drove to the hospital, he got treated and everything,” said O’Brien.O’Brien said the pepper spray got on her arms and started to burn, while her husband was sprayed in the face.A witness captured part of the incident on camera and told ABC 10News she was shocked at what she was seeing. She recorded the woman’s license plate number.The couple filed a police report with the San Diego Police Department. The department confirmed they took a misdemeanor battery report but could not immediately provide further details.O’Brien was thankful none of the dogs at the park were injured by the pepper spray and wants the woman to be held accountable for the incident.“People don’t need to be getting assaulted for not wearing a mask in a public outdoor area,” she said. 2055

SAN DIEGO (KGTV) — Two women are launching a new nonprofit, Black San Diego, to bolster Black-owned businesses locally.It started at a kitchen table over chips and salsa four years ago. Sheri Jones, a real estate broker, and physical education teacher Tinicia Smith wanted to create a hub for Black-owned businesses in San Diego.They created a Facebook group called Black San Diego and now they're more than 34,000 members strong."For the last four years we've been able to collect data and what we realize is that business owners haven't been able to sustain because they don't have the tools," Jones said.She first noticed the issue when she was running her real estate business and went to a conference. She said she was the one Black person there and it was uncomfortable."I knew when I was having trouble, others must be too," Jones said.This week, Black San Diego became official, registered through the government and they're excited to plan workshops to offer those tools to the community. Jones described the workshop as, "an 8-week course where they can go through and get business basics, book keeping, business taxes, really how to formulate their corporation."Newly Appointed Board Member and CEO of Growth 1031 Lance Growth said these workshops are crucial for black-owned businesses like his."I stumbled into my position.. I made so many mistakes and I just had to sit down and learn from those mistakes," he said. "I'm going to send my operations lady, and ask her to take some extra notes on accounting, on marketing, on filing correctly, but it's a really beneficial tool."The workshop costs 0 per business and the nonprofit is launching a donation campaign to sponsor local Black-owned businesses."If the dollar circulates in the Black community then we can unite and produce generational wealth and that's what we're here to do," Smith said.They hope to bring members of their community out and help them elevate their business, "they don't want to step in the front, not get criticized, not get caught up in the chaos. SAN DIEGO (KGTV) - When a series of suspicious fires pop up and arson is suspected, law enforcement officials across California have a handy tool that could help track down or rule out potential suspects.“In California there’s a criminal arson registry put on by the California Department of Justice,” said San Diego Police Sgt. Rick Pechin with the Metro Arson Strike Team. “What that registry does is keep track of all arson registrants in the state of California.”The registry is similar to the Megan’s Law database, but it is not available for the public to access. “It’s a law enforcement computer database only,” said Pechin.RELATED: Video shows arsonist suspected of setting Ocean Beach, Point Loma firesOnce someone is convicted of the crime of arson, they must add their name and address to the registry 14 days after they get out of jail or prison. Offenders can even land themselves on the list even if they slip up just once, like burning a pile of an ex's clothing.“Sometimes it was a onetime mistake they may have made in the heat of the moment and it got them on the list for the rest of their lives,” said Pechin.Pechin and his team of detectives with San Diego’s Metro Arson Strike Team recently used the arson registry after a number of fires erupted across Ocean Beach and Point Loma in September.In the specific case, surveillance video revealed who investigators believed was starting the fires.RELATED: Arson teams investigating five suspicious fires in OB and Point LomaWith the description of the possible suspect, a fairly tall, white man with a thin build, MAST investigators went through the arson registry searching for people known to re-offend in the area.His description helped rule out a number of potential suspects.“It’s just as important as a tool used to exclude someone as it is to include them as a possible suspect,” said Mechin.There are random compliance checks for offenders on the list.“The compliance checks are basically just to make sure they still live in the same location that they gave the local police department when they moved in that area,” said Mechin.If the offender has moved, they must notify local law enforcement of their address change.RELATED: Suspect arrested in Carlsbad dealership arson, charged with insurance fraudPechin said officers have had some problems keeping up with chronic offenders.“If we find out that they are out of compliance we will try to track them down and they can be arrested,” he said.Although the registry helped rule out a number of known arsonists In the Point Loma and Ocean Beach suspicious fires case, a suspect was never arrested.Anyone with information is asked to call San Diego Crime Stoppers at 888-580-8477 or the San Diego Metro Arson team at 619-236-6815. 2766
