BEIJING, Sept. 21 (Xinhua) -- China would deepen economic and trade cooperation and step up strategic and mutually beneficial relations with Japan, Chinese President Hu Jintao said on Sunday.     "China hopes the two sides would work together to enhance economic and trade cooperation, aiming at realizing mutual benefit and development," Hu told members of a delegation from the Japan-China Association on Economy and Trade (JCAET).     JCAET honorary president Fujio Mitarai and president Fujio Cho congratulated China on the success of the Olympics and Paralympic Games, and expressed willingness to push forward bilateral ties.     Hu expressed gratitude for Japanese aid after the Sichuan earthquake and for supporting the Beijing Olympics and Paralympics, praising the JCAET for "important contributions to the improvement and development of bilateral ties". MOSCOW, July 30 (Xinhua) -- As the special guests of Russian President Dmitry Medvedev, 50 students from China's quake-hit Sichuan province Wednesday visited the glittering Andrew Hall of the Kremlin, and had a joyous time with the Russian president.     "I hope that you will make friends with more Russian children during your rehabilitation in our country," Medvedev said in his speech, describing the students as "little heroes" in the relief work following the devastating earthquake.     These middle and primary school students, who were recuperating in a rehabilitation center in southwest Russia's coastal city of Tuapse before coming to Moscow, are the representatives of some 1,000 children who would arrive in Russia for further recovery in 2008. BEIJING, July 18 (Xinhua) -- Vice Premier Li Keqiang has urged officials and workers at the section of the Three Gorges in southwest China to ensure safety and quality for the project as the flood season draws near.     The member of the Standing Committee of the Communist Party of China Central Committee Political Bureau made the remark at a meeting here on Thursday by the Office of the State Council Three Gorges Project Construction Committee.     The Three Gorges Dam started discharging water earlier this month to lower the water level in the reservoir after excessive rainfall upstream. The discharge would continue as more heavy rain was expected on the upper reaches of the Yangtze River. Flood is discharged from the Three Gorges Reservoir through the dam in Yinchang, central China's Hubei Province, July 5, 2008.    "The project is now entering the key post-construction phase. Meanwhile, the flood season is coming and our safety task is very arduous," said Li after hearing reports on the project by teams of experts, the Ministry of Land and Resources and other organizations, among them.     Li stressed the evacuation and relocation of people living in the dam section was a long-term mission. Related organizations should see to their basic life requirements and employment by fulfilling policies on supporting migrants and training them for professional skills.     The world's largest dam, 2,309 meters long and 185 meters high, is expected to help minimize damage caused by floods that might occur only once every 1,000 years.     In addition, Li urged to build an ecological protection area around the dam to prevent water pollution, soil loss and mud-sand silting. He said the section of the Three Gorges Dam should be built as an ecological barrier for the Yangtze.     The 22.5 billion U.S. dollar project was launched in 1993. Its 26 turbo-generators is designed to produce 85 billion kwh of electricity annually after their installation is completed at yearend.     According to the office, more than 1.24 million people had been relocated and the project was going smoothly in terms of the local economic society development, environment construction and geologic disaster prevention.

BEIJING, Aug. 19 -- China will complete the construction of its first four strategic oil reserves by the end of this year, a senior government official said yesterday.     "The progress has been smooth and all the four bases will be completed by the year end," Zhang Guobao, administrator of the National Energy Administration (NEA), said after a press conference in Beijing. "Their total capacity will amount to 16.4 million cu m."     Zhang made the comments at his first public appearance since the NEA's inauguration on Aug 8.     The administration came into being as part of the reshuffle of government agencies in March. Zhang now also holds the position of vice-minister of the National Planning and Reform Commission (NDRC), the nation's top economic planner. The government plans to build strategic oil reserves in three phases over 15 years, involving an estimated investment of 100 billion yuan (14.6 billion U.S. dollars).     The first four reserves, located in Dalian, Qingdao, Ningbo and Zhoushan, are expected to maintain strategic oil reserves equivalent to 30 days of imports in 2010.     The reserve in Ningbo, a coastal city in Zhejiang province, was put into operation in late 2006. It is the largest of the first four reserves, with a total storage capacity of 5.2 million cu m.     The central government is now reportedly selecting locations for the second batch of strategic oil reserves.     Cities including Tangshan and Guangzhou are understood to be vying for the projects, but Zhang declined to comment on this.     The newly established energy administration oversees the nation's oil reserves and monitors the domestic and overseas energy markets. It is also responsible for mapping out China's energy development strategy and formulating rules and regulations for the energy sector.     Renewable energy     Zhang also said yesterday that the installed capacity of wind power in the nation is expected to exceed 10 million kW by the end of this year, compared with 4.03 million kW in 2007.     The drastic increase came as the government has being promoting the use of renewable energy in the face of rising oil prices.     In recent years, the government has rolled out a host of fiscal and tax incentives to boost the development of the alternative energy sector, including a 50-percent cut in value-added tax for wind power plants.     Last year, renewable energy such as wind power, biomass and hydropower accounted for 8.5 percent of the nation's total energy use. That figure is set to increase to 10 percent in 2010 and 15 percent in 2020.     The newly established energy administration will set up more renewable energy projects to further spur the development of the sector, according to Zhang.
