The Chicago Police Department is under fire after a video surfaced showing department officers helping the Norfolk Southern Police in an operation that used "bait trucks," container trucks filled with goods left to attract potential thieves.The Facebook video, shot last week by community activist Charles McKenzie, shows a white unmarked truck parked in the largely black Englewood neighborhood."The police parked a truck with boxes of Nike shoes in front of kids ... and when people hop in the truck the police hopping out on them," McKenzie wrote on Facebook.The truck was part of a surveillance operation, nicknamed "Operation Trailer Trap" by police, used to target individuals who had been breaking into freight containers at Norfolk Southern rail yards, Norfolk Southern told CNN. The rail company has its own police force.A man was arrested on August 2 as part of the sting and charged with burglary. The Cook County State's Attorney's Office said the charges against the suspect were dropped on Thursday. The office did not provide additional details about why the suspect was no longer being charged. According to the Chicago Tribune, the suspect is deaf and communicates through sign language, and told police he had entered the trailer to take food.Norfolk Southern dismissed claims that youths were targeted in the operation, adding the suspect apprehended "cut open the safety seal with box cutters, broke into the back of the trailer and only then did they find retail shoes in unmarked brown boxes, previously secured and hidden inside.""Norfolk Southern has the responsibility to ensure the freight we are transporting is safely delivered and does not pose a risk to the communities in which we operate," Norfolk added in a statement. "This week's police operation was intended to directly combat such unacceptable thefts."Chicago Police Superintendent Eddie T. Johnson acknowledged in a news conference on Thursday the department assists local law enforcement agencies with this type of operation."At the end of the day, just because it's out there and it's not yours, that doesn't mean you're supposed to take it," Johnson said. "But as Chicago Police Department, we're going to take a hard look and see if there's something we can do better."At least one local official and the ACLU of Illinois criticized Chicago police for being involved in the operation, arguing the practice created unfair situations of entrapment.Karen Sheley, director of the Police Practices Project at ACLU of Illinois, said in a statement "these stunts won't help" better relationships between police and communities of color in Chicago."Police should focus on reform and improve outreach to communities that have been too often the target of police abuse," Sheley said.In a statement, longtime community activist Lori Lightfoot, who is also a current candidate for mayor, said the use of the "bait trucks" is "an appalling display of misplaced priorities," and made a reference to a string of shootings that left 12 people dead over the weekend."Video footage shows officers antagonizing Chicagoans they are sworn to serve and protect, and creating conflict when their responsibility is to promote public safety," Lightfoot added.Roderick T. Sawyer, alderman for Chicago's 6th Ward, said the operation "serves only to undermine already fragile efforts to build trust between law enforcement and the community."Sawyer called for the city council to hold a hearing on the matter. 3502

The former Louisville Metro Police Officer charged with wanton endangerment for firing his gun into Breonna Taylor's apartment pleaded not guilty during a Monday arraignment. Brett Hankison and his lawyer participated in the arraignment remotely. The former officer pleaded not guilty to the charges he faces. The judge made two stipulations during Monday's arraignment: Hankison has to attend every court hearing, even if it is remotely, and second, Hankison cannot have any firearms. His attorney pushed back, arguing Hankison might need a weapon to protect himself after recent threats. The judge declined the objection. Hankison was charged by a grand jury with three counts of wanton endangerment last week. Of the three officers who fired their weapons that night in March when Taylor was killed, Hankison was the only one charged as a result of the grand jury investigation. Officers were at Taylor's apartment in the early morning hours of March 13 to serve a narcotics warrant in connection with an investigation into an ex-boyfriend. Taylor's current boyfriend, Kenneth Walker, says he did not hear police announce themselves, and says he fired a "warning shot" toward the front door as police broke down the door. Police returned fire. Taylor was shot several times and later died. An autopsy recently released reveals more details about the deadly shot. Hankison is charged with firing several rounds into the building following the initial shootout, allegedly putting Taylor's neighbors in danger. Hankison faces a maximum of 5 years in prison if found guilty. He was fired from the police department in June. In a press conference following the grand jury's announcement, Kentucky Attorney General Daniel Cameron said two other officers, Jonathan Mattingly and Myles Cosgrove, were "justified" in using lethal force because they had been fired upon first. The two officers and Hankison are also facing an internal police investigation into the shooting. Mattingly and Cosgrove remain on administrative duty.The decision not charge officers with Taylor's homicide has prompted protests in Louisville and throughout the country. 2148

The Department of Homeland Security is on heightened alert, watching for any election security issues.In the last week of October, hackers targeted at least six states, attempting to get into their voter databases and election security systems, according to the Boston Globe. The FDA continued on Monday to warn the public about using methanol-based hand sanitizers that the agency calls “dangerous.”The FDA has published a “Do Not Use” list of products. As of Monday afternoon, 87 products are on the do not use list. Adding to the confusion for consumers, many of the products do not have methanol on the label.Methanol can be toxic when absorbed through the skin as well as life-threatening when ingested, the FDA said. Retailers are being encouraged to recall these products.Methanol exposure can result in nausea, vomiting, headache, blurred vision, permanent blindness, seizures, coma, permanent damage to the nervous system or death, the FDA warns."Practicing good hand hygiene, which includes using alcohol-based hand sanitizer if soap and water are not readily available, is an important public health tool for all Americans to employ. Consumers must also be vigilant about which hand sanitizers they use, and for their health and safety we urge consumers to immediately stop using all hand sanitizers on the FDA's list of dangerous hand sanitizer products," said FDA Commissioner Stephen M. Hahn, M.D. "We remain extremely concerned about the potential serious risks of alcohol-based hand sanitizers containing methanol. Producing, importing and distributing toxic hand sanitizers poses a serious threat to the public and will not be tolerated. The FDA will take additional action as necessary and will continue to provide the latest information on this issue for the health and safety of consumers."The FDA’s warnings come following a hand sanitizer shortage in the consumer and commercial markets. Amid the shortage companies that do not ordinarily produce hand sanitizers began bottling products before obtaining FDA approval. 1771

  

The first cruise in the Caribbean since the start of the pandemic is reporting a COVID-19 case.A passenger aboard SeaDream Yacht Club’s SeaDream 1 received a preliminary positive COVID-19 test.According to passengers, the captain informed them about the preliminary positive test over the ship’s intercom system while they were anchored off the coast of Grenadines.The vessel is now headed back to Barbados, where it is based.The SeaDream is carrying 53 passengers and 66 crew, with the majority of passengers hailing from the U.S. according to Sue Bryant, who is aboard the ship and is a cruise editor for The Times and The Sunday Times in Britain.The SeaDream is the first vessel to resume sailing in the Caribbean since earlier this year when coronavirus pandemic concerns docked the cruise industry following high profile infections.Passengers were tested both in advance of traveling, before boarding, and again a few days into the trip.The SeaDream has a capacity of about 110 guests and 95 crewmembers. It also sails outside of U.S. waters. This puts it below the 250 guests threshold and outside the area under the CDC’s orders about cruising. 1159
