SAN DIEGO (KGTV) - Aldofo Otanez was diagnosed with schizophrenia when he was 17-years-old."When he's medicated correctly he's very funny, he's always very caring very caring person," said his brother Tomas. Aldofo has been in and out of treatment centers his whole life. Most recently, a hospital assigned him to a home in Spring Valley called Mi Casa Es Su Casa. "Right away we said, 'no, he's never been in a place like this,"' said Tomas. "People don't fit in there. They don't, they're crumbled up, there's about 3 or 4 people per room."Tomas was planning a trip to visit his brother on February 16th. When he called the facility, he says they told him Aldofo had been missing for two days. "It's disturbing," said Tomas. "I mean, it shouldn't happen, a simple phone call, 'your brother isn't here, it's been a day or two'. Give us a call..nothing."It's been more than two weeks now with no sign of Adolfo. "It's very sad, I'm taking it as calm as I can so I can think about what to do next." The family is passing out flyers and posting pictures to Instagram with hopes that someone knows where he is. "The family is pretty sad, I've got a lot of siblings and they're all very worried.""He has no money, no ID, no social security on him," said Tomas. "So he's just stranded out there somewhere."10News spoke to the manager of Mi Casa Es Su Casa who says he didn't call the family right away because he claims to have lost their contact info. He also says he didn't file a missing persons report because police would not let him. San Diego Police checked their records and said they never spoke to the facility that day. The family is holding a search party on March 3rd in the Starbucks parking lot at 8626 Jamacha Boulevard. SAN DIEGO (KGTV) — Among the propositions that will be on the November ballot in California, Proposition 17 will ask voters to decide whether or not to allow individuals on parole to vote.Voters will vote "yes" or "no" on the proposition, which is an amendment to the state's constitution introduced by Sacramento Assemblymember Kevin McCarty, according to BallotPedia.In California, those who are "mentally incompetent or imprisoned or on parole for the conviction of a felony" for a state or federal sentence are not allowed to vote.The passage of Proposition 17 would instead direct the state to only disqualify those who are currently serving a sentence for the conviction of a felony and allow those on parole for a felony conviction to vote."Parole is not an extension of punishment. It's a reintegration time for someone to come back in their community," says Shay Franco-Clausen, the Yes on Prop 17 Campaign Manager. "What better way to make them feel that they have a stake in the community is there than giving the right to them."Those who support Prop 17 argue, "when a person completes their prison sentence, they should be encouraged to reenter society and have a stake in their community. Restoring their voting rights does that. Civic engagement is connected to lower rates of recidivism. SAN DIEGO (KGTV) — A San Diego prison worker has tested positive for coronavirus, as California prepares to release 3,500 non-violent offenders.CoreCivic, the private company that runs the Otay Mesa Detention Center, confirmed to 10News that an employee who works at the facility has tested positive for COVID-19.The company discovered the positive test on March 30. The employee was last at work on March 21. That individual is currently resting at home in isolation.RELATED: Brother of ICE detainee worried 'he'll die in there'"Efforts are currently underway to notify other employees or contractors who may have been in contact with the individual who tested positive," a CoreCivic spokesperson said. The confirmation comes the same day California officials announced the state would grant an early release to 3,500 non-violent offenders who are due to be released in the next 60 days. SAN DIEGO (KGTV) — A San Diego Police officer is showing his gratitude this holiday season after an incredible display of heroism.It was at the end of his graveyard shift when he heard panic over the scanner."It's moving pretty quick, ooohh standby. It went over the… it went over the cliff. I was not in pursuit. SAN DIEGO (KGTV) -- An hours-long SWAT standoff involving a domestic violence suspect in Point Loma came to an end Thursday night. Police were called to the 2200 block of Caminito Pescado around 4:45 p.m. after receiving a call from a neighbor. Police say a woman who lives in the home ran to the neighbor’s house reporting that she and her 71-year-old husband got into a fight. Police and SWAT responded and found the man on the second floor balcony of the condo. After trying to get the 71-year-old down from the balcony, police say he ran inside before a gunshot could be heard coming from the home. Neighbor Jenny Taylor spoke with 10News on FaceTime, saying she could see officers lined up with their weapons drawn from her patio. She said she was ready for the worst, "let me move it so we can at least duck down really quick and hit the floor and run inside the house, so we left the screen door open and moved all the chairs out of the way."It was hours before police and SWAT packed up.Authorities later found the man dead inside. According to police, records show authorities had never been previously called to the home. An investigation into the incident is currently underway.
