As floodwaters started receding in central Texas, authorities discovered the body of a second victim in this week's deluge. The woman's body was found in Llano County, one of the areas inundated by the swollen Llano River, county officials said Wednesday. The woman's name has not been publicly released. On Tuesday, another body was found in the Colorado River in neighboring Burnet County, sheriff's office Capt. Tom Dillard said. Near-record flood levels swamped homes and caused a bridge to collapse. But there's a sliver of good news: While flood warnings are still in effect due to ongoing rain Wednesday, the Llano River's depth has dropped significantly."Right now, the Llano River is at about 12 ? feet, down from just shy of 40 feet yesterday," Llano County Emergency Management Coordinator Ron Anderson said Wednesday. 834

An officer has been dismissed following the shooting of an unarmed Black man in Columbus, Ohio, on Tuesday.Columbus Police said that the man was 47 years old, and that the man was holding a cell phone at the time of his death, based on a review of one of the responding officer's body-worn camera footage. Police said the man walked toward the officer with a cell phone in his left hand while his right hand was not visible. Officers were called to the area for a report of a man sitting in an SUV, continually turning on and off the vehicle. Officials have not released the name of the person killed, as of Tuesday afternoon. WCMH-TV reported that the officer who fired the fatal shot was Adam Coy, an 18-year veteran of the Columbus Police. According to the Columbus Dispatch, Coy was involved in an excessive force complaint that resulted in the City of Columbus paying a ,000 payout. Coy was suspended for 160 hours for the 2012 incident, but kept his job. The shooting was the second time a citizen was killed by law enforcement within the city. Three weeks ago, Casey Goodson Jr. was shot and killed by Franklin County Sheriff Deputy Jason Meade. Authorities said that investigators recovered a weapon on the scene, but a family attorney told CNN that Goodson was holding a sandwich at the time of the shooting. No charges have been filed in that case, and investigation is still ongoing.“We are still raw from the killings of George Floyd, Breonna Taylor and less than 3 weeks ago, Casey Goodson Jr. Early this morning we learned of the killing of another African American at the hands of law enforcement,” Columbus Mayor Andrew Ginther said in a news conference on Tuesday.During the shooting death of Goodson, deputies were not wearing body-worn cameras. During Tuesday’s shooting, Ginther said that officers did not turn on their body-worn cameras until after the shooting occurred.Ginther said that the body-worn cameras worn by Columbus Police have a 60-second “lookback” feature that captured video of the shooting. The lookback feature does not capture the audio."The Division invested millions of dollars in these cameras for the express purpose of creating a video and audio record of these kinds of encounters. They provide transparency and accountability, and protect the public, as well as officers, when the facts are in question," Police Chief Thomas Quinlan said. WBNS reported that the cruiser’s dash camera was not activated as police were responding to a non-emergency call that did not require lights and sirens.“Our community is exhausted,” Ginther added. “While it is very early in the investigation, there is one fact that disturbs me greatly. The officer involved did not turn on their body-worn camera until after the shooting.”Ginther said that the officer’s badge and gun has been turned in, but would continue getting paid during the investigation due to contractual obligations. The family of the man killed on Tuesday will be shown the body-worn camera footage before it is released to the public. Ginther estimates the video will be made public by Wednesday. 3105

An 11-year-old boy in Colorado is being called a hero after performing the Heimlich maneuver and possibly saving his younger brother from choking on his dinner.“So I got behind him went like this, pushed and pulled up about four times so the chicken could pop out and it did,” Elias Yatrakis told Denver7.Elias and his younger brother, Alex, were eating dinner on Monday night in their Greenwood Village home after a baseball game when the incident happened. The older boy says he knew what to do and jumped into action.“I was relieved. I was glad he was OK,” he said.“From my perspective, he saved his life,” mom Danielle Yatrakis said. “I’m just really glad he had the confidence and the knowledge to know what to do.”The 11-year-old had that knowledge because he had just recently learned what to do in a situation like this.“I am a Cub Scout so we had to take this CPR class in our basement and it taught CPR, the Heimlich,” he said. “I wasn’t really thinking. I knew what to do since I did that class.”Elias had earned his first aid badge as a part of the Cub Scouts just a few months earlier.“When he got the badge I’m like, 'that’s great to know,' but I mean I learned CPR before and I never used it. And so you’re kind of like they’re nice things to know and I now feel differently. That was really serious and important that he paid attention,” his mom said. The boys spent the evening after it happened with a lot of hugs and gratitude, according to their mom, but have since gone back to the same competitive young boys that they were before.KMGH's Jason Gruenauer first reported this story. 1609

An Australian labor union says it has fired two officials after investigating their links to a fake Black Lives Matter page on Facebook that attracted hundreds of thousands of followers, and took in money from donors. The National Union of Workers said in a statement Wednesday that it was "deeply distressed and appalled" by the revelations in a CNN report this week that linked one of the officials -- Ian Mackay -- to the fake Facebook page and other online black rights sites."The NUW has launched an investigation into claims made by a CNN report and has terminated the officials concerned," it added.A spokesperson for the union told CNN that it had "terminated" the job of Mackay -- a middle-aged white man -- and fired a second official, Ben Parker. Both held the title of "organizer" at the union, the spokesperson added. The union, which represents thousands of workers in various industries, "is not involved in and has not authorized any activities with reference to claims made in CNN's story," National Secretary Tim Kennedy said in the statement.CNN wasn't immediately able to reach Mackay or Parker for comment on Wednesday. The Facebook page, titled simply "Black Lives Matter," had almost 700,000 followers, more than twice as many as the official Black Lives Matter page. The scam page was tied to online fundraisers that brought in at least 0,000 that supposedly went to Black Lives Matter causes in the United States. At least some of the funds, however, were transferred to Australian bank accounts.Related: The biggest Black Lives Matter page on Facebook is fakeMackay denied running the Black Lives Matter page when CNN asked about his involvement last month. An anonymous Facebook profile under the name "BP Parker" was an administrator of that page until it was suspended, according to Facebook.Ben Parker -- the other now fired official -- declined to answer questions last week about CNN's investigation.Facebook suspended the fake Black Lives Matter page, but only after almost a week of exchanging emails and calls with CNN about the matter.CNN reported on Monday that the Black Lives Matter page consistently linked to websites tied to Mackay, who has registered dozens of domains, many on issues tied to black rights. In April 2015, he registered a site called blackpowerfist.com.Mackay's name, email address, phone number and other details appeared in the registration records for the site until July 2015, when the website enabled a feature that allows site owners to hide their identities and contact information. The Black Lives Matter Facebook page continually drove traffic to websites associated with blackpowerfist.com, which was eventually turned into a discussion forum.A few days after Mackay registered blackpowerfist.com, "BP Parker" shared a link to the website. The people behind the websites and the Facebook page encouraged people to donate through various online fundraising platforms.Related: Zuckerberg unscathed after five-hour Senate grilling sessionA source familiar with some of the payments processed said at least one of the accounts was tied to an Australian IP address and bank account. At least one fundraising account was tied to Ian Mackay by name, according to the source.Another source also familiar with some of the payments processed told CNN that the group had raised around 0,000 that they were aware of.The Black Lives Matter Global Network responded Tuesday to CNN's reporting. It said it was relieved that the fraudulent profiles had finally been taken down after repeated requests, and expressed hope that social media platforms would adopt protocols soon to prevent a repeat."We regret that so many people were deceived by the recent high profile scam into believing that their gifts and donations benefited us," it said in a statement.Mackay did not provide answers to multiple questions from CNN about his apparent links to the scheme, saying that "domain name buying and selling is a personal hobby.""I once bought the domain name only and sold it," he told CNN when asked about a Black Lives Matter website that was once registered to his name.Mackay declined multiple opportunities to clarify his role.-- Carly Walsh contributed reporting.The-CNN-Wire 4237
