BEIJING, Aug. 27 (Xinhua) -- China's top legislature held an inquiry Friday into the government's report on grain safety in an effort to improve the legislative supervisory role.Entrusted by the State Council, or China's Cabinet, senior officials from nine government agencies, such as the National Development and Reform Commission (NDRC), attended the inquiry to answer questions raised by lawmakers at a bimonthly session of the Standing Committee of the National People's Congress (NPC), the country's top legislature.Such inquiries are believed to be a concrete and important step for the top legislature to exercise and improve supervision of the government.Zhang Ping, minister in charge of China's top economic planning body, the NDRC, issued the report on the country's grain safety on Thursday and lawmakers began to deliberate and make inquiries on the report on Friday.This is the second inquiry held by the top legislature this year. In its June session, lawmakers held an inquiry into the central government's final accounting for 2009.INTENSE Q&A SESSIONThe NPC Standing Committee's vice chairwoman, Oyunqemag, and 21 other lawmakers peppered government officials with more than 20 questions at the inquiry.Responding to a question on the impact of frequent natural disasters including drought, freezing weather and floods on this year's harvest, Vice Agriculture Minister Chen Xiaohua admitted that grain production has been negatively impacted.Chen, however, said because the central authority introduced preferential policies in a timely manner, the grain crops harvested in the summer maintained the same level as in previous years, though the harvest of early rice dropped a bit.He also said he was optimistic about the harvest in autumn, which accounts for more than 70 percent of the country's grain output because the seeded area has been increased and the growth of the crops was good at present.

BEIJING, Oct. 24 (Xinhua) -- China's Ministry of Commerce (MOC) vowed to step up regulation of sugar markets on Sunday after reserves helped stabilize prices which recently rose to a record high amid continuing harsh weather.Between Oct. 10-17, the retail price of small-packed sugar averaged 7.68 yuan per kilogram in major cities, up 1.3 percent from the end of September, according to data provided by the MOC.It shows that prices have begun to stabilize, according to the MOC website. The ministry also vowed to strengthen market regulations.China auctioned 210,000 tonnes of sugar reserves on Oct. 22 in a bid to curb soaring prices, which have been blamed on this season's frequent extreme weather in China's major sugar-producing areas, as well as reduced supplies overseas.In southwest China's Guangxi Zhuang Autonomous Region, the country's major sugar-growing area, sugar prices hit a record 6,000 yuan per tonne (902.3 U.S. dollars) on Oct. 11.Further, sugar futures hit an eight-month high of 683.20 pounds per tonne in London on Oct. 15.Also, the MOC said government reserves remain abundant and pledged to improve market supplies and ensure the public's needs.Between October 2009 and September 2010, eight batches of reserve sugar, or a total of 1.71 million tonnes, were auctioned, according to the MOC.

DUBLIN, Sept. 26 (Xinhua) -- Senior Communist Party of China (CPC) official Li Changchun said here Sunday that Beijing and Dublin have huge potential to deepen bilateral ties and cooperation.Since the two sides established diplomatic relations 31 years ago,bilateral relations have developed steadily, said Li, a member of the Standing Committee of the CPC Central Committee Political Bureau, upon his arrival for a two-day official goodwill visit.Especially in recent years, China and Ireland have increased high-level exchanges, carried out fruitful and mutually-beneficial cooperation in various fields including politics, trade, education, culture and science and technology, and maintained close coordination on international affairs, he noted.Li Changchun (L, Front), a member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, is welcomed by Irish officials upon his arrival in Dublin, capital of Ireland, on Sept. 26, 2010. ZHOUQU, Gansu, Aug. 27 (Xinhua) -- Authorities are set to drain stagnant water by the end of the month which continues to submerge part of a remote mountainous town in northwest China's Gansu Province. This comes three weeks after a devastating mudslide left more than 1,700 people dead or missing, a senior military official said Friday.For weeks, soldiers and work crews have been using explosives and excavators to remove the massive debris and rocks that were swept down by the mudslide into the waterway and formed a barrier lake, flooding the riverside areas of Chengguan Township, Zhouqu County.People's Liberation Army Deputy Chief of Staff Zhang Qinsheng, who also serves as the deputy head of the work group for Zhouqu relief under the State Council, announced Friday that the deadline for removing stagnant water is 12 p.m. August 30, and rescue crews are working hard to meet the deadline.Experts have warned that the stagnant water -- at some point rising high enough to completely submerge a street light pole -- would rot the foundations of 80 flooded buildings and caused them to collapse. The water also posed a serious threat to public health, as it was an easy breeding ground for mosquitoes and bacteria.Meanwhile, the government of Zhouqu on Friday ordered the sludge-covered area of the mudslide to be sealed off for both safety and health reasons.This came five days after authorities banned the recovery of bodies in the hard-hit area -- about five kilometers long and 300 to 500 meters wide, at the foot of Sanyanyu Mountain.An avalanche of rocks and mud roared down the Sanyanyu mountain slope at midnight on Aug. 7, leaving 1,456 dead and 309 missing as of Aug. 27. The bodies of the missing, along with an undetermined number of animals, were believed to be buried under the meters-deep sludge.Soldiers have dug a water channel in the sludge-covered area to direct waters into the Bailong River. The mud and debris were carried away and dumped at farmlands outside the town properof Zhouqu. However, they might be stopped from continuing and leave the devastated hard-hit area untouched. Authorities are looking for new areas to settle homeless residents who are now housed in disaster relief tents."No dumping sites can be found for the sludge if the clearing efforts continue. Also, the site sits in an area where mudslides frequently occur. It is not suitable for reconstruction," said a directive issued by the Zhouqu county government. Before the disaster, the county seat, hit by the mudslide, had about 45,000 residents. Nearly half of them lost their homes in the disaster.
